Speaker 1 (Harbormaster - Conference Room): Okay. Speaker 1 (Harbormaster - Conference Room): Lives… Speaker 2 (Harbormaster - Conference Room): one. Speaker 1 (Harbormaster - Conference Room): Yeah, I'm gonna do that. Yeah. Speaker 1 (Harbormaster - Conference Room): That means… absolutely. Speaker 1 (Harbormaster - Conference Room): It's a beautiful weather. Yeah. Speaker 1 (Harbormaster - Conference Room): Up until Sunday night. Speaker 1 (Harbormaster - Conference Room): So, are we live right now? Yeah. Speaker 3 (Harbormaster - Conference Room): Because the implement is completing. Refused. Okay. Speaker 1 (Harbormaster - Conference Room): Good evening, I'm going to call this meeting daughter. Do you want to come over? You have plenty of seats. Or you can just bring your chairs around the corner.

Natasha Dale Clark. Speaker 4 (Harbormaster - Conference Room): Elizabeth French, Life of the Board. Speaker 2 (Harbormaster - Conference Room): John Monran, board member. Ted Costa, board member. Speaker 4 (Harbormaster - Conference Room): Okay, we have 3 or 4 items on the agenda tonight, and I am going to take things out of order, for the sake of time.

Speaker 4 (Harbormaster - Conference Room): Yes. Yeah, okay. Just tell me a little bit about your events. Speaker 1 (Harbormaster - Conference Room): The Goblin King Wall is a program that has been taken from the. Speaker 5 (Harbormaster - Conference Room): Movie Labyrinth. Speaker 5 (Harbormaster - Conference Room): Which is a celebration of the Goblin King. People come in costume. Speaker 5 (Harbormaster - Conference Room): And it's a lovely night of dancing and entertainment. The Goblin King is there himself, entertaining people, singing and dancing, and choosing at the end of the night the Goblin King. Okay. Speaker 4 (Harbormaster - Conference Room): Since I'm the one that always asks a ton of questions, I'm gonna just hand it over.

3:57

Speaker 1 (Harbormaster - Conference Room): 76. Speaker 2 (Harbormaster - Conference Room): I have no, no question. I mean, they run some great events there, so I'm always involved with the neighborhoods. Speaker 2 (Harbormaster - Conference Room): What are the hours of the event? It's, Speaker 5 (Harbormaster - Conference Room): 7 to 11. Speaker 2 (Harbormaster - Conference Room): parking off-site, I think that's probably the only question I've noticed, been issues with parking there, so… We should have that covered for the evening. Speaker 3 (Harbormaster - Conference Room): Any other questions? No. You sell tickets? Speaker 5 (Harbormaster - Conference Room): We sold tickets in June and they were sold out within 24 hours. Wow. For both nights.

4:34

Speaker 4 (Harbormaster - Conference Room): How many… how many people expected each night? 100. 100. Speaker 4 (Harbormaster - Conference Room): 100 total, yeah. And you're parking to accommodate that? Speaker 4 (Harbormaster - Conference Room): And alcohol, you are using a… Cater. 12C Cater. Speaker 4 (Harbormaster - Conference Room): We're actually… No, you're not. Speaker 1 (Harbormaster - Conference Room): No, we're using… Speaker 5 (Harbormaster - Conference Room): Creative catering. Speaker 4 (Harbormaster - Conference Room): So it's gonna be food. Speaker 3 (Harbormaster - Conference Room): as well. Yes. Oh, absolutely. Speaker 4 (Harbormaster - Conference Room): And you said 7 to 11, is that the service of alcohol from 7 to 11 as well?

5:08

Speaker 5 (Harbormaster - Conference Room): Actually, people will be off going outside at 11. We do close the bar down half hour prior to the end of the event. Speaker 4 (Harbormaster - Conference Room): And completely indoors, nobody outdoors? Nobody. Speaker 5 (Harbormaster - Conference Room): Okay. Unless it's hot, you want to go out and put no alcohol outdoors. Speaker 1 (Harbormaster - Conference Room): Okay, so no. Speaker 4 (Harbormaster - Conference Room): Alcohol will be outside. People probably just. Speaker 1 (Harbormaster - Conference Room): leaving to go outside unless it's a warm night. Speaker 5 (Harbormaster - Conference Room): And we don't let anyone leave our property with any alcohol with them as well.

5:37

Speaker 4 (Harbormaster - Conference Room): So if you could just tell me, remind me, because I know you do a lot of… Speaker 4 (Harbormaster - Conference Room): Functions over there. Always monitoring the property to make sure alcohol won't leave the property. Speaker 1 (Harbormaster - Conference Room): premises. Speaker 5 (Harbormaster - Conference Room): my staff as well as a security guard that we hire for every event. Speaker 4 (Harbormaster - Conference Room): And how many people would you say you have on staff? Speaker 5 (Harbormaster - Conference Room): They'll have… well, that particular evening, you'll probably have 5 staff members and 1 security guard. Speaker 4 (Harbormaster - Conference Room): Okay, so with a security guide, no need to hire a police detail?

6:04

Speaker 4 (Harbormaster - Conference Room): Yeah. Okay, and two nights, two separate functions, two nights. Speaker 4 (Harbormaster - Conference Room): Same event, just doubled it up. Repeat. Okay. Speaker 4 (Harbormaster - Conference Room): I don't have any more questions. Speaker 4 (Harbormaster - Conference Room): I don't want you to talk if you don't have to. Speaker 1 (Harbormaster - Conference Room): Can I make a motion? Sure. Speaker 4 (Harbormaster - Conference Room): I'd like to make a motion that we approve the petition of the special one-day liquor license of Linda Harvey. Speaker 6 (Harbormaster - Conference Room): requesting to serve all alcoholic beverages at Goblin King Ball Gala fundraiser on 1030, 2026, and 1031, 2026.

Speaker 4 (Harbormaster - Conference Room): thing I'm gonna ask is that you, Speaker 4 (Harbormaster - Conference Room): respond to my inspector who asked for all those reports. Speaker 6 (Harbormaster - Conference Room): So we can complete your pencil. Speaker 5 (Harbormaster - Conference Room): Actually, I reached out to him, asking him how to submit them. I have them all. Speaker 1 (Harbormaster - Conference Room): You can come by our office at Three Pond Road in Robemont. Speaker 7 (Harbormaster - Conference Room): Well. Speaker 1 (Harbormaster - Conference Room): Do you want parts of it? Speaker 5 (Harbormaster - Conference Room): copy as opposed to an electronic thing. I'm happy to do that. I've been holding on to them for two or three weeks now.

7:39

Speaker 1 (Harbormaster - Conference Room): And… Hi, I'm Jaspreet Pampla and I'll be the. Speaker 7 (Harbormaster - Conference Room): I'll be helping with Bhavjot and the husband with this transition. Speaker 4 (Harbormaster - Conference Room): And is there another owner? Yes, there is. Speaker 4 (Harbormaster - Conference Room): And that person's name is… They're announcing?

9:20

Speaker 5 (Harbormaster - Conference Room): Okay. Speaker 4 (Harbormaster - Conference Room): So the way, we proceed with these types of hearings, it's scheduled for a public hearing, but what you will do is present. Speaker 4 (Harbormaster - Conference Room): Your proposal for the license? Speaker 4 (Harbormaster - Conference Room): We will ask questions. Speaker 4 (Harbormaster - Conference Room): And, at that… after we get the information that the board needs, we open it up to the public for comments. Speaker 4 (Harbormaster - Conference Room): For anyone speaking on your behalf or in opposition, and then we close the public hearing. Tonight, I should have probably started off with this. We are not making a decision tonight, we're making our decision on Monday. We have a Zoom meeting scheduled at Zoom only, so you don't have to…

10:08

Speaker 4 (Harbormaster - Conference Room): Meeting Monday at 6.30, where we will deliberate on the information that is presented to us tonight. So we're just going to hear… we have two applicants, we're going to hear from both applicants tonight, and then decide on Monday. Speaker 4 (Harbormaster - Conference Room): There'll be a series of questions from each of us after you present your proposal. And then if you have questions for us, we have time to answer that. Speaker 4 (Harbormaster - Conference Room): And then we'll move on to the next applicant, and then, I think we just have one small item on the agenda to approve minutes, and that will be the end of the meeting. Speaker 4 (Harbormaster - Conference Room): So, is there any questions on the process from your group?

10:44

Speaker 1 (Harbormaster - Conference Room): Nope. Okay. Speaker 4 (Harbormaster - Conference Room): Any questions on the process? Okay. Speaker 4 (Harbormaster - Conference Room): So, and I meant to ask you, no one is here to speak on behalf. Do you have anybody speaking on Zoom tonight? I know you turned in a lot of names for support on Zoom. Speaker 1 (Harbormaster - Conference Room): the list. Okay. No, we don't. Speaker 3 (Harbormaster - Conference Room): Okay. Speaker 1 (Harbormaster - Conference Room): I never know what to expect. Speaker 4 (Harbormaster - Conference Room): Every time someone does it. Speaker 1 (Harbormaster - Conference Room): friend. Speaker 4 (Harbormaster - Conference Room): So there's times when the room has been full with people and no room to come in. So I just wanted to see what we were in about tonight. So no, probably no one on Zoom. That's helpful to know in case our Zoom goes down.

11:19

Speaker 4 (Harbormaster - Conference Room): All right, any questions from the board before we start? Okay, so, Attorney Christian, do you want to present? Sure, so. Speaker 8 (Harbormaster - Conference Room): I'd also just like to state we had a mishap at our office. And so the abutters were not sent out for this. So I just wanted to start by saying we would hope to be able to just present our application to you all tonight. And then if you all were interested in selecting our client. Speaker 8 (Harbormaster - Conference Room): Perhaps that we could continue to have, you know, an opportunity to send out the abutters in, like, 2 weeks or a month or something like that, to have another hearing if you did select our applicant?

11:54

Speaker 8 (Harbormaster - Conference Room): But in addition, our client is very interested in obtaining, like, a BRNY license, or if, you know, the other applicant is selected, I assume they would be turning in their seasonal license. Speaker 8 (Harbormaster - Conference Room): Our client is interested in that license. So I just wanted to be upfront about the fact that we did have that mistake, which is not our client fault at all. That was 100 % from the law firm side of things. So if our client was selected, we would have to do… Speaker 8 (Harbormaster - Conference Room): a hearing for the, abutters, or for anybody to speak out against it. But with that being said, is it alright if I still continue with.

12:27

Speaker 8 (Harbormaster - Conference Room): Our presentation on this. Speaker 8 (Harbormaster - Conference Room): So I just wanted. Speaker 4 (Harbormaster - Conference Room): I want to note then part of the public hearing is hearing from the abutters. Speaker 4 (Harbormaster - Conference Room): So that means we wouldn't be able to have a full public hearing and take into consideration Speaker 4 (Harbormaster - Conference Room): all the information. Speaker 8 (Harbormaster - Conference Room): Tonight. Right, to… Speaker 8 (Harbormaster - Conference Room): send it to the ABCC, it would require, like, another, hearing where the abutters have a chance to be there, correct? Okay. But again, we are very interested in, you know, whether we're selected for this one, which we are very hopeful that we could still be selected for this one, or if not, I understand there might be a beer and wine license that's available.

13:04

Speaker 8 (Harbormaster - Conference Room): very interested in obtaining that beer and wine license, and then even if that wasn't possible, the potential seasonal license might be turned in. So we're very adamant about trying to get, a license for this project, and we'd really appreciate the opportunity to present tonight, despite the error that was made on our side. Okay. Speaker 4 (Harbormaster - Conference Room): Are… are you willing to waive… Speaker 4 (Harbormaster - Conference Room): I don't know if we can even do this. Speaker 4 (Harbormaster - Conference Room): part of your public hearing for us to still make a decision on Monday. I don't know that we would want to tie this up for another 30 days.

13:38

Speaker 1 (Harbormaster - Conference Room): Yeah. Speaker 8 (Harbormaster - Conference Room): But, you know, it's up to the… you know, you guys are in control of what you want to do, so if that's how you want to go about it, I understand that. Speaker 8 (Harbormaster - Conference Room): you know, I guess my thought might be that, like, after some discussion, you might have an idea of whether Speaker 8 (Harbormaster - Conference Room): this was the direction you wanted to go or not, and then from… if it is the direction you want to go, then maybe, like, two weeks, wouldn't be the end of the world just to get people in here to see if they have anything to say. But if… MSU MCHA- After this hearing, you've decided the other way, then, you know, we have to come back for another hearing anyways, but so hopefully you guys can at least decide from the city's point of view what direction you want to go. Okay.

14:57

Speaker 8 (Harbormaster - Conference Room): So Probjot would be the manager of record, and she is a U.S. citizen, she's TIP certified, and she has lots of experience in the food and beverage industry, and is familiar with the rules and regulations for selling alcohol, in this Commonwealth. Speaker 8 (Harbormaster - Conference Room): She's actually worked as an assistant manager at her husband's restaurant, Ragini Indian Bistro in Andover. Can you spell the. Speaker 1 (Harbormaster - Conference Room): first-name. Speaker 4 (Harbormaster - Conference Room): Right. Speaker 3 (Harbormaster - Conference Room): Indian bistro. Speaker 9 (Harbormaster - Conference Room): It's R-A-A-G-I-N-I. Speaker 9 (Harbormaster - Conference Room): G. A. Wait. G. I. N. I. N. I.

16:07

Speaker 1 (Harbormaster - Conference Room): We were having this. Speaker 4 (Harbormaster - Conference Room): discussion earlier. I don't I think it's longer, but that's okay. Okay. Yeah. So, anyway. Speaker 8 (Harbormaster - Conference Room): It's been, you know, looking for a new tenant for a while, and they're really excited about the opportunity of getting in there and, like, opening that space back up. Speaker 8 (Harbormaster - Conference Room): So they had a walkthrough last week, with Rob, and I believe Rob was there, but I know the billing department and the health department were involved. My understanding is that there weren't really any major issues that were found, it was more, like, minor, you know, just preparing a few tiny things, maybe, and cleaning it, but…

16:34

Speaker 8 (Harbormaster - Conference Room): no, like, major issues that were gonna really materially slow down the project, so we were excited about that, and we're gonna work with them to address any small issues that they did, you know, let us know we needed to fix. Speaker 8 (Harbormaster - Conference Room): So… Speaker 8 (Harbormaster - Conference Room): Yeah, overall, there's just two things we're looking for. It's granting this new license, to Gloucester Restaurant Group LLC, and the second is approving Project to be the manager of record for the license. And, again, my client is just very excited to bring this restaurant Speaker 8 (Harbormaster - Conference Room): to Gloucester. They really think it's a great opportunity to bring Indian cuisine to the area. They think it'll be a good use of the license, being able to seat 76 people there. It seems like a great location where the building's in good shape. There's parking there that seems like it'll be good for people to get to and not cause issues with, like, traffic or that type of thing.

17:22

Speaker 8 (Harbormaster - Conference Room): And we think that the community would be in support of it. We were, as you mentioned, we were able to get over 50 people to sign off on a sheet expressing that their interest in it. We told them it was going to be, you know, a full-service Indian restaurant at that location, so… Speaker 8 (Harbormaster - Conference Room): All in all, you know, we're really excited about this project. The liquor license is pretty important for making it economically viable, so we just really hope that you'll consider us for the… and thank you for your time tonight. We're happy to answer any questions. Speaker 4 (Harbormaster - Conference Room): Okay. Anything to add, Merritt? I just want to make sure everyone has the opportunity to speak. Sure.

17:55

Speaker 2 (Harbormaster - Conference Room): How many total parking spaces are there? Because I know Saltwater is there. They tend to be pretty proud. Speaker 1 (Harbormaster - Conference Room): 5. Speaker 7 (Harbormaster - Conference Room): believe. Speaker 2 (Harbormaster - Conference Room): It's probably close. Speaker 7 (Harbormaster - Conference Room): Is it an 80? I think, yeah, it's about 80 spots total for the whole property. Speaker 2 (Harbormaster - Conference Room): bootstrap. Speaker 7 (Harbormaster - Conference Room): Yes, that's right. Speaker 4 (Harbormaster - Conference Room): And it's only the second part of the property, not the that building that you first come in has their own parking that nobody can park at. They right, right.

18:21

Speaker 1 (Harbormaster - Conference Room): on manual parking. Speaker 7 (Harbormaster - Conference Room): That was a condition when Saltwater Grill, put that outdoor seating, that that sign said, no parking other than this building. Speaker 7 (Harbormaster - Conference Room): I know the property. Speaker 2 (Harbormaster - Conference Room): What's that, 3 max? Speaker 2 (Harbormaster - Conference Room): Yeah. Speaker 7 (Harbormaster - Conference Room): Remax is, I want to say there's a bank that runs through with this structure. Speaker 4 (Harbormaster - Conference Room): So… 75 parking spots. Saltwater has a capacity of 80 people. Speaker 1 (Harbormaster - Conference Room): Oops. Speaker 7 (Harbormaster - Conference Room): I want to say the capacity might be 84. 84.

18:53

Speaker 4 (Harbormaster - Conference Room): And this place is… Speaker 1 (Harbormaster - Conference Room): About 75. So, a hundred and… Speaker 4 (Harbormaster - Conference Room): There's 65… Capacity with 75 parking and no side streets. Speaker 4 (Harbormaster - Conference Room): Okay. Speaker 2 (Harbormaster - Conference Room): Can you talk to me about storage of alcohol in this book? I didn't see any space for storage. Speaker 10 (Harbormaster - Conference Room): Those are actually all in the, there is a full basement there down there. Speaker 11 (Harbormaster - Conference Room): I think that there is a storage room actually in the basement vault. So I think there is no plan for charging storage.

19:31

Speaker 2 (Harbormaster - Conference Room): So it would come in the back, delivery coming through the back door? That's correct. Down to the basement. Down to the basement, okay. Speaker 2 (Harbormaster - Conference Room): Okay.

19:51

Speaker 3 (Harbormaster - Conference Room): Okay. 30 for Christmas. Speaker 3 (Harbormaster - Conference Room): No. Speaker 3 (Harbormaster - Conference Room): I'm just… Speaker 2 (Harbormaster - Conference Room): Trying to calculate the distance between. Speaker 6 (Harbormaster - Conference Room): restaurant, but I guess we've got a license right next door, so we'll be in proximity of… I'm just concerned about the abutted notification. Speaker 6 (Harbormaster - Conference Room): You guys said Churchill Street, but the license already at Saltwater Girls, so that wasn't… Speaker 2 (Harbormaster - Conference Room): Yeah, plus there's George's house right there, too. Speaker 2 (Harbormaster - Conference Room): the same kind of distance, I would think.

20:22

Speaker 4 (Harbormaster - Conference Room): So I'm probably going to ask a lot of questions, and I'm trying to get your thoughts of this business on record as well, right? So, it might be a little bit repetitive. Speaker 4 (Harbormaster - Conference Room): So, tell me specifically how you think this. Speaker 4 (Harbormaster - Conference Room): what the benefits will be for this community by having this restaurant here. Speaker 8 (Harbormaster - Conference Room): Well, I think first of all, this location I think is in dire need of something to come in there just since it's been closed for so long. You know, it previously was a restaurant, so you know it's zoned for that use and people are anticipating that being there and.

20:55

Speaker 8 (Harbormaster - Conference Room): You know, it's right there when you come off the road into Gloucester, so people coming in will draw people in, it's got easy access. Speaker 8 (Harbormaster - Conference Room): And, you know, like, last time we talked about Speaker 8 (Harbormaster - Conference Room): when we've been here for previous meetings at the Roger Street, you know, that area has a lot of Speaker 8 (Harbormaster - Conference Room): congestion going on with lots of different, restaurants and traffic and stuff like that. This might be an area that, could use, you know. Speaker 8 (Harbormaster - Conference Room): more options of its own. We have the Saltwater Grill there, but this is going to be a very different concept. You know, this being an Indian restaurant, I don't think it would really detract from, oh, people want to go to Saltwater Grill, because if you want seafood, you want seafood.

21:32

Speaker 8 (Harbormaster - Conference Room): if you want Indian food, you know, you want Indian food, it's not really the same thing. If anything, it just might bring more traffic to the plaza and could, you know, rising tides lift all boats sort of situation. Another thing we've talked about is that I think Speaker 8 (Harbormaster - Conference Room): bringing Indian food to Gloucester would be really great, just because from my understanding that there isn't that option available, so even from outside of the alcohol standpoint, just… I think this would be great, because, I mean, who doesn't love Indian food, you know? Or just more options, whether it's Indian food or another type of food, more options is great for everybody.

22:00

Speaker 8 (Harbormaster - Conference Room): And so, probably she's, gonna be getting support from her husband, Jassy, on this. You know, Jassy has got a very good reputation in Andover, which is, you know, in the same Speaker 8 (Harbormaster - Conference Room): sort of north of Boston community for running a very nice restaurant that also serves alcohol, and has never really gotten in trouble for alcohol sales or serving anything like that, and attracts a lot of customers, and that business does very well. I think Speaker 8 (Harbormaster - Conference Room): it could bring, you know, tax revenue to Gloucester, because I think the sales will be really good at the restaurant. And I know that they want to build long-lasting ties to the community, they want to give back, they want to invest in the community, and they know the community is going to invest in them in return.

22:40

Speaker 8 (Harbormaster - Conference Room): So, all in all, I think this will be a really great situation to help, you know, help them open up this new restaurant, and then also bring Speaker 8 (Harbormaster - Conference Room): like, a vibrant place to go get food and enjoy beverages in Gloucester, and then also, you know, bring some new jobs in that space, where they're gonna have to… it's a full service, so they have step-way staff and stuff like that, and just bringing new traffic into the area. Speaker 8 (Harbormaster - Conference Room): Okay. Speaker 10 (Harbormaster - Conference Room): Yes, yes. Speaker 4 (Harbormaster - Conference Room): About six of my questions answered. Speaker 2 (Harbormaster - Conference Room): How long has the Handover location been open?

23:10

Speaker 11 (Harbormaster - Conference Room): We opened that in 2012. Yeah, before that, we have one of the locations as well. As I said, we have one in Salem, Massachusetts. Speaker 11 (Harbormaster - Conference Room): And, same family. And we have a new report. Speaker 11 (Harbormaster - Conference Room): Other restaurants, and we have in Lexington. We have Salem, New Hampshire. Speaker 11 (Harbormaster - Conference Room): Nope. Speaker 4 (Harbormaster - Conference Room): Lucy. Speaker 4 (Harbormaster - Conference Room): Okay, I had some questions about neighbors and stuff like that, but because of the lack of outreach to the abutters, I'm going to hold any questions I have for Alicia. Speaker 1 (Harbormaster - Conference Room): Energy.

23:48

Speaker 4 (Harbormaster - Conference Room): But I want to talk about public safety and responsible alcohol service. So what training will you and your employees? Speaker 4 (Harbormaster - Conference Room): Meaning you, if you need it, receive regarding responsible alcohol service. Speaker 9 (Harbormaster - Conference Room): So our staff and all the bartenders will be fully trained, and we will not serve the alcohol to the minors, and we will check all the IDs and identification before serving. Speaker 9 (Harbormaster - Conference Room): And we'll fully responsible for everything if anything happens. Speaker 4 (Harbormaster - Conference Room): So are you thinking they'll all be TIP certified? Yes. Is anyone ServSafe certified? Are you ServSafe certified? I'm ServSafe certified. And that's current? Yes.

24:32

Okay. Speaker 4 (Harbormaster - Conference Room): See. Speaker 4 (Harbormaster - Conference Room): Yeah, I need to do it before I come, and then I ask him. Speaker 4 (Harbormaster - Conference Room): How will you prevent service to underage persons and individuals who are visibly intoxicated? So you're in Gloucester. We have a huge Speaker 4 (Harbormaster - Conference Room): I don't want to say we we have an issue with a lot of underage drinking and and people underage trying to get in and get service of alcohol. It's very common here. Speaker 4 (Harbormaster - Conference Room): So how will you address those kind of Speaker 4 (Harbormaster - Conference Room): Issues, and, so many… not… Stopping an intoxicated person from… receiving additional.

25:10

Speaker 9 (Harbormaster - Conference Room): So firstly, I will be present the time of the service we're serving. So you'll be there every night? Speaker 4 (Harbormaster - Conference Room): will be there. Speaker 9 (Harbormaster - Conference Room): And the other thing, the first thing is we will check the IDs for sure. So if someone is refused to prevent the ID, so we're not going to serve to that person. How are you checking IDs? Speaker 4 (Harbormaster - Conference Room): IDs. So we have, like. Speaker 9 (Harbormaster - Conference Room): The IDs, we have the license liquor license ID or the driver license or the passport IDs. Speaker 9 (Harbormaster - Conference Room): And other than that, we have our global ID. If anybody is out of the state, we're going to check that. Okay.

25:45

Speaker 4 (Harbormaster - Conference Room): willing to have as a condition of your license to have a scanner. Speaker 4 (Harbormaster - Conference Room): a licensed scanner. And I say this because it's going to become permanent, actually, as we move forward with renewals, because Speaker 4 (Harbormaster - Conference Room): It is so easy to get an AI license online that says who you are and how old you are, whether it's true or not. And even the scanners aren't picking up a majority of the licenses. Speaker 1 (Harbormaster - Conference Room): Like I said, there's a… Speaker 4 (Harbormaster - Conference Room): very large concern in this community about fake licenses. I mean, they're delivered, they're delivered in 10 years, they come in the mail. I mean, there's…

26:19

Speaker 4 (Harbormaster - Conference Room): very easy access to fake IDs, and… Speaker 4 (Harbormaster - Conference Room): the underage drinkers in Gloucester are accessing those IDs. So we are going to actually going to discuss this and move forward in our rules about having that be a condition for everyone to get a scanner. I think they cost about $1,500, but they have to be updated. We had an issue here in Gloucester not too long ago where the store owner was not including them and was not, you know. Speaker 4 (Harbormaster - Conference Room): all the fake licenses and was serving to a lot of minors. So there would have to be a commitment of purchasing the scanner and updating them, I think it's like every two months, just so that it can catch up with all the AI that's out there.

27:02

Speaker 1 (Harbormaster - Conference Room): Your country, yeah. Speaker 9 (Harbormaster - Conference Room): Yeah, we're gonna do that for the safety, for the community. We are more than happy to do that. Speaker 11 (Harbormaster - Conference Room): The POS system we use, either the Square or the, the Post, actually, I think they are integrated with those scanners, and we can always check into that. Speaker 1 (Harbormaster - Conference Room): Yeah, that's gonna happen. Speaker 4 (Harbormaster - Conference Room): to be something you're gonna have i mean whether it's this license or another license you're gonna have to Speaker 4 (Harbormaster - Conference Room): At least at renewal time, because we renew next month anyway. You'll have to show some sort of technology that's gonna…

27:36

Speaker 4 (Harbormaster - Conference Room): be able to assist in making sure the licenses are real. Knowing that you're not going to catch everybody, but at least the attempt is there. Speaker 1 (Harbormaster - Conference Room): link. Speaker 4 (Harbormaster - Conference Room): you Speaker 4 (Harbormaster - Conference Room): How we respond to fights, disorderly conduct, harassment, and other incidences. Speaker 9 (Harbormaster - Conference Room): So we'll definitely call the 911 if like somebody is out of control. We'll call the cops right away. Okay. Speaker 4 (Harbormaster - Conference Room): Do you… is that a practice you have at other restaurants that you have worked at? Yes. Okay. Who is going to be the first person to respond on site?

28:18

Speaker 4 (Harbormaster - Conference Room): So I will be the first person. Speaker 4 (Harbormaster - Conference Room): Will you have help with any… So, my other. Speaker 9 (Harbormaster - Conference Room): I'm a manager, so he's gonna be with me to help me out. Speaker 1 (Harbormaster - Conference Room): Okay, so yeah. Speaker 4 (Harbormaster - Conference Room): have another manager or some sort of support manager. Speaker 1 (Harbormaster - Conference Room): John, thanks. Speaker 4 (Harbormaster - Conference Room): Okay. What security personnel, surveillance systems, lighting or incident reporting procedures will be in place? Speaker 4 (Harbormaster - Conference Room): For the operation. In other words, are you going to have cameras? Yes.

28:41

Speaker 1 (Harbormaster - Conference Room): Yes. Speaker 9 (Harbormaster - Conference Room): Yes, you went. Speaker 4 (Harbormaster - Conference Room): assistant. Speaker 1 (Harbormaster - Conference Room): We. Speaker 10 (Harbormaster - Conference Room): the. Speaker 11 (Harbormaster - Conference Room): Right? Speaker 2 (Harbormaster - Conference Room): Exactly. Speaker 11 (Harbormaster - Conference Room): Two from the rear and one from the front. Perfect. Speaker 1 (Harbormaster - Conference Room): the. Speaker 4 (Harbormaster - Conference Room): Cameras and lighting? Yes. In that area? Speaker 4 (Harbormaster - Conference Room): Okay, let's do that… Speaker 4 (Harbormaster - Conference Room): Your proposed hours of operation.

29:07

Speaker 8 (Harbormaster - Conference Room): So I think it would be 8 a.m. to… well. Speaker 9 (Harbormaster - Conference Room): From 11 to 19. Speaker 4 (Harbormaster - Conference Room): and 11 a .m. to 9 30 is the service of alcohol. Okay. Speaker 10 (Harbormaster - Conference Room): So what time are you opening the restaurant? Speaker 11 (Harbormaster - Conference Room): But we open at 11 o'clock. Speaker 11 (Harbormaster - Conference Room): Thanks. Speaker 10 (Harbormaster - Conference Room): Monday through Friday. Speaker 1 (Harbormaster - Conference Room): Pastor, what was that? Seven days a week? Seven days. Speaker 8 (Harbormaster - Conference Room): 9.30 closing time. You're never going to need it to be later than that, you know? No, we do actually.

29:38

Speaker 11 (Harbormaster - Conference Room): Especially on the days like weekends, Friday, Saturdays, we have an additional one hour, so it will be 10.30. Speaker 1 (Harbormaster - Conference Room): So now there's… Speaker 4 (Harbormaster - Conference Room): 11am to 1030? Yep. Speaker 8 (Harbormaster - Conference Room): Because if the license is capped at that, then it's not like you can decide to make that change later. So, you know, just if you think that's what you want, that's what you want. But just keep that in mind. I think we should be open with… Speaker 11 (Harbormaster - Conference Room): that, yeah, since there is no other entertainment or anything going on, but is it usually, my question is to you, even though we have proposed the hours in our other locations, like, you know, we are closed at 9.30, and there is some events might go longer than that, but we still have the license over until 12 a.m.

30:15

Speaker 1 (Harbormaster - Conference Room): So, what I would. Speaker 4 (Harbormaster - Conference Room): What I would say is, you would need to request that time. Speaker 4 (Harbormaster - Conference Room): And what… because that's the time it's going to go on the license. So, if you believe that you… last call in Gloucester is 1230 right now. Speaker 4 (Harbormaster - Conference Room): If you believe that there's going to be times when you are going to be serving till 1230, then you would ask for those hours on the license. Speaker 8 (Harbormaster - Conference Room): Otherwise, you can't do it without going back to get… Speaker 11 (Harbormaster - Conference Room): Then we should increase actually up to like midnight. 12:30? 12:30.

30:41

Speaker 4 (Harbormaster - Conference Room): Do you plan on doing any functions in there? Speaker 1 (Harbormaster - Conference Room): So, we will have. Speaker 11 (Harbormaster - Conference Room): Some actually, like a party, so like a, if so anybody wants a birthday party or anything, it might goes longer than, regular normal hours. Okay. Yep. Speaker 11 (Harbormaster - Conference Room): And… Speaker 4 (Harbormaster - Conference Room): So I'm hearing, I was going to ask you about your food. So you're going to have Indian, is it? Speaker 4 (Harbormaster - Conference Room): 100% Indian food? 100%. Speaker 1 (Harbormaster - Conference Room): Yes, you can do it. Speaker 4 (Harbormaster - Conference Room): And that same menu is available from lunchtime through what time? When you stop serving food.

31:13

Speaker 10 (Harbormaster - Conference Room): So. Speaker 11 (Harbormaster - Conference Room): We stop serving food half an hour before the… if it's at 9.30, the time for the closing the restaurant, we stop serving at the 9 o'clock, the kitchen close. Speaker 4 (Harbormaster - Conference Room): So you just told me that you could be open later on weekends. Does that mean you're serving food later on weekends? Speaker 11 (Harbormaster - Conference Room): No, there is no food. Later means, like, you know, if it's a weekend, means Friday and Saturday, if we open until 10th, we just have an additional one hour for those two days, the weekend, so that will be still the cut-down for the kitchen will be 10 o'clock for the food, and the 10.30 to be the restaurant.

31:47

Speaker 8 (Harbormaster - Conference Room): Maybe, like you know, looking to get it at 1230. So if it was going to be open at 1230 one night, what happens to the kitchen on that night? Does the kitchen stay open until midnight? Speaker 11 (Harbormaster - Conference Room): Yeah, yeah, then we'll have the longer hours. Of course, if there is a party requested, it's going to be a party on site, or like a birthday party or something going on, then the kitchen will be stays open late, yes. Speaker 1 (Harbormaster - Conference Room): For every day. Speaker 4 (Harbormaster - Conference Room): Like, it's someone like, if I'm out and it's 11 o'clock and I'm hungry, am I getting food at your establishment? No. No. Okay.

32:12

Speaker 4 (Harbormaster - Conference Room): And. Speaker 4 (Harbormaster - Conference Room): How will you manage your deliveries? Speaker 11 (Harbormaster - Conference Room): So we have actually the deliveries, we have specialty deliveries coming from, you mean the food wise deliveries? Food and alcohol. Food and alcohol. Okay, so food wise, actually, we have vendors. Speaker 11 (Harbormaster - Conference Room): and we are using the vendors. Some specialty Indian groceries we use from New York actually is a vendor we use. And then we also have a vendors like Ipswich Shellfish Company. We use the restaurant depot as well as a vendor. Speaker 11 (Harbormaster - Conference Room): And then we also have vendors like we use Waldorf, which is another Cisco is another vendor. So it depends like where we get better. Of course, we have to check on the prices and stuff. So we just use those vendors for us.

32:59

Speaker 4 (Harbormaster - Conference Room): truck. I'm coming in to make a delivery. Where am I going on that property? So you would. Speaker 11 (Harbormaster - Conference Room): We were using the rear entrance in the back. Speaker 4 (Harbormaster - Conference Room): I'm asking because to be honest with you, I think there's parking issues. It's going to be parking issues there. It's going to be tight. Let's just say that. No, I'm not saying there'll be issues, but it's just going to be tight with parking. So you'll get your deliveries probably at a time when it's not so busy during the day and they'll go to the back part of the restaurant. Speaker 1 (Harbormaster - Conference Room): Yeah, most of.

33:23

Speaker 11 (Harbormaster - Conference Room): of our deliveries actually comes usually in the lunchtime. They are all before actually afternoon like before 12:00. Usually our timing is the guys come to the restaurant like at least 45 minutes prior to the opening of restaurant. If it let's say 11:00 they'll be there around 10:15. Okay. So we are taking the deliveries from 10:15 up to like 12:30 before the lunch hours you know starts really. Yeah. Which is exactly. Speaker 2 (Harbormaster - Conference Room): zero-based. Speaker 4 (Harbormaster - Conference Room): Yeah. Speaker 4 (Harbormaster - Conference Room): Okay. Speaker 4 (Harbormaster - Conference Room): Let's see. Speaker 4 (Harbormaster - Conference Room): You talked about your management.

33:57

Speaker 4 (Harbormaster - Conference Room): And you, you are going to be responsible for the day-to-day management? Yes. Okay. Speaker 4 (Harbormaster - Conference Room): And you have past experience in supervising employees from your other position? Yes. Speaker 4 (Harbormaster - Conference Room): have you secured the necessary finance to open and sustain the business? So, I've heard a little bit about the property. Speaker 4 (Harbormaster - Conference Room): And I saw your financials that you submitted in the packet. So are you buying or do you need to, is part of that financing including getting new tables and chairs or are you using the existing furniture there? Speaker 11 (Harbormaster - Conference Room): We will be using existing tables and chairs and booths, and if it needs to be actually refinished, we will have the refinish, but we will be using most of the out furniture, like tables and booths.

34:50

Speaker 11 (Harbormaster - Conference Room): But for the kitchen-wise, actually, we'll be pretty much replacing all their cook line. We are not touching anything with the hood, because that's already pretty in good shape, but of course, we'll be having a special. Speaker 11 (Harbormaster - Conference Room): The technician come and do the inspection on that. Speaker 11 (Harbormaster - Conference Room): With the cook line is totally gonna be a new cook line equipments, and we'll absolutely as soon as we start this actually, and then we'll have the technician to come and address Speaker 11 (Harbormaster - Conference Room): whatever the equipment, especially with the, those, salad bar coolers or anything, whatever is in good working condition, we'll keep that. If they are not, we'll just replace them with a new one.

35:28

Speaker 3 (Harbormaster - Conference Room): outlaw. Speaker 10 (Harbormaster - Conference Room): paint. Speaker 11 (Harbormaster - Conference Room): So we are replacing the rug. You are, or you're not? We are. We are replacing that, yeah, yep, so it's been there, I don't know how the condition will be, so we are replacing the rug at all. Speaker 11 (Harbormaster - Conference Room): painting and making… We are painting, yes, I will. Painting the entire, dining room, and, we will be actually, building a host station at the front. A what? There is no host station, actually. So there is no host station. The way it actually goes, people just go right in and, waiting for somebody to come. Speaker 11 (Harbormaster - Conference Room): To them, and so we will be having…

36:00

Speaker 11 (Harbormaster - Conference Room): If you… I don't know if you have it right here, but as soon as you enter from here, you will be having the… right on the corner, there will be a post station right on the front to somebody to be welcoming you. Speaker 3 (Harbormaster - Conference Room): Okay. Yes. Speaker 4 (Harbormaster - Conference Room): And what about any other decor? Is there any special lighting that's going in there or are you using exit? Speaker 1 (Harbormaster - Conference Room): extend. Speaker 11 (Harbormaster - Conference Room): No, actually, we will be replacing those lighting with some nice pendant lighting on each table. Speaker 4 (Harbormaster - Conference Room): And what about any walls, temporary walls, or any… are you changing the… I haven't been in there in 25 years, so I…

36:31

Speaker 1 (Harbormaster - Conference Room): I don't know what it looks like now. Speaker 11 (Harbormaster - Conference Room): We are not replacing, changing any, or removing any walls. The only part we are removing, actually, right where we… I don't know if you can… if you have it right. So, right where we put the protein seed right now, they, I think. Speaker 11 (Harbormaster - Conference Room): They might use this as a sushi bar there. Yeah. So there is a little sushi bar counter, and that will be the only part will be removed out, and we're putting the booth seating right here. Speaker 4 (Harbormaster - Conference Room): Is there any bar area in there? Speaker 11 (Harbormaster - Conference Room): There is a bar area, that's where the bar area right on the side. Where it is now? Where it is right now.

37:02

Speaker 4 (Harbormaster - Conference Room): And so it seats five people. Speaker 12 (Harbormaster - Conference Room): It's actually SeedMove. Speaker 11 (Harbormaster - Conference Room): More than 5 people, it's still 7 to 8 people, and then we'll have some high-top tables right where the front glass window is. Speaker 12 (Harbormaster - Conference Room): Was that discussed? Speaker 4 (Harbormaster - Conference Room): When you were there, to make sure they had the right room. Speaker 1 (Harbormaster - Conference Room): Hmm? Okay. Speaker 4 (Harbormaster - Conference Room): Grease trap issues? No. Speaker 1 (Harbormaster - Conference Room): actually. Speaker 7 (Harbormaster - Conference Room): This place has.

37:27

Speaker 10 (Harbormaster - Conference Room): is. Speaker 7 (Harbormaster - Conference Room): Brand new, not one, but five. Speaker 10 (Harbormaster - Conference Room): I've never seen any. Speaker 11 (Harbormaster - Conference Room): I I. Speaker 10 (Harbormaster - Conference Room): I. Speaker 7 (Harbormaster - Conference Room): lyle: I shouldn't start walking through places, seeing that many… every… Speaker 7 (Harbormaster - Conference Room): Spot that you could pipe to a different group chat, add its own independent group test file. Speaker 1 (Harbormaster - Conference Room): Exhaust system, Doug? Yep. Speaker 4 (Harbormaster - Conference Room): Nope. Speaker 7 (Harbormaster - Conference Room): It's actually rated for what he's gonna do, what it's rated for. It's rated actually for a high more.

37:53

Speaker 7 (Harbormaster - Conference Room): the walk stove up and under. It's a high volume. Speaker 7 (Harbormaster - Conference Room): Put that, so it'll handle whatever he's gonna put under it. Speaker 1 (Harbormaster - Conference Room): Okay. Speaker 4 (Harbormaster - Conference Room): That place has been empty for five, six years, I would say longer, but I'll go by your date. Any rodents, mice, just because you know the water. Speaker 10 (Harbormaster - Conference Room): So, Speaker 7 (Harbormaster - Conference Room): The health department and myself walked through that thing thoroughly from the top to the basement and did not see anything. Okay. Speaker 4 (Harbormaster - Conference Room): Good to know.

38:32

Speaker 4 (Harbormaster - Conference Room): Are you going to have, like, a written business plan, or some sort of written procedures to follow, if different incidents happen? Is it going to be available to your employees? Are you going to offer any Speaker 4 (Harbormaster - Conference Room): Type of business plan that shows, Speaker 1 (Harbormaster - Conference Room): Well, I know, like, one thing… Speaker 4 (Harbormaster - Conference Room): alcohol service, emergency, and closing procedures that you, you know, have a document like that available for your employees? I'm not saying you have to, I'm just asking if you are. Speaker 8 (Harbormaster - Conference Room): Well, I think one thing is when you get into, like, the, you know, actually getting the health, the food permit from the health department, I know they're gonna make us have, like.

39:08

Speaker 8 (Harbormaster - Conference Room): clean up plans and stuff like that for vomit and stuff like that. So it's definitely something like, I know you're probably familiar with it. So that's something you can take from maybe your other restaurants you have. And that's something you should develop. Speaker 11 (Harbormaster - Conference Room): Actually, we have posted actually planned those augment plans and if anything something happened throughout or those plans are already on place. Speaker 8 (Harbormaster - Conference Room): Maybe you could put something together similar for alcohol sales or something. Yeah, we can. Speaker 10 (Harbormaster - Conference Room): Yeah, of course. Speaker 1 (Harbormaster - Conference Room): It just helps with employees.

39:35

Speaker 3 (Harbormaster - Conference Room): So. Speaker 4 (Harbormaster - Conference Room): Just to be clear, how many other businesses do you both have financial interest in? Speaker 10 (Harbormaster - Conference Room): So. Speaker 11 (Harbormaster - Conference Room): One actually in Andover. There is a two in Andover actually. Yes, that's correct. We have a little small cafe also in Andover, which has been open about now two, about three years now. Okay. Speaker 8 (Harbormaster - Conference Room): But so just Pravda doesn't have a financial interest in the Andover. Speaker 11 (Harbormaster - Conference Room): Not her, but I do. And I just, we are opening actually tomorrow. I have interest in, we are opening in Amesbury. It's about 125 seat big restaurant with about 25 seats on the bar.

40:16

Speaker 11 (Harbormaster - Conference Room): And that would be opening tomorrow. Speaker 4 (Harbormaster - Conference Room): But it's your interest, not hers. Not hers, yeah. Speaker 10 (Harbormaster - Conference Room): the. Speaker 8 (Harbormaster - Conference Room): The first, this is the first actually. Speaker 10 (Harbormaster - Conference Room): Yeah. Speaker 1 (Harbormaster - Conference Room): Are you a partner? Speaker 4 (Harbormaster - Conference Room): That's not here. Speaker 4 (Harbormaster - Conference Room): That owns 50% of the business. Speaker 1 (Harbormaster - Conference Room): the. Speaker 9 (Harbormaster - Conference Room): No, not in the state. Not in the state. Speaker 4 (Harbormaster - Conference Room): Not.

40:34

Speaker 1 (Harbormaster - Conference Room): Massachusetts. Speaker 4 (Harbormaster - Conference Room): He has them outside of Massachusetts? Speaker 9 (Harbormaster - Conference Room): he was had the two restaurants in because he's a European citizen. So he has the two restaurants in the Spain. Okay. Speaker 4 (Harbormaster - Conference Room): Okay, so he has two restaurants in Spain, nothing else in the United States, not Massachusetts? Okay. Speaker 8 (Harbormaster - Conference Room): He's, you know, moving to Massachusetts. So he's moving, yeah. So this is him trying to get started in Massachusetts with, like, you know, his profession in the past has been owning restaurants and where he lived before, so moving to Mass and looking to get involved in that here as well.

41:04

Speaker 10 (Harbormaster - Conference Room): So, do you. Speaker 4 (Harbormaster - Conference Room): know, I'm asking you to speak on behalf of him, I'm assuming he's your client, maybe, as well. Have either you received citations or been subject to enforcement proceedings involving health call service, public safety, or business operations, either here or in one of the other businesses owned by the other gentleman? Speaker 4 (Harbormaster - Conference Room): No, he has not. No? No. Okay. Speaker 11 (Harbormaster - Conference Room): And those businesses have been sold, actually, the one he used to own those two restaurants. Okay. Oh, they sold? They are sold now. So that's why he's permanently moving to here, actually, and be fully involved in this place. Okay.

41:37

Speaker 4 (Harbormaster - Conference Room): And you are applying and willing to Speaker 4 (Harbormaster - Conference Room): Obtain all local permits, and not open until you have approval from the Board of Health. Speaker 4 (Harbormaster - Conference Room): Field Inspector. Speaker 4 (Harbormaster - Conference Room): When you were here before, and you applied for the other location. Speaker 4 (Harbormaster - Conference Room): that I'm sorry that didn't work out, but… Speaker 4 (Harbormaster - Conference Room): for good reasons, it didn't. You had a gentleman here that was going to help you remodel and all that. Are you… so, is that still the plan here? Do you need to do… I'm trying to find out the extent of the business of work that needs to be done before you can open, and what that timeline is. Like, in other words, I understand that

42:20

Speaker 4 (Harbormaster - Conference Room): It's going to need some upgrades and things like that. When do you see a start to finish and do you have people in place to help you get that work done? Speaker 10 (Harbormaster - Conference Room): Yes. Speaker 11 (Harbormaster - Conference Room): He will be actually the contractor, general contractor there. And what timeline he came in, he said it's pretty quick and he can be in 45 to 60 days, the max. Speaker 4 (Harbormaster - Conference Room): So briefly, tell me what you're doing in that 45 to 60 days. Speaker 11 (Harbormaster - Conference Room): We are replacing, actually, as I said, the cooking equipments, and those we already have the vendors where we actually buy from, and they are easy to deliver, or ships, they are available. And that's pretty much in the kitchen, and we are replacing the kitchen fixture lights, nothing… we are not touching anything with the ceiling or anything structure-wise, but we are replacing the fixtures because we want to… right now, they have

43:06

Speaker 11 (Harbormaster - Conference Room): I don't think we can able to use them between something more brighter. Speaker 11 (Harbormaster - Conference Room): And then, the carpet is, another, thing, and we are not touching the bathrooms. Bathrooms are really good to go, and they're handicapped, and… but he will be repainting those, the whole entire dining room with the, with the, with the bathrooms. Okay. Okay, and, then, that's pretty much it, and we are building some. Speaker 12 (Harbormaster - Conference Room): nicely. Speaker 11 (Harbormaster - Conference Room): shelves on the back side of the bar actually with some lighting. Speaker 11 (Harbormaster - Conference Room): And beside that, especially the front, actually, that's… the facade needs to be addressed. That's…

43:41

Speaker 11 (Harbormaster - Conference Room): yeah, we are making something nice. Look sad on the front with the reference sign with the lighting. Speaker 1 (Harbormaster - Conference Room): So nothing structural, nothing. Speaker 10 (Harbormaster - Conference Room): And you have a new room. Speaker 11 (Harbormaster - Conference Room): There is a new brand new roof right now. They just actually replaced it. Speaker 4 (Harbormaster - Conference Room): Let me ask you this. I think I saw it in your lease, but I just want to hear it from you and get that on record. So the outside of the building, are you… Speaker 4 (Harbormaster - Conference Room): painting outside or doing anything to make that building look more welcoming to fit your style.

44:12

Speaker 1 (Harbormaster - Conference Room): What? Yes. Speaker 11 (Harbormaster - Conference Room): So, especially at the front. Speaker 12 (Harbormaster - Conference Room): So. Speaker 10 (Harbormaster - Conference Room): Yeah. Speaker 1 (Harbormaster - Conference Room): He's fine with that. Speaker 11 (Harbormaster - Conference Room): Okay. He's fine with that, because that Chinese look, the dragon, look, that's gonna be… yeah, he's letting us do that, and he's, he's… he will be willing to work, and I already been talking to him, actually, having a really nice sign, actually, right where you can, coming from the highway, and that can be a little better lighting, or… Speaker 11 (Harbormaster - Conference Room): Replacing that sign, and he's willing to work with that.

44:40

Speaker 12 (Harbormaster - Conference Room): Yes. Speaker 1 (Harbormaster - Conference Room): lease agreement. Speaker 4 (Harbormaster - Conference Room): Correct? That's correct. Speaker 1 (Harbormaster - Conference Room): I only ask because it's. Speaker 4 (Harbormaster - Conference Room): Could be a problem. I just want to make sure it's not a problem. Nope. Speaker 10 (Harbormaster - Conference Room): I'm gonna throw this. Speaker 10 (Harbormaster - Conference Room): Yeah. Speaker 4 (Harbormaster - Conference Room): I've never had. Speaker 1 (Harbormaster - Conference Room): you. Speaker 4 (Harbormaster - Conference Room): Have you had the opportunity? Speaker 1 (Harbormaster - Conference Room): Have you had the opportunity to meet?

44:55

Speaker 4 (Harbormaster - Conference Room): Jack Fallon, the owner of the restaurant next door, have you had any conversations with him? Speaker 1 (Harbormaster - Conference Room): Actually. Speaker 11 (Harbormaster - Conference Room): Not with… personally with him. The day, actually, we were there with the walkthrough, and the landlord said he actually mentioned to him, and he's very happy and excited about it, coming to the new place, and I think it will bring more people to the plaza, absolutely. And then, with the next visit, actually, he said, I'm gonna have him introduce it. That's actually already on the plan. Speaker 11 (Harbormaster - Conference Room): Okay. Yep. Jack is a great. Speaker 4 (Harbormaster - Conference Room): guy.

45:24

Speaker 1 (Harbormaster - Conference Room): Looking forward to it. And a good guy to work with. Speaker 4 (Harbormaster - Conference Room): So you may do… functions, correct? Are you planning on doing any type of outdoor dining? Speaker 10 (Harbormaster - Conference Room): So, Speaker 4 (Harbormaster - Conference Room): have. Speaker 1 (Harbormaster - Conference Room): Takeaway parking spot. Speaker 12 (Harbormaster - Conference Room): not. Speaker 11 (Harbormaster - Conference Room): The moment right now actually, Speaker 11 (Harbormaster - Conference Room): for the outside, but I know the saltwater field, they have outdoor seating. Yeah. Speaker 11 (Harbormaster - Conference Room): And, so it might, in the future, we might think about it. Yes, it will be an option, yes.

45:58

Speaker 11 (Harbormaster - Conference Room): But, okay, I think they have a lot of parking on the back. Is that something also related to the… I don't know if you're familiar with those parking on the back? Speaker 7 (Harbormaster - Conference Room): So there is you could definitely add more parking to the back. It's not straight to the back. Speaker 11 (Harbormaster - Conference Room): Strike, but there is a huge, actually, parking lot on the back. I think if you strike, you will get easily good amount of… a decent amount of parking spots in the back there. Speaker 4 (Harbormaster - Conference Room): so, knowing there's a couple residential houses between, I'm almost done. Speaker 4 (Harbormaster - Conference Room): How will you record and respond to complaint from residents, neighbors, businesses, or public safety officials if there are any incidents there?

46:39

Speaker 4 (Harbormaster - Conference Room): There is a street right behind you, so I guess I should ask, are you doing any type of entertainment inside? No, we are not. So, no streaming music, nothing? No. Okay, even if you stream music, you would need to get an entertainment license, just no bad luck. Speaker 1 (Harbormaster - Conference Room): I don't know that. Speaker 4 (Harbormaster - Conference Room): So, nothing loud. Speaker 4 (Harbormaster - Conference Room): I don't think there's any windows in the building, right? Speaker 1 (Harbormaster - Conference Room): So there's no way for us to be open. Speaker 4 (Harbormaster - Conference Room): Sometimes people like to loiter, especially if it's later at night, you'll be on site or somebody will be on site to make sure that.

47:09

Speaker 4 (Harbormaster - Conference Room): People are getting off-site quickly, not making a lot of noise at the later hours when you're… if you're open later on the weekends, and you're willing to cooperate with police and fire and… Speaker 4 (Harbormaster - Conference Room): all the safety concerns, safety officials. Speaker 4 (Harbormaster - Conference Room): And you just have to commit to a peer before this board if there is any complaints. We take complaints from anybody. Speaker 4 (Harbormaster - Conference Room): And I think that's it. You've been very informative. Speaker 4 (Harbormaster - Conference Room): Put the one on mic, but, did that generate any questions from either one of you?

47:46

Speaker 10 (Harbormaster - Conference Room): Madam Chair. Speaker 6 (Harbormaster - Conference Room): I still stand a bit uncomfortable with the parking. Speaker 6 (Harbormaster - Conference Room): No, with the lack of, so, I mean, we have a process, and the ABC has a process. We have rules. Have you read our rules when you applied for the license, or have you read the application? Yes, sir. Speaker 8 (Harbormaster - Conference Room): checklist. Speaker 6 (Harbormaster - Conference Room): Yes, sir. I'm just having reservations of us not having an abutters list and an affidavit of the abutters being notified. The proximity of the ward counselor back many, many years ago. Speaker 6 (Harbormaster - Conference Room): I represented Ward 3, which encompasses the area. We have the restaurant back parking lot that you referenced, and Gloucester Avenue are going to share a fence line on that property.

48:25

Speaker 6 (Harbormaster - Conference Room): We also have a church which is a protected entity less than 500 feet away. They have an obligation to be notified. First Baptist Church of Gloucester on Gloucester Avenue. Speaker 6 (Harbormaster - Conference Room): I believe it's number 38, and I'm just having reservations, plus even having this public hearing without the 3-day rule being observed and these notifications being made. Speaker 4 (Harbormaster - Conference Room): So my response to that would be that we are not going to close the public hearing on this particular matter tonight. Speaker 1 (Harbormaster - Conference Room): shouldn't. Speaker 6 (Harbormaster - Conference Room): But that's my only reservation.

48:56

Speaker 4 (Harbormaster - Conference Room): But what I heard from the attorney is even if they're not selected, they are going to move forward with a seasonal or a year-round beer and wine, which can be modified to all alcohol. Speaker 4 (Harbormaster - Conference Room): So I'm trying to get all the information on record now, in case that happens, but if we are gonna proceed with this applicant. Speaker 4 (Harbormaster - Conference Room): there's other work that would need to be done. We have to give the abutters an opportunity to respond. Speaker 4 (Harbormaster - Conference Room): To this, so it wouldn't be a closed… Speaker 4 (Harbormaster - Conference Room): It would be a closed hearing. And that's why I asked if he was willing, if we decide as a group to still meet on Monday and move forward with a decision.

49:39

Speaker 7 (Harbormaster - Conference Room): My friend was. Speaker 6 (Harbormaster - Conference Room): strictly based on following rules. So if there's a law, Mass General Law 138, Section 12, that says there's a set of rules to follow, if there's an application that lists on the application a checklist which says there's an affidavit to follow, and we have rules and procedures that says that you have to have an affidavit and we have to follow it. Which is why… None of those have been read. Speaker 4 (Harbormaster - Conference Room): Which is why this is not closed. It's open, the public hearing is open, in case anybody's on Zoom, because I have people on Zoom tonight that may want to speak.

50:07

Speaker 4 (Harbormaster - Conference Room): But we cannot close the public hearing because the advisors haven't been notified, which, by law, they have to be notified before we can make a decision to give them a license, so we'll have to discuss that as well. Okay. But we did advertise a public hearing, so I'm not going to say we're not having a public hearing, and please feel free to give me a pushback. You know me, I'll argue. Speaker 4 (Harbormaster - Conference Room): online. But because it was advertised, and they could potentially be supporters online, it would give them an opportunity to speak, but there will also be another opportunity to speak at a public hearing that we'll have to Speaker 4 (Harbormaster - Conference Room): post and you'll have to pay for that advertising to continue if with this applicant.

50:49

Speaker 4 (Harbormaster - Conference Room): And the attorney said he was willing to waive whatever. Speaker 4 (Harbormaster - Conference Room): If we decide to still move forward on Monday. Speaker 4 (Harbormaster - Conference Room): They're still going to move forward in a different direction, so capturing the information for that purpose as well. Speaker 3 (Harbormaster - Conference Room): That would be helpful. Speaker 1 (Harbormaster - Conference Room): That would be another problem. Speaker 7 (Harbormaster - Conference Room): hearing. Speaker 1 (Harbormaster - Conference Room): I have to do, of course. Speaker 6 (Harbormaster - Conference Room): Yes. Speaker 3 (Harbormaster - Conference Room): Yeah. For you.

51:08

Speaker 4 (Harbormaster - Conference Room): I wouldn't want to proceed without a better response or ability to… I mean, they may have read it in the paper, but there's a reason why you notify about it, so that they have direct knowledge of this hearing without reading it in the newspaper, and would not want to take away their right to support or oppose any decisions that this board makes. Speaker 1 (Harbormaster - Conference Room): Okay. Speaker 8 (Harbormaster - Conference Room): No, I'd just really like to apologize again for that, and just sort of emphasize again, that came from the lawyer side of things, and I fully understand that, you know, that can color your opinions on myself and my office, but I just would please ask that you try not to.

51:41

Speaker 8 (Harbormaster - Conference Room): you know, put any of that against my client, because they've really been working hard for this restaurant, and it was really a failing from our side, and not really something they had control over, and they are very, very excited about this restaurant, and have been really putting a lot of effort into it. And again, I apologize, and you know, I understand how they may make you think about me in my office, but just please understand my clients are very serious about this application. No reflection. Speaker 6 (Harbormaster - Conference Room): on your office, just more the procedure. I don't know if, in fact, my gut would tell me that the Speaker 6 (Harbormaster - Conference Room): I'm not an attorney. We've got two in the room, but I would contend that what I'm reading would lead me to believe that we didn't have the right to open the public hearing without having the affidavit here before us, but that's just from a non-attorney perspective.

52:22

Speaker 4 (Harbormaster - Conference Room): So my response to that would be that I believe that we can move forward to hear the public hearing, but it's still considered an incomplete application. So technically, you can't vote. Speaker 1 (Harbormaster - Conference Room): on… Speaker 6 (Harbormaster - Conference Room): Maybe we should ask the city solicitor for an opinion as to whether or not a public hearing can be done if we don't have an affidavit for the box. Speaker 2 (Harbormaster - Conference Room): We can. Speaker 4 (Harbormaster - Conference Room): 720. Speaker 1 (Harbormaster - Conference Room): Barrington-Agso. Speaker 4 (Harbormaster - Conference Room): Okay. Speaker 1 (Harbormaster - Conference Room): It's advertising when I open it up.

52:45

Speaker 4 (Harbormaster - Conference Room): Do you both want to vote me down? Nope. But I'm not closing it, and we've done that many times in the past. Speaker 4 (Harbormaster - Conference Room): Okay. Speaker 4 (Harbormaster - Conference Room): But happy to get a opinion on whatever we need to proceed to make a decision, and we can talk about that after we've heard from both applicants. Sure. Before we, adjourn tonight and decide next steps. Speaker 1 (Harbormaster - Conference Room): Okay. Speaker 1 (Harbormaster - Conference Room): Because those next steps aren't as clear as they were going to be. Speaker 6 (Harbormaster - Conference Room): Good. Speaker 4 (Harbormaster - Conference Room): Is there anything else?

53:18

Okay. Speaker 4 (Harbormaster - Conference Room): So, just to acknowledge, too, the application is incomplete by your own admission. Yes. But we did advertise a public hearing. Speaker 4 (Harbormaster - Conference Room): And, without knowing the exact… Speaker 4 (Harbormaster - Conference Room): What the exact opinion would be on that. Speaker 4 (Harbormaster - Conference Room): I feel comfortable at the board's will to still open the public hearing, hear from anybody if we have anyone online. We do have 12 people online. I don't know if anyone is here to speak for this applicant or the other one. But just to see if there's any. Speaker 4 (Harbormaster - Conference Room): testimony to capture tonight.

53:58

Speaker 4 (Harbormaster - Conference Room): and then we'll decide what to do next afterwards, and not close the public hearing. Speaker 10 (Harbormaster - Conference Room): Yes. Speaker 10 (Harbormaster - Conference Room): Okay. I'm good. Speaker 4 (Harbormaster - Conference Room): Alright. So, I am going to open the public hearing. Speaker 4 (Harbormaster - Conference Room): That was advertised in the Costa Daily Times on October… October. Speaker 4 (Harbormaster - Conference Room): Second. Second or third? Speaker 4 (Harbormaster - Conference Room): Whatever the Friday it was. So, is there any… there's no one here in the room, to my knowledge, but is there anyone online on Zoom that would like to speak to the public hearing for the applicant

And we love it, and we are sad when it closes in December, January. So, my husband and I. Fully, fully support and hope that you will, favorably act on their, application. Thank you. Speaker 4 (Harbormaster - Conference Room): Thank you so much, Lauren. I appreciate it. Speaker 4 (Harbormaster - Conference Room): Next would be Deborah Reed Miles.

Any vibrant businesses, well-run, establishments, and they're… they're a great operation, so we're in favor of it. Speaker 4 (Harbormaster - Conference Room): Thank you very much for taking the time, Janae. Thank you. Speaker 4 (Harbormaster - Conference Room): We have one more with their hand up right now, Kath's iPad.

Speaker 4 (Harbormaster - Conference Room): Unless, I guess I would have to give you the opportunity to keep it open as well. Speaker 13 (Harbormaster - Conference Room): Before we… Speaker 4 (Harbormaster - Conference Room): stop this hearing tonight, but we'll probably agree to continue it. We'll discuss that after. Is there anyone else that would like to speak tonight? Speaker 4 (Harbormaster - Conference Room): Please raise your hand or press down 9. I'm just going to give it a minute, because I know there's a delay when I talk. Speaker 4 (Harbormaster - Conference Room): Versus when people raise their hand.

Speaker 17 (Harbormaster - Conference Room): Doctor. Speaker 17 (Harbormaster - Conference Room): If we want to. Speaker 17 (Harbormaster - Conference Room): Both at 6 30, both at 6. Sorry. Speaker 17 (Harbormaster - Conference Room): Okay, good. Speaker 16 (Harbormaster - Conference Room): That way I can send a letter out. Speaker 13 (Harbormaster - Conference Room): Yep. Speaker 4 (Harbormaster - Conference Room): When are you sending the letters out? Speaker 4 (Harbormaster - Conference Room): I know you send, like, 5 reminders, so when are you… Speaker 16 (Harbormaster - Conference Room): Usually we'll try to send, I would like to send the letter. Yeah, the first one. The packet. With the packet.

1:41:37

Speaker 16 (Harbormaster - Conference Room): like, next week. Speaker 16 (Harbormaster - Conference Room): And then I usually then send them an email reminder in November. Speaker 16 (Harbormaster - Conference Room): And then I'll also reach out to the establishments, like, mid-November. Speaker 16 (Harbormaster - Conference Room): I'll start to reach out and be like, hi. And then I also sent an email reminder out. I think I sent two letters last year, though. I think so, too. Speaker 4 (Harbormaster - Conference Room): Can you just put on the letters the days that we're meeting as the board are the 7th and the 8th, and there will be no additional meetings in December? Speaker 4 (Harbormaster - Conference Room): give them notice right up front, so they have to have publications in.

1:42:14

Speaker 4 (Harbormaster - Conference Room): According to the law, by signed by November 30th. Speaker 4 (Harbormaster - Conference Room): And add that the 7th and 8th will be the renewal dates, and that they have to appear on Zoom. Speaker 4 (Harbormaster - Conference Room): foreign person. Speaker 4 (Harbormaster - Conference Room): On the 8th. Speaker 4 (Harbormaster - Conference Room): If they want to come in person as opposed to Zoom, you can ask them that. If they don't want to do Zoom, I don't know who might or might not. Okay. Anyone who doesn't want to do Zoom, put them on the 8. Speaker 17 (Harbormaster - Conference Room): Okay. And 7th is gonna be Zoom 1. Speaker 4 (Harbormaster - Conference Room): Okay.

1:42:43

Speaker 1 (Harbormaster - Conference Room): the. Speaker 17 (Harbormaster - Conference Room): downgrades. Speaker 1 (Harbormaster - Conference Room): Yeah, yeah, that's easy enough. Speaker 2 (Harbormaster - Conference Room): Yeah, they don't have to be in person, even on the 8th, due on Zoom, correct? Speaker 17 (Harbormaster - Conference Room): Let me see. Speaker 4 (Harbormaster - Conference Room): We're doing entertainment licenses. Speaker 1 (Harbormaster - Conference Room): folks. Speaker 10 (Harbormaster - Conference Room): break. Speaker 2 (Harbormaster - Conference Room): Common Verb, Common Verb, Entertainment. Yeah. Speaker 7 (Harbormaster - Conference Room): And we… we started today was the first day for my staff out doing the… their annual safety inspections. They started today.

1:43:08

Speaker 7 (Harbormaster - Conference Room): So, we'll have them all done, we'll have… odds are all done by the end of October. Speaker 7 (Harbormaster - Conference Room): So they'll be ready to go, there'll be no excuse. Speaker 4 (Harbormaster - Conference Room): We are meeting November 10th. Are you both here? Speaker 17 (Harbormaster - Conference Room): I'm proposing. Speaker 4 (Harbormaster - Conference Room): proposing an agenda item that we add, scanners as a requirement under our rules and procedures and the renewal process, which would mean an update Speaker 4 (Harbormaster - Conference Room): to the… Speaker 17 (Harbormaster - Conference Room): System, if you can. Speaker 12 (Harbormaster - Conference Room): Yep, not a problem.

1:43:37

Speaker 4 (Harbormaster - Conference Room): But we would also need to vote it. Speaker 7 (Harbormaster - Conference Room): We should have done it tonight. It'll be actually perfect, because I can… we're revamping things anyway, it can be added as an automatic attachment to their license renewal. Speaker 7 (Harbormaster - Conference Room): Or I can make it a requirement for their ASI. Either way, we will make sure, if you want the scanners, that we have a report that says they are maintaining their update on their scanners, and they have to physically send me a report stating whether it's Speaker 7 (Harbormaster - Conference Room): through the license itself, through the portal, or through their ASI.

1:44:13

Speaker 7 (Harbormaster - Conference Room): So we're covered either way. Speaker 3 (Harbormaster - Conference Room): think. Speaker 4 (Harbormaster - Conference Room): I'll discuss it on the 10th, but I would think that the expectation would be, because I know there's work to be done to the system, if we do proceed this way, that there would be a box to check off that they commit to purchasing it for the condition of their license by… Speaker 4 (Harbormaster - Conference Room): and have it in place by December 31st. In other words, they don't have to, because it's new, and we haven't discussed it yet, and don't know enough about it, that they're… it's for the 2027 license year. So, a box that they check off, that they have it, and then they would have to send a proof.

1:44:52

Speaker 17 (Harbormaster - Conference Room): on-premise. Speaker 2 (Harbormaster - Conference Room): conference. Speaker 2 (Harbormaster - Conference Room): Huh? On-premise office. Speaker 17 (Harbormaster - Conference Room): off-premise. Speaker 13 (Harbormaster - Conference Room): Yeah. Yeah. Yeah. Speaker 17 (Harbormaster - Conference Room): I. Speaker 1 (Harbormaster - Conference Room): We'll discuss that. Speaker 4 (Harbormaster - Conference Room): Right? We're not making decisions tonight. We have to talk about it. Speaker 4 (Harbormaster - Conference Room): But yeah. Speaker 7 (Harbormaster - Conference Room): I can have that added. That'll literally take 30 seconds. Okay. All right. Speaker 17 (Harbormaster - Conference Room): just.

1:45:09

Speaker 4 (Harbormaster - Conference Room): We know that. Speaker 1 (Harbormaster - Conference Room): Every time. Speaker 4 (Harbormaster - Conference Room): We'll discuss more details on the 10th, but just come prepared to figure out how we… if that's something we want to do, amend our rules to say it, amend our processes to… Speaker 4 (Harbormaster - Conference Room): Have the ability to save it, don't it? Speaker 4 (Harbormaster - Conference Room): And then, Speaker 4 (Harbormaster - Conference Room): Tasha has… Natasha has a lot… Natasha, will have a lot of work to do, just make sure applicants come through fully. Yep. Speaker 17 (Harbormaster - Conference Room): complete. Speaker 16 (Harbormaster - Conference Room): We're having issues last year. Yeah.

1:45:44

Speaker 1 (Harbormaster - Conference Room): Yeah, they are. Are you ready for it? Speaker 4 (Harbormaster - Conference Room): If you need help. Speaker 16 (Harbormaster - Conference Room): No, I'm like a well -oiled machine at this point. Speaker 17 (Harbormaster - Conference Room): the. Speaker 7 (Harbormaster - Conference Room): She's a seasoned veteran at this point now. Yeah. Speaker 12 (Harbormaster - Conference Room): another. Speaker 1 (Harbormaster - Conference Room): Okay, so you put a note to put that on. Speaker 4 (Harbormaster - Conference Room): on the agenda for November. Speaker 16 (Harbormaster - Conference Room): Yes, yes. Speaker 17 (Harbormaster - Conference Room): Okay. Speaker 2 (Harbormaster - Conference Room): You don't want to schedule a motion for the agenda. Not the meeting minute, but the meeting feedback.

1:46:07

Speaker 17 (Harbormaster - Conference Room): Do we have the minutes? Yeah, they're in folder. Speaker 4 (Harbormaster - Conference Room): I'll move to approve the minutes of July 14th, August 5th, August 11th, September 8th, and September 28th, 2025. Speaker 17 (Harbormaster - Conference Room): Second. All in favor? Speaker 10 (Harbormaster - Conference Room): Okay, bye. Speaker 4 (Harbormaster - Conference Room): Aye. Opposed? The vote carries. Okay, is there anything else tonight before we adjourn? Speaker 2 (Harbormaster - Conference Room): Okay. On Monday, we'll need to close the… That's the public hearing. Speaker 17 (Harbormaster - Conference Room): For both of them. Speaker 4 (Harbormaster - Conference Room): So I'm gonna reach out to Suzanne Egan and get some advice that way and we'll discuss.

1:46:48

Speaker 17 (Harbormaster - Conference Room): later on today. Speaker 17 (Harbormaster - Conference Room): Awesome. Speaker 3 (Harbormaster - Conference Room): Okay. Speaker 3 (Harbormaster - Conference Room): Motion to adjourn. Second. All in favor? Aye. Aye. Nine. Yes, and then just…
