Yep. Speaker 1 (RBSC - Upstairs Conference): It's hard. Airbnbs. Speaker 1 (RBSC - Upstairs Conference): Hi everybody. The Open Space and Recreation Committee. Speaker 1 (RBSC - Upstairs Conference): Call the meeting to order. We have a quorum. Speaker 1 (RBSC - Upstairs Conference): No members on Zoom, so… We don't have to have roll call votes. Speaker 1 (RBSC - Upstairs Conference): And we no longer have alternate members, so… There's no distinguishing between the… Sorry, one second. No speak now? No. No.

0:46

I'm not… Speaker 1 (RBSC - Upstairs Conference): Here we go. Speaker 1 (RBSC - Upstairs Conference): plugins. Good. Yeah, I think we should be good. Speaker 1 (RBSC - Upstairs Conference): buttling through you, but… Speaker 1 (RBSC - Upstairs Conference): Okay, we'll have a roll call to get going. I'm Dan Morrison, the chair. Chris Leahy here. Dave Sargent here. Richard Quaidman here. Bill Schwartz here. Dave Morrow here. Speaker 1 (RBSC - Upstairs Conference): Okay, we just we're just talking about membership, Adrian. Speaker 1 (RBSC - Upstairs Conference): Sweet, okay.

1:31

Speaker 1 (RBSC - Upstairs Conference): very large contributions to the committee. Got a note from her today, she has had to resign. Speaker 1 (RBSC - Upstairs Conference): She has accepted a large post in education management at the Salem School District, and And, Ken. Speaker 1 (RBSC - Upstairs Conference): working committee anymore. I regret that, or I'm disappointed, because I think Adrian brought a lot of energy to the committee, but also she's. Speaker 1 (RBSC - Upstairs Conference): We're a bunch of old men. And she is active in softball and other sports, and her kids are active in softball and other sports. And she was more connected to the sports fields and facility.

2:17

Speaker 1 (RBSC - Upstairs Conference): facilities than I believe any of us are, and so that was a really helpful insight. Speaker 1 (RBSC - Upstairs Conference): And, she could speak with authority about some of the problems that Speaker 1 (RBSC - Upstairs Conference): encountered in those areas, so we're gonna miss her. May I also say she was, on the Stagewood Park Advisory? Yes. I sent her a thank you note today, and I mentioned that, too, because she did bring that portfolio over, and I… Speaker 1 (RBSC - Upstairs Conference): Well, it's… Miss her. Speaker 1 (RBSC - Upstairs Conference): We have 5, 5 voting members and no alternate members right now. A quorum is 4, so we'll have to be. Speaker 1 (RBSC - Upstairs Conference): careful about that, make sure we're all showing up, but I do hope you'll urge

3:06

Speaker 1 (RBSC - Upstairs Conference): folks to consider working on the committee. Should we focus on trying to find someone who is connected to the local sports stuff? Speaker 1 (RBSC - Upstairs Conference): I would say yes, as a priority, but, anyone to fill the ranks. Yeah, yeah. You know, it would be really nice just to have more, more folks to… And younger women. Well, yeah, yeah. Maybe Evelyn could suggest something. Yeah. That would be nice, I could ask her that. Speaker 1 (RBSC - Upstairs Conference): Is there anyone who would, consider Speaker 1 (RBSC - Upstairs Conference): Taking notes or preparing the meeting report. Speaker 1 (RBSC - Upstairs Conference): Okay.

3:53

Speaker 1 (RBSC - Upstairs Conference): I would really appreciate some help with that. I… I am, Speaker 1 (RBSC - Upstairs Conference): I've done the last few sets. That's one thing that Adrienne did, and I was waiting for her return so I could leave to that particular duty, and I would appreciate someone taking up that pen. Speaker 1 (RBSC - Upstairs Conference): laptop because I didn't, I hadn't printed anything else. Well, that's okay. It's a, the, there is Speaker 1 (RBSC - Upstairs Conference): The… because we have the Zoom function now, we have, the Zoom summaries. Summaries, okay. And, they're… Speaker 1 (RBSC - Upstairs Conference): They're okay. They do take some work to refine, but…

4:39

Thank you. Speaker 2 (RBSC - Upstairs Conference): Where do you get access to them? Speaker 1 (RBSC - Upstairs Conference): city's website. There's, I think it's agendas and meeting reports. Speaker 1 (RBSC - Upstairs Conference): And through that, you can… there's a button under that that allows you to look at the, Speaker 1 (RBSC - Upstairs Conference): the videos of the prior… If you go to the… Speaker 2 (RBSC - Upstairs Conference): Copyright for this meeting? Is there a link to any of that from there, or is it elsewhere on the… Speaker 1 (RBSC - Upstairs Conference): I think it's elsewhere. If you go to departments. Speaker 2 (RBSC - Upstairs Conference): go to IT. OK. And then look at past meetings and then go to the year and then go to the month. Yeah, OK. But it makes its departments IT and that's where you get in.

5:23

Speaker 1 (RBSC - Upstairs Conference): Maybe if you just put past meetings in the search bar, it might. Yeah. Okay, thank you. Speaker 1 (RBSC - Upstairs Conference): And just before the meeting, I received a few edits from Phil that I want to incorporate in the minutes before we consider, Sorry for the lateness of that. I appreciate you keeping me honest. Speaker 1 (RBSC - Upstairs Conference): And, let's see… So… or the… Speaker 1 (RBSC - Upstairs Conference): The August 4th meeting, I received some notes from Dave Sargent. I've made those corrections. Speaker 1 (RBSC - Upstairs Conference): Umm. Speaker 1 (RBSC - Upstairs Conference): Everyone's had a chance to look at the August 4th minutes, and if so, I would appreciate a,

6:08

Speaker 1 (RBSC - Upstairs Conference): A motion considering their acceptance. Speaker 2 (RBSC - Upstairs Conference): Second. Speaker 1 (RBSC - Upstairs Conference): There for that. OK. Yes. Thank you. So we have. Speaker 1 (RBSC - Upstairs Conference): Sure. Speaker 1 (RBSC - Upstairs Conference): Second. Speaker 1 (RBSC - Upstairs Conference): Okay, all in favor of accepting the… Speaker 1 (RBSC - Upstairs Conference): August 4th Meeting Reporter Minutes, as… Speaker 1 (RBSC - Upstairs Conference): Well, as presented down, and with the edits suggested by Speaker 1 (RBSC - Upstairs Conference): Sergeant, please indicate by saying aye. Aye. Anyone opposed? Speaker 1 (RBSC - Upstairs Conference): Thank you.

6:52

Speaker 1 (RBSC - Upstairs Conference): This September, I have a couple of… edits to make. Speaker 1 (RBSC - Upstairs Conference): It'll take just a moment to look at those. Speaker 1 (RBSC - Upstairs Conference): Richard? Speaker 1 (RBSC - Upstairs Conference): You were not at our September 1st meeting for you.

7:19

Speaker 1 (RBSC - Upstairs Conference): I… I counted you as present. Speaker 1 (RBSC - Upstairs Conference): be crediting. people.

7:39

Speaker 1 (RBSC - Upstairs Conference): OK. So Phil has pointed out that the meeting date was just stated in the header. That's been corrected. Richard was not in attendance and that's been corrected. That's the one. Thank you. And then on the motions there. Speaker 1 (RBSC - Upstairs Conference): A motion to… Speaker 1 (RBSC - Upstairs Conference): submit the letter and the motion to adjourn, there would be 4 EAs rather than 5. So I will make that edit, and then thank you for… I'm missing W. …correcting your name. So, with these edits, they are… Speaker 1 (RBSC - Upstairs Conference): They're fine print. They're not, they're not the substance of the meeting report. Will you allow me to make those edits? I'd make a motion.

8:27

Speaker 3 (RBSC - Upstairs Conference): I'll accept that as amended. Second. Thank you, Dave. Speaker 1 (RBSC - Upstairs Conference): What was the second? Speaker 1 (RBSC - Upstairs Conference): Okay. Speaker 1 (RBSC - Upstairs Conference): All in favor of accepting the September minutes as amended, please indicate by saying aye. Aye. Any opposed? Speaker 1 (RBSC - Upstairs Conference): Okay. Oh, right. Speaker 1 (RBSC - Upstairs Conference): Two is abstain. Thank you. Speaker 1 (RBSC - Upstairs Conference): Alright. Speaker 1 (RBSC - Upstairs Conference): It's a very thin agenda, and, we have… Right. Speaker 1 (RBSC - Upstairs Conference): We have talked to… or we have our list of priority issues that is, I think a…

9:12

Speaker 1 (RBSC - Upstairs Conference): It sort of provides a, a, Speaker 1 (RBSC - Upstairs Conference): A check… checklist for our conversation. Speaker 1 (RBSC - Upstairs Conference): And, wonderful. Speaker 1 (RBSC - Upstairs Conference): Public who would like to see our priority, We have published them. Speaker 1 (RBSC - Upstairs Conference): Publish the priorities in our… Speaker 1 (RBSC - Upstairs Conference): Or semi-annual report. Speaker 1 (RBSC - Upstairs Conference): And they've been the subject of conversation here many times. Eric, I've been submitting that list of priorities with the agenda, but only the agenda page gets published. Is there any hope of Speaker 1 (RBSC - Upstairs Conference): They won't allow, like, those kinds of attachments to…

9:58

Speaker 4 (RBSC - Upstairs Conference): Regular, I think with the City Council they allow like those, you know, the book, the report, what's it called? Speaker 4 (RBSC - Upstairs Conference): The docket, I don't know. Yeah. But for other boards and commissions, they don't. So I had to remove it. Okay. So for the future. Speaker 1 (RBSC - Upstairs Conference): But sorry. That's okay. For the future, for the benefit of the public, I should just bulletize that list. Speaker 4 (RBSC - Upstairs Conference): I think so, yeah, to have it all listed on, the agenda next time. Will that pass muster? Speaker 4 (RBSC - Upstairs Conference): That would pass muster. It's just… Speaker 4 (RBSC - Upstairs Conference): I think for the public to know like what the topics are, what the topics are, this has to be broken down.

10:45

Speaker 1 (RBSC - Upstairs Conference): Okay. What the agenda says today is just, 2026 priority issues. So, and… Speaker 1 (RBSC - Upstairs Conference): hereafter, I will bulletize them so that we can… Umm. Speaker 1 (RBSC - Upstairs Conference): That's not to say we have something to report on all of these topics. Speaker 1 (RBSC - Upstairs Conference): And so, I, I know of a report, or some… Speaker 1 (RBSC - Upstairs Conference): conversation that we need to have about Dogtown and delineation and survey. Speaker 1 (RBSC - Upstairs Conference): May have a little bit about the, signage or the, adding… Speaker 1 (RBSC - Upstairs Conference): Adding a couple features to the city's website, or is there any news on that?

11:32

Speaker 1 (RBSC - Upstairs Conference): Or not really? Not really. Okay, well, hold on, don't get into it, but I just… and, I don't have… Speaker 1 (RBSC - Upstairs Conference): I don't have other updates. Speaker 1 (RBSC - Upstairs Conference): It would just be those two topics, if we have any. Okay, so I'm going to start us off Speaker 1 (RBSC - Upstairs Conference): So for the… if anyone is listening in public, our priorities, as published in April and as reported in our September report. Speaker 1 (RBSC - Upstairs Conference): Magnolia Woods provide year-round safe access to the fields and trails while preventing vehicles from riding on and damaging the fields. Playing fields, this probably involves putting in a gate and some control in the interior so people don't have to park in 127.

12:19

Speaker 1 (RBSC - Upstairs Conference): We have a priority regarding pickleball, but I think, that is a… Speaker 1 (RBSC - Upstairs Conference): It's no longer an issue and no longer an initiative that, is viable. Speaker 1 (RBSC - Upstairs Conference): And, develop a plan for a thorough overhaul of the sports fields at Magnolia Woods. Speaker 1 (RBSC - Upstairs Conference): Other sports fields and facilities plan for upgrade of sports fields at O'Malley in advance of the overhaul of fields at Magnolia Woods. Speaker 1 (RBSC - Upstairs Conference): Develop an easily accessible system for scheduling use of sports fields and public facilities, and provide a public-facing schedule for all of the venues available online. And we may have a nugget of information about that tonight.

13:01

Speaker 1 (RBSC - Upstairs Conference): Dogtown, develop a plan of action and identify potential funding sources for title and survey work towards delineating Dogtown under a single perimeter deed, explore interim means of conserving the area. Speaker 1 (RBSC - Upstairs Conference): And for Dogtown, gain a commitment and a timeframe from the city to work towards closing, relocating the compost facility currently sited within Dogtown, and restoring the area with native species. Speaker 1 (RBSC - Upstairs Conference): Improve access and information, use of open spaces, provide useful information about Gloucester's open space and park resources through uniform signage, and possibly a website. Update the city's website to include useful information about our open space trails and recreational fields and facilities.

13:47

Speaker 1 (RBSC - Upstairs Conference): Bicycle and pedestrian safety, maintain all of the existing bicycle safety accommodations in the city, the lines, and develop a bike and pedestrian plan for the city. Finally, citywide natural areas explore the OSRC's role in identifying and protecting rare habitats and species. Speaker 1 (RBSC - Upstairs Conference): These are the priorities that the agenda is, is referring to that are not expressed in an attached document or in the agenda itself, if anyone is tuned in. I don't even know if anyone's listening. I just thought they should know what the topics are. Speaker 1 (RBSC - Upstairs Conference): We have information for two of them tonight that we'll be discussing. So we'll move into Dogtown.

14:33

Speaker 1 (RBSC - Upstairs Conference): And, idea and hope of a survey defining, Dogtown. Speaker 1 (RBSC - Upstairs Conference): And Chris, is that something you can start us off with? Thank you. Speaker 4 (RBSC - Upstairs Conference): I can give some color as needed, but yes, always, always welcome. Speaker 4 (RBSC - Upstairs Conference): So Erik and I met with, Mike Hale. Speaker 2 (RBSC - Upstairs Conference): Recently, last week, I guess. Speaker 2 (RBSC - Upstairs Conference): at his invitation to talk about dog protection of Dogtown. Speaker 5 (RBSC - Upstairs Conference): A couple of key points to be made would be number one. Speaker 5 (RBSC - Upstairs Conference): it was clear that Mike was, in favor of this in general, and that has not always been evident, shall I say. He…

15:27

Speaker 5 (RBSC - Upstairs Conference): He, he, everything he expressed was. Speaker 5 (RBSC - Upstairs Conference): Kind of with an assumption that Dogtown should and would be protected. Speaker 5 (RBSC - Upstairs Conference): Okay. Speaker 5 (RBSC - Upstairs Conference): think we already knew that a surveyor had been found, and that the cost of the survey would be in the area of $300,000, okay? So, that's another key piece in a sense, but an interesting point about that is that Mike Hale Speaker 5 (RBSC - Upstairs Conference): Was very, clear, that, Speaker 5 (RBSC - Upstairs Conference): that the responsibility… I was personally assuming, having spent a good chunk of my own career doing fundraising for good projects like this, land projects and things, that that was going to fall on

16:17

Speaker 5 (RBSC - Upstairs Conference): people like me and others who knew people who had means and whatever. However, Mike indicated that Speaker 5 (RBSC - Upstairs Conference): He assumed this was the city's responsibility. Speaker 5 (RBSC - Upstairs Conference): And that, he did not see that as a huge burden. Speaker 5 (RBSC - Upstairs Conference): I won't use the phrase chump change, because I'm not sure he did, but he did seem to indicate that this would not be a tremendous burden for the city to, ante up $300,000 for the, for the survey. Yes. Speaker 5 (RBSC - Upstairs Conference): Umm. Speaker 5 (RBSC - Upstairs Conference): So, yes, so what he suggested as what needed to happen was that,

17:07

Speaker 5 (RBSC - Upstairs Conference): One or more people from this committee, arguably, need to approach the mayor. Speaker 5 (RBSC - Upstairs Conference): That's a next step, kind of, and it would probably be useful to have the chair of the. Speaker 5 (RBSC - Upstairs Conference): City Council present as well. Speaker 5 (RBSC - Upstairs Conference): And there might be also some people, maybe not in the first meeting or whatever, but he was… Mike was very clear that Speaker 5 (RBSC - Upstairs Conference): That was… that was kind of the next step, and that the mayor needed to be behind this. Speaker 5 (RBSC - Upstairs Conference): And after that, there were other steps to be taken, and if there were, he would need to be on our team, in other words, since there were bound to be some people who might not be as enthusiastic about this as some of us are.

17:55

Speaker 5 (RBSC - Upstairs Conference): that that would be, the way to go. So, I think that bears some discussion in terms of, timing and things. We discussed a little bit, and I talked to Dan a little bit on the phone about… about this meeting and things like that, and, you know, there are things that we might, there are Speaker 5 (RBSC - Upstairs Conference): props, I guess, that we might, share with the mayor, things like, you know, Shep Abbott's book that I passed around at the last meeting, just give an indication of, oh, you know, this is not… Speaker 5 (RBSC - Upstairs Conference): some nothing place. I don't know what the mayor knows. I know we have a little bit. Speaker 5 (RBSC - Upstairs Conference): I… I… I would guess he does not know a great deal about Dogtown, but he also strikes me as somebody who kind of, would be sympathetic to the idea of protecting this incredibly significant piece of cave-in kind of stuff. So I… I'm not assuming that we, you know, any…

18:51

Speaker 5 (RBSC - Upstairs Conference): a group that went to talk to him would be meeting with, you know, a hostile audience or anything like that. But that was the idea that. Speaker 5 (RBSC - Upstairs Conference): He was suggesting that we need to think about that, how we would do that, how we would approach that, whatever. Speaker 5 (RBSC - Upstairs Conference): He was interestingly, he was putting it in very practical terms in terms of the timing of the survey, which as he was saying, once the snow flies kind of thing, the survey is not going to be practical. Speaker 5 (RBSC - Upstairs Conference): He… but then he also said that he thought there was time, if we got our act together, to make that happen, to get the mayor to agree, to have the plan, to, you know, understand the budgetary issues, make sure the mayor, you know.

19:39

Speaker 5 (RBSC - Upstairs Conference): Put that forward, and if… Speaker 5 (RBSC - Upstairs Conference): That happened, then the survey could possibly be done before Speaker 5 (RBSC - Upstairs Conference): Lizard time, kind of. So that was interesting, I thought. Speaker 5 (RBSC - Upstairs Conference): Umm. Speaker 5 (RBSC - Upstairs Conference): Then at the end of the meeting, there was — I don't know about Erik, but I thought this was all pretty positive in the sense that we were actually moving forward on this agenda in a variety of very practical, straightforward ways. Speaker 5 (RBSC - Upstairs Conference): issues. Then at the very end of the meeting, I guess at some point I must have mentioned Greenbelt.

20:18

Speaker 5 (RBSC - Upstairs Conference): Not in any sort of, you know, let's get Greenbelt involved in this or anything, you know, aggressive, just, you know, the name came up. Speaker 5 (RBSC - Upstairs Conference): And he said then that he wanted to make it very clear, however this shook out, that he did not want any Speaker 5 (RBSC - Upstairs Conference): Ownership of a green belt, or a trustees, or a Mass Audubon. Speaker 5 (RBSC - Upstairs Conference): involved in The… the protection, you know? Speaker 2 (RBSC - Upstairs Conference): Any sort of institutional observation? Speaker 5 (RBSC - Upstairs Conference): Organization, property, yes, kind of thing. Speaker 5 (RBSC - Upstairs Conference): We indicated to him that made sure he understood that Greenbelt already owned some small parcels. Mass Automotive owns one tiny parcel or something like that. He didn't have any issues particularly there.

21:11

Speaker 5 (RBSC - Upstairs Conference): But he did… that was very, Clear. Speaker 3 (RBSC - Upstairs Conference): Did he have any rationale for that? Speaker 5 (RBSC - Upstairs Conference): No. My sense was. Speaker 2 (RBSC - Upstairs Conference): Control. Decision making. Speaker 3 (RBSC - Upstairs Conference): latitude. Speaker 5 (RBSC - Upstairs Conference): Right. Well, and that that this he wants this to be a city property. Yeah. You know, and Speaker 5 (RBSC - Upstairs Conference): I doesn't want to fool around with… But… Speaker 5 (RBSC - Upstairs Conference): Other parties that might demand, if, again, they had ownership level at some point. Speaker 5 (RBSC - Upstairs Conference): that would have to be dealt with. Now, I think, at least in my head, certainly, it also raises issues of

21:56

Speaker 5 (RBSC - Upstairs Conference): That have been in my head right along is that if the city is in… Speaker 5 (RBSC - Upstairs Conference): total control. It needs to be… it does need, and that was my sense of what he was saying, it does need to be under a conservation restriction. Speaker 5 (RBSC - Upstairs Conference): And that, yeah, and that not just some of the areas that are already protected are assumed to, you know, protect the, the area. And so, Speaker 5 (RBSC - Upstairs Conference): that needs to be clarified, or whatever. I didn't want to challenge him on that, since we seem to be having a happy time, but that needs to be… that would need to be sorted out as we went… as we went forward. But he didn't indicate any… at least I didn't, you know,

22:42

Speaker 5 (RBSC - Upstairs Conference): Pick up any indications of, Speaker 5 (RBSC - Upstairs Conference): possessiveness. He never said anything, like, well, of course the city would… Speaker 5 (RBSC - Upstairs Conference): A need to maintain control of this, that, or the other. So… Speaker 5 (RBSC - Upstairs Conference): you know, like I said, I didn't want to challenge that at our meeting. Speaker 5 (RBSC - Upstairs Conference): Cool. Speaker 5 (RBSC - Upstairs Conference): Well… One… One thing that comes to my mind is, Speaker 2 (RBSC - Upstairs Conference): Mark Carlotto, other paper a few years ago. Speaker 5 (RBSC - Upstairs Conference): Oh, yeah. Speaker 5 (RBSC - Upstairs Conference): Looking at… In fact, I did a lot of it. Anyway, yes. Yeah, looking, looking at…

23:25

Speaker 2 (RBSC - Upstairs Conference): The extent to which city-owned parcels in the crazy quilt of ownership that we have right now. Speaker 6 (RBSC - Upstairs Conference): Could be subject to Article 97 swaps. Speaker 6 (RBSC - Upstairs Conference): That was Mark's main concern. So… I don't know, maybe one part of. Speaker 6 (RBSC - Upstairs Conference): Pre-negotiation here has to be to suss out whether, whether. Speaker 7 (RBSC - Upstairs Conference): Mike is still as amenable to all of this if conservation restrictions are put in place that would preclude Speaker 7 (RBSC - Upstairs Conference): Article 97 swaps. Unlikely that we're gonna, you know, that some of these are ever going to be swapped for anything, because they're watershed for the Babson Reservoir, which is…

24:08

Speaker 7 (RBSC - Upstairs Conference): you know. Speaker 7 (RBSC - Upstairs Conference): a major part of the city's water supply. But, you know, it is… Speaker 7 (RBSC - Upstairs Conference): Technically, at least, you know, as vulnerable to that kind of thing as, Speaker 7 (RBSC - Upstairs Conference): Meadows Field was, right? Yes. Yeah. And that was Mark's, that was Mark's point in that paper. I didn't realize that you were the ghostwriter. Well, something like that. Speaker 5 (RBSC - Upstairs Conference): Oh. Speaker 7 (RBSC - Upstairs Conference): Or the resource, the information resource. But yeah, that would be — that plus that crazy quilt of ownership are things that would have to be —.

24:46

Speaker 6 (RBSC - Upstairs Conference): Worked out. Speaker 5 (RBSC - Upstairs Conference): Well, the crazy quilt of ownership in the bigger picture, we know from the… Speaker 5 (RBSC - Upstairs Conference): literally crazy quilt maps of all these different ownerships. That has to be sorted out. That's an issue. And that's part of the service. Speaker 7 (RBSC - Upstairs Conference): Yeah, it's an issue. And yeah, the survey needs to, for one thing, to limit the bounds of everything so we know where the abutters are. Yes. Speaker 7 (RBSC - Upstairs Conference): The other… but my point with the ownership of what's inside That boundary, is… City… Royal City, Latitude. Speaker 7 (RBSC - Upstairs Conference): In decision making, if there are

25:21

Speaker 7 (RBSC - Upstairs Conference): Green Belt parcels, you know, some… number of… Speaker 7 (RBSC - Upstairs Conference): 17th century woodlots whose descendants are still around and still own them, you know, are paying taxes on it. And so, you know, that all would have to be… Speaker 6 (RBSC - Upstairs Conference): Yeah, right. Speaker 5 (RBSC - Upstairs Conference): Yes, and, and, Speaker 5 (RBSC - Upstairs Conference): Again, that has been a concern right along, and probably all of our heads, that, you know, given sea level rise, given, housing shortages, all of that, there is a thought Speaker 5 (RBSC - Upstairs Conference): I'm sure within the city that, oh, well, let's see if we need to move businesses or move residences or whatever. Where's the logical open space to do that?

26:06

Speaker 5 (RBSC - Upstairs Conference): Certainly, Dogtown presents itself, and that's something we need to… Speaker 5 (RBSC - Upstairs Conference): Be clear about, should I say. Speaker 5 (RBSC - Upstairs Conference): I have one additional thing to add to this. Sorry about that. Thank you. That's kind of in this context, which I came unexpectedly. Speaker 5 (RBSC - Upstairs Conference): I don't know how many of you recognize the name Jim Comeau. Speaker 5 (RBSC - Upstairs Conference): Yo, Amir, you. Speaker 5 (RBSC - Upstairs Conference): I don't think so. Jim Comeau is the savior of Lynn Woods, just to put it in metaphorical terms. He worked very closely with Greenbelt. Speaker 5 (RBSC - Upstairs Conference): in doing the necessary survey work and whatever that was critical to protecting Lynn Woods.

26:59

Speaker 5 (RBSC - Upstairs Conference): Yes, sir. Speaker 5 (RBSC - Upstairs Conference): key. Speaker 1 (RBSC - Upstairs Conference): He, I believe at the time he was on the State staff. Yes. Speaker 5 (RBSC - Upstairs Conference): Yeah. Speaker 1 (RBSC - Upstairs Conference): ECR, I think. ECR is land conservation. Yes. Speaker 5 (RBSC - Upstairs Conference): He's worked on not only Lynn Woods, but other major land protection projects. I think he's currently working on Middlesex Fells in terms of that same kind of, you know, broad scale protection. Speaker 1 (RBSC - Upstairs Conference): Action. Now his retirement hobby. He won. I believe land conservation is now his retirement hobby. Right.

27:29

Speaker 5 (RBSC - Upstairs Conference): And he's a very high energy guy. Bright knows his stuff very well. I connected with him because Victoria at Greenbelt, again, they had worked very closely together on Lynn Woods. Speaker 5 (RBSC - Upstairs Conference): Basically had him introduce himself to me. Speaker 5 (RBSC - Upstairs Conference): So he called me up, said, you know, Dogtown, let's talk. And so we did, again, last week. Speaker 5 (RBSC - Upstairs Conference): He is clearly very skilled at Speaker 5 (RBSC - Upstairs Conference): doing the kind of deed research that needs to be done. I mean, this is his thing. Can I interrupt Justice? Speaker 7 (RBSC - Upstairs Conference): Second and ask what the Wi-Fi network name is.

28:16

Speaker 4 (RBSC - Upstairs Conference): I think it's just City of Gloucester. COG. COG. Staff or guest? Guests. Yes. Speaker 7 (RBSC - Upstairs Conference): Only an exec. Speaker 7 (RBSC - Upstairs Conference): All right, cool. Speaker 7 (RBSC - Upstairs Conference): I've got, I've got a… Speaker 7 (RBSC - Upstairs Conference): That's that was the missing piece. I'm sorry, hon. No problem. Speaker 7 (RBSC - Upstairs Conference): Doing your job? Speaker 5 (RBSC - Upstairs Conference): Appreciate what you're doing. Speaker 7 (RBSC - Upstairs Conference): All right, good. Speaker 5 (RBSC - Upstairs Conference): May I continue? Yes, absolutely. Okay. Anyway, so it's James Comeau, C-O-M-M-E-A-U. Speaker 5 (RBSC - Upstairs Conference): What he's suggesting, and he's… we talked for the better part of an hour, I guess.

29:01

Speaker 5 (RBSC - Upstairs Conference): He filled my brain with a lot of… Speaker 5 (RBSC - Upstairs Conference): Stuff about the surveys and the details of doing that, or whatever, that my brain did not fully… Speaker 5 (RBSC - Upstairs Conference): process or retain, but I got the big picture, for sure. His suggestion, he wants to move quickly. Speaker 5 (RBSC - Upstairs Conference): He… he wants… Speaker 5 (RBSC - Upstairs Conference): us, quote unquote, to, or me, or whatever, to assemble four volunteers to help him go through the necessary records on Dogtown, for. Speaker 5 (RBSC - Upstairs Conference): Well, for the record, but for the purpose of… Speaker 5 (RBSC - Upstairs Conference): doing just that of, you know, understanding who owns what, and what the status of them, and as somebody was saying, you know, are their relatives still alive? Are they willing to put a conservation restriction on, blah blah blah, all that stuff that we know.

30:02

Speaker 5 (RBSC - Upstairs Conference): I… Well… Speaker 5 (RBSC - Upstairs Conference): I put that before you as it strikes me as, wait a minute, let's slow down here a bit, and I haven't had a chance to talk to him since. This is all in recent days. Talk to him about, well, what… Speaker 5 (RBSC - Upstairs Conference): You know, I mean, we seem to have two different parallel processes in the offing here. We obviously don't want to, you know, promote confusion and crashes and all of that kind of stuff. So we definitely need to understand what he has in mind. Speaker 5 (RBSC - Upstairs Conference): So I don't know whether that is him coming to one of these meetings. Speaker 5 (RBSC - Upstairs Conference): and talking about all of that, or me debriefing him some more, and trying… whatever. Again, this has all happened so fast that I'm kind of like…

30:52

Speaker 5 (RBSC - Upstairs Conference): What do you think? So would his involvement. Speaker 2 (RBSC - Upstairs Conference): Exactly what Mike Hale did not want. Speaker 5 (RBSC - Upstairs Conference): It's worried about, you said? Speaker 2 (RBSC - Upstairs Conference): Would that be exactly what Mike Hale said he didn't want? Speaker 5 (RBSC - Upstairs Conference): Not necessarily, because he's not, while he has been connected with Greenbelt, the Lynn Woods were, they were involved in that, but they don't own, as far as I'm concerned, a significant part of Lynn Woods. Yes. Speaker 5 (RBSC - Upstairs Conference): That research would be covered under the $300,000. Speaker 6 (RBSC - Upstairs Conference): Yep.

31:26

Speaker 5 (RBSC - Upstairs Conference): Well, here's yes, here's the here's one of the things that he offers as an incentive. Speaker 5 (RBSC - Upstairs Conference): He says that, and this is him talking, not me, that, He could do this work. Speaker 5 (RBSC - Upstairs Conference): For… far, far less than $300,000, and he could do it in a way that would save the city money. Speaker 5 (RBSC - Upstairs Conference): Now, again, I have no sense that he's, you know, out to… was out to promote the city of Lynn or Gloucester or anything like that. That was simply his. Speaker 5 (RBSC - Upstairs Conference): his statement that, that he could do this, you know. He… again, he was talking about, again, I have little or no question that he has the expertise to do this, and he was saying that if we get

32:15

Speaker 5 (RBSC - Upstairs Conference): Several people who, could do this, help do this work. Speaker 5 (RBSC - Upstairs Conference): Umm. Speaker 5 (RBSC - Upstairs Conference): That would be the survey, and it wouldn't cost. Speaker 5 (RBSC - Upstairs Conference): Anything like $300,000. Speaker 5 (RBSC - Upstairs Conference): Yes, sir. Speaker 1 (RBSC - Upstairs Conference): When you speak to him, wonder if we need a point of clarification. Yeah. The title work. Speaker 1 (RBSC - Upstairs Conference): is one thing, and the field survey is another. And I think you're talking… I understood you to say that he was suggesting there were a handful of volunteers who would help with the… with the paperwork, you know, and…

33:00

Speaker 5 (RBSC - Upstairs Conference): searches for that. Correct. Speaker 1 (RBSC - Upstairs Conference): Eyes on paper, and so it would be a subpart of the whole project, but there may… Speaker 1 (RBSC - Upstairs Conference): may realize a savings by having that sort of non-expert volunteer help. Is that what… is that… Speaker 5 (RBSC - Upstairs Conference): That's the way I understood it now. But just to clarify for myself, when you say field work, what do you mean? Speaker 1 (RBSC - Upstairs Conference): Out in the field with a survey kit. Speaker 5 (RBSC - Upstairs Conference): Survey, an actual survey. Measuring feet and. Speaker 6 (RBSC - Upstairs Conference): Yes. Angles. Yes. Speaker 3 (RBSC - Upstairs Conference): Yes.

33:31

Speaker 1 (RBSC - Upstairs Conference): Yes. Speaker 5 (RBSC - Upstairs Conference): Although he alluded to such fieldwork as — that he was involved in such fieldwork for the Lynn Project. I'm not sure. That's one of the several unknowns here about this Jonathan. Speaker 1 (RBSC - Upstairs Conference): I don't know if he's talking about this in a volunteer or in a business capacity. I think if it's a business capacity, the city would have to see a proposal and and so I think that would be a distinction, a question to have for him, you know, if this is a business. Speaker 1 (RBSC - Upstairs Conference): for him, and it's a different model. The city would, I believe, I don't want to speak for the city, but I believe there would need to be a proposal to the city, and not, I mean, he could

34:24

Speaker 1 (RBSC - Upstairs Conference): He could have a expert technical conversation with this committee, but… Speaker 1 (RBSC - Upstairs Conference): Not one that is promoting the business. Speaker 1 (RBSC - Upstairs Conference): If I'm understanding. Right. So, if it's a volunteer project, yes, we could, we could have him here and, and try to drum up the volunteers. Speaker 1 (RBSC - Upstairs Conference): I'll get to that in a second. Right. But if it's a business enterprise, we just want to be very careful so that we're not, confounding any of the steps for, for, technical contracting. Right, right. Right, right. Because, Speaker 1 (RBSC - Upstairs Conference): You can always have a protest of a contract. If we have a misstep, you're not expert in all the details.

35:13

Speaker 5 (RBSC - Upstairs Conference): unclear by your saying, the question is. Speaker 5 (RBSC - Upstairs Conference): Would he be asking the city to pay him to do these surveys through the volunteer effort? Is that correct? Yes. Speaker 1 (RBSC - Upstairs Conference): Yes, and you said something about he could save the city a lot of money. If that's, Speaker 1 (RBSC - Upstairs Conference): if it's a matter of volunteers who need city staff time, and they're incurring some cost in some way, you know, but in-kind labor, that's different from a writing a check to a business. And it's the latter that gets very comp… well, both are pretty complicated. Speaker 3 (RBSC - Upstairs Conference): But.

35:52

Speaker 6 (RBSC - Upstairs Conference): Yeah, yeah. Speaker 1 (RBSC - Upstairs Conference): definitely. Speaker 5 (RBSC - Upstairs Conference): My sense is that it's the latter, that he's not looking for any kind of business arrangement, hence the volunteer idea, that it's him out of the goodness of his heart and his whatever, and the volunteers. I would love to avail ourselves of that. Speaker 1 (RBSC - Upstairs Conference): Correct me if I'm wrong, but wasn't there… Speaker 1 (RBSC - Upstairs Conference): year ago, 2 years ago, 3 years ago, there was Also, that the cities… And he was gonna… Speaker 8 (RBSC - Upstairs Conference): Do that title research. Speaker 8 (RBSC - Upstairs Conference): The department was set up to do that.

36:26

Speaker 4 (RBSC - Upstairs Conference): We discussed that, but they… It's just too much… Speaker 4 (RBSC - Upstairs Conference): They don't have the time or the resources as… Bring in an expert to help. Speaker 8 (RBSC - Upstairs Conference): Well. Speaker 4 (RBSC - Upstairs Conference): That's part of the reason for the… This survey also… Speaker 4 (RBSC - Upstairs Conference): a part of that is the deed and title research, knowing what we own. There are… there's a mixture of Article 97 and just Speaker 4 (RBSC - Upstairs Conference): Parcels that we own with zero… Speaker 4 (RBSC - Upstairs Conference): superseding state protections like that, it's just we have it. And then there's, like, there's not as many unknown parcels as you would think.

37:06

Speaker 4 (RBSC - Upstairs Conference): But there's some that are pretty big. So, defining the bounds of Dogtown and researching what's within is… is… Speaker 4 (RBSC - Upstairs Conference): From what I understand, it is part of this 300,000, Speaker 4 (RBSC - Upstairs Conference): And, you know, some of these surveying companies just have access Speaker 4 (RBSC - Upstairs Conference): Deeper access than we do to… Speaker 4 (RBSC - Upstairs Conference): deeds, like, if you search on the registry of deeds, we can find things, but I think Speaker 4 (RBSC - Upstairs Conference): I know. They can, like, really get… yeah, I don't know if there's some, like, enhanced… Speaker 4 (RBSC - Upstairs Conference): permissions they have or something, I don't know, but… I used to do a lot.

37:41

Speaker 8 (RBSC - Upstairs Conference): Of title research. Okay. It just. Speaker 4 (RBSC - Upstairs Conference): It's hours of work. Speaker 5 (RBSC - Upstairs Conference): Yes, well. Speaker 4 (RBSC - Upstairs Conference): And that's what he's saying. He presents himself as having… Speaker 5 (RBSC - Upstairs Conference): deep experience with Speaker 5 (RBSC - Upstairs Conference): That, and that's what the volunteers are all about, and what he's proposing is, once these volunteers show up, is having training sessions. Speaker 5 (RBSC - Upstairs Conference): To get it. Speaker 9 (RBSC - Upstairs Conference): But that's where all… Speaker 4 (RBSC - Upstairs Conference): Right. I would be worried, because it's…

38:08

Speaker 4 (RBSC - Upstairs Conference): if… when, because I feel like it's a win now, we do the survey, Speaker 4 (RBSC - Upstairs Conference): I don't know how that is, if, like, volunteers come with their own stuff, and, you know, like… Speaker 4 (RBSC - Upstairs Conference): I think the first step. Speaker 4 (RBSC - Upstairs Conference): before Jim… is… Speaker 4 (RBSC - Upstairs Conference): get the survey. Oh, yeah, no, no, I… Find the money and go for it, and then… Speaker 4 (RBSC - Upstairs Conference): I suppose… what happens next, but, like, he, you know, the Wayne Woods is sort of… Thank you. Speaker 4 (RBSC - Upstairs Conference): So… Oh, sorry about that. Speaker 1 (RBSC - Upstairs Conference): Siri.

38:53

Speaker 1 (RBSC - Upstairs Conference): And the conversation… just to… Clear. In the conversation with, like, hail. Speaker 1 (RBSC - Upstairs Conference): Which, you were talking about the survey Speaker 1 (RBSC - Upstairs Conference): That scope of work is just for the fieldwork part of it. Speaker 4 (RBSC - Upstairs Conference): No, there's societal research as well. Okay. I wasn't clear on that either. Speaker 2 (RBSC - Upstairs Conference): Okay. That's, yeah, that's what I presume. So… Speaker 8 (RBSC - Upstairs Conference): You can't do a survey without titles. Speaker 2 (RBSC - Upstairs Conference): So this all sounds. Speaker 2 (RBSC - Upstairs Conference): Like, our… The visit we had with Mike Hale about the gate in Ignite Woods. Oh dear.

39:32

Speaker 8 (RBSC - Upstairs Conference): I'm. Speaker 2 (RBSC - Upstairs Conference): Where he was very enthusiastic and said he would definitely do it. And he didn't want CPC money because he wanted to have control over it. So it's like, don't go past for grant because I might want to undo it. And then nothing happened. Speaker 5 (RBSC - Upstairs Conference): Well, I'm just saying that I don't know. I've had experience with Mike Hale in the past. Speaker 9 (RBSC - Upstairs Conference): Yep. Speaker 5 (RBSC - Upstairs Conference): Well, Carter. Speaker 1 (RBSC - Upstairs Conference): Well, I don't want to disparage DPW here. I think we have to be careful about our tone and we can be factual, but also recognize that they're overtapped and our priorities have not always been…

40:13

Speaker 1 (RBSC - Upstairs Conference): taken up. Speaker 1 (RBSC - Upstairs Conference): And so it's a point of frustration for the committee, but we recognize that there's a reason for it, but it remains a point of frustration. Speaker 1 (RBSC - Upstairs Conference): Well, I was more. Speaker 2 (RBSC - Upstairs Conference): commenting on the apparent enthusiasm on his part in contrast to the lack of action. Speaker 5 (RBSC - Upstairs Conference): My initial enthusiasm. I think the important thing is to get seed buy-in. Speaker 3 (RBSC - Upstairs Conference): And once we get that done, we can ask them how we can help and fill in the other pieces. Speaker 3 (RBSC - Upstairs Conference): And we've bust around, you know, a number of ideas. We have a number of, you know, leads on potentially doing that. But our position would be, how can we help you? Yeah, so after the city gets buy-in, and they may have suggestions, and we may have suggestions for them. Yeah.

41:01

Speaker 1 (RBSC - Upstairs Conference): Agreed. With this source, perhaps the scope of work for the other party could be adjusted in some cooperative way. I will note. Speaker 1 (RBSC - Upstairs Conference): We don't need to discuss this at all now, because it's… Speaker 1 (RBSC - Upstairs Conference): not in any way actionable. When the time comes for, you know, if the time comes for volunteer work, we just have to stay tuned in to Open Meeting Law, and whether we need to have a subcommittee or a working group Speaker 1 (RBSC - Upstairs Conference): or non-members, non-committee members, involved, or not work at the same time in the same location. You know, I don't know how… how we have to navigate that. You don't need to work that out right now, but just let's note it for the future.

41:48

Speaker 1 (RBSC - Upstairs Conference): future issue. Speaker 1 (RBSC - Upstairs Conference): Be a good future issue to have, but… Speaker 5 (RBSC - Upstairs Conference): Oh, thoughts about… The approach to the mayor? Do you have a meeting, or… Yeah, well, I'm… Speaker 4 (RBSC - Upstairs Conference): This hit, this project hits so many of the open space and recreation goals. It's like if you look at the plan, objective two is Speaker 4 (RBSC - Upstairs Conference): All about this, finding out what we own, how to, you know, save open spaces, and also… you. Speaker 4 (RBSC - Upstairs Conference): You know, this sort of clearing up of land titles in order to have.

42:33

Speaker 4 (RBSC - Upstairs Conference): Higher levels of conservation, and, you know, Mike. Speaker 4 (RBSC - Upstairs Conference): He is… I think he's 100% here that this… Speaker 4 (RBSC - Upstairs Conference): We need to do this as a city first, because it is our, you know, mostly our land. We need to… we've been talking about this forever. Yep. He's brought it up forever as well, so it's just… Speaker 4 (RBSC - Upstairs Conference): that's where I think this is all merging into this spot where, like, this is a good time to make this happen. Speaker 4 (RBSC - Upstairs Conference): I'm sort of working on defining that work, and… Speaker 4 (RBSC - Upstairs Conference): Bringing it to the attention of the mayor, I…

43:13

Speaker 4 (RBSC - Upstairs Conference): Do you think we probably need a meeting with… Speaker 4 (RBSC - Upstairs Conference): the chair, and possibly you with some city representatives soon. I know it's been Speaker 4 (RBSC - Upstairs Conference): So, you know, that will happen soon. Speaker 4 (RBSC - Upstairs Conference): But… It's a very good project that… Speaker 4 (RBSC - Upstairs Conference): I think, kind of like, the stars really are aligned, so… Speaker 10 (RBSC - Upstairs Conference): And… Speaker 4 (RBSC - Upstairs Conference): it's finding the money, right? So that's not always the easiest, but I think having it be, like, $300,000 and not, but, you know, like. Speaker 4 (RBSC - Upstairs Conference): are… That's it, so…

43:56

Speaker 10 (RBSC - Upstairs Conference): That's what, you know… Speaker 5 (RBSC - Upstairs Conference): Right. Speaker 10 (RBSC - Upstairs Conference): cool. Speaker 4 (RBSC - Upstairs Conference): I mean, you know, DPW has $200 million wastewater project. So, you know. Speaker 5 (RBSC - Upstairs Conference): anything. Speaker 9 (RBSC - Upstairs Conference): Yeah. You know? Speaker 5 (RBSC - Upstairs Conference): And the grandest. Speaker 4 (RBSC - Upstairs Conference): In the grander scheme, like, they manage. Speaker 10 (RBSC - Upstairs Conference): Yeah. Speaker 4 (RBSC - Upstairs Conference): That's a bare thing, right? Yeah. Speaker 5 (RBSC - Upstairs Conference): I mean, if I were the mayor, I would have to, I didn't know anything about ecology or.

44:21

Speaker 9 (RBSC - Upstairs Conference): Or any of that. That's another. Speaker 4 (RBSC - Upstairs Conference): Feature that needs to be… highlighted is, like, there is ecological value here as well. Well, oh! Speaker 5 (RBSC - Upstairs Conference): Yeah, big time. I mean, that's, you know, there's an ecological value. Speaker 9 (RBSC - Upstairs Conference): value, there's historical value, there's artistic value, there's all these things that we… Speaker 5 (RBSC - Upstairs Conference): When I talk to Dick. Speaker 9 (RBSC - Upstairs Conference): Watershed, yeah, I mean, one of the things. Speaker 5 (RBSC - Upstairs Conference): that Dan was talking about is that it might be useful to take a page or two from my big book.

44:53

Speaker 9 (RBSC - Upstairs Conference): Dogtown Report. Speaker 5 (RBSC - Upstairs Conference): kind of thing that kind of summarizes. Speaker 9 (RBSC - Upstairs Conference): rich and detailed this is, just as background support so that he. Speaker 5 (RBSC - Upstairs Conference): He wasn't going into a meeting cold or he did, you know, that we'd give him a sense of that. Speaker 5 (RBSC - Upstairs Conference): You know, we thought Shep's book might be a. Speaker 9 (RBSC - Upstairs Conference): good. Speaker 5 (RBSC - Upstairs Conference): whether you implement this. Speaker 2 (RBSC - Upstairs Conference): In advance of the meeting, is that what you suggest? Speaker 5 (RBSC - Upstairs Conference): Something like this, so that he had some background before getting…

45:20

Speaker 9 (RBSC - Upstairs Conference): you know, hit with a whole bunch of stuff that he wasn't, didn't feel comfortable with, something like that. Speaker 3 (RBSC - Upstairs Conference): I would not. Speaker 3 (RBSC - Upstairs Conference): hesitate to say that Dogtown is part of how this community signs that. Speaker 3 (RBSC - Upstairs Conference): And defines itself. He has a planning background. Speaker 3 (RBSC - Upstairs Conference): And so that, I think, may resonate with him a little bit more. But everybody on Cape Ann, Dogtown helps to find us, helps to find us as a community. Even though they… Speaker 9 (RBSC - Upstairs Conference): Don't know it. That's right. Speaker 3 (RBSC - Upstairs Conference): It's okay. And we all see it differently. Yes. You know, we're all the blind man feeling the elephant. You know, so, but no, good point. With his background in planning, I think to say.

46:06

Speaker 3 (RBSC - Upstairs Conference): This defines us as a community we need to protect. Speaker 1 (RBSC - Upstairs Conference): And I believe that's expressed in a number of the city's existing plans. The comprehensive plan, as Eric was mentioning, this open space plan, our last open space plan, every report this committee has generated, and I imagine it comes up in other Speaker 1 (RBSC - Upstairs Conference): Community development documents, and so… Speaker 1 (RBSC - Upstairs Conference): I think the documentation of public support for it goes right along with your, you know, heartfelt comments. And when you add to it, you know, an expert briefing from Chris, I think it's a powerful argument for

46:49

Speaker 1 (RBSC - Upstairs Conference): attention and… Finding the money and doing the work. Speaker 9 (RBSC - Upstairs Conference): He seems like someone who listens. I've talked to him a number of times about. Speaker 5 (RBSC - Upstairs Conference): Not this in depth or anything like that, but just. Speaker 9 (RBSC - Upstairs Conference): You know, it was an even. Speaker 9 (RBSC - Upstairs Conference): He listens, and he doesn't give… Speaker 5 (RBSC - Upstairs Conference): We have comments to dismiss whatever you're talking about. Speaker 9 (RBSC - Upstairs Conference): about or anything. Speaker 3 (RBSC - Upstairs Conference): So, in terms of more than you think he does. Yeah, that's the sense.

47:12

Speaker 8 (RBSC - Upstairs Conference): seen him at meetings on decarbonization and climate change, and he's always very attentive listening. Speaker 1 (RBSC - Upstairs Conference): In terms of meeting with Mayor Lundberg, I would be happy to. I don't carry a lot of that expertise, so I would not go alone. You know, at least Chris and others of you who have greater experience with Dogtown and with the rationale for this, I think Speaker 1 (RBSC - Upstairs Conference): Do it without me, or, you know, or… Speaker 1 (RBSC - Upstairs Conference): with me. I am gone for the next 2 weeks. If it's… if that's part of the window, then no, I can't do it, but you should proceed without me. I'll be happily… I would happily participate after

47:56

Speaker 1 (RBSC - Upstairs Conference): The 20th? Speaker 1 (RBSC - Upstairs Conference): I'll finish. Speaker 1 (RBSC - Upstairs Conference): weeks in town before I head out again. Speaker 5 (RBSC - Upstairs Conference): So, my understanding that. Speaker 9 (RBSC - Upstairs Conference): Erik will kind of take a lead in raising the thing and I'm obviously glad to. Speaker 9 (RBSC - Upstairs Conference): Participate any way you like, and then, Speaker 5 (RBSC - Upstairs Conference): Okay. Speaker 9 (RBSC - Upstairs Conference): it's. Speaker 5 (RBSC - Upstairs Conference): good that you're. Speaker 9 (RBSC - Upstairs Conference): Away for a bit of time. Speaker 5 (RBSC - Upstairs Conference): gives us.

48:17

Speaker 9 (RBSC - Upstairs Conference): some time to… I'll sort a few things out, I guess. Speaker 9 (RBSC - Upstairs Conference): Absolutely. The plan is. Speaker 9 (RBSC - Upstairs Conference): Sounds good to me. Right, so… Umm. Speaker 4 (RBSC - Upstairs Conference): That's sort of the next step is having that meeting and. Speaker 1 (RBSC - Upstairs Conference): We're having a staff meeting first. I think we'll… Speaker 4 (RBSC - Upstairs Conference): Probably have an in-house, but the OSRC should communicate. I mean, you have… Speaker 4 (RBSC - Upstairs Conference): Extensively, but when it gets down there. Speaker 4 (RBSC - Upstairs Conference): The, you know, when we're going, heading down…

48:53

Speaker 4 (RBSC - Upstairs Conference): Towards the end zone, just to have that final kind of push of why this… Been a priority, and… Speaker 4 (RBSC - Upstairs Conference): What this could mean for the city. Speaker 1 (RBSC - Upstairs Conference): Pretty. Any questions on this topic? Speaker 1 (RBSC - Upstairs Conference): Right, so… What actions do we have coming out of this conversation? Speaker 1 (RBSC - Upstairs Conference): Oh. Speaker 1 (RBSC - Upstairs Conference): Erik, you're gonna have some conversation with… Speaker 1 (RBSC - Upstairs Conference): GAO, and just to kind of float the idea, and we are standing by for outcomes from that, or… Speaker 4 (RBSC - Upstairs Conference): I think, yeah, that's really the next course. Chris.

49:37

Speaker 1 (RBSC - Upstairs Conference): Chris, if you reconnect with Jim Kamau, maybe Foskett. Speaker 1 (RBSC - Upstairs Conference): get… a little more detail on how we would go about it, you know? That would be really helpful. Speaker 10 (RBSC - Upstairs Conference): I've already… Speaker 9 (RBSC - Upstairs Conference): Question him online about OK, you know, again I. Speaker 9 (RBSC - Upstairs Conference): Have respect for his expertise, or whatever, but… Speaker 9 (RBSC - Upstairs Conference): how… how is it supposed to work, kind of? Yeah, yeah. Yep. Yeah, we're on the same page there. Speaker 9 (RBSC - Upstairs Conference): And, Speaker 1 (RBSC - Upstairs Conference): I… Speaker 1 (RBSC - Upstairs Conference): going for…

50:14

Speaker 1 (RBSC - Upstairs Conference): You know, two or three hours, you know, a couple times a week for a few weeks is something that I could do and I hope others could too. But we have to. Speaker 1 (RBSC - Upstairs Conference): Kind of figure out what his process is, how it fits into the contracting side, and then how do we stay Speaker 1 (RBSC - Upstairs Conference): On the legal side of of Meeting law. And then we can really talk about volunteer. Speaker 9 (RBSC - Upstairs Conference): Now, he didn't talk about the volunteer thing as being a eight-hour-a-day thing. He said he thought four hours a week with four volunteers was — Well, you know. Speaker 1 (RBSC - Upstairs Conference): That's a good scale. Yeah, sounds great.

50:56

Speaker 1 (RBSC - Upstairs Conference): Okay. Speaker 1 (RBSC - Upstairs Conference): Alright, any other actions to come out of this, or… Questions? Speaker 2 (RBSC - Upstairs Conference): No, I guess you just are gonna find out if he's planning to charge the city for its work. Speaker 6 (RBSC - Upstairs Conference): Yes, definitely. Speaker 9 (RBSC - Upstairs Conference): Yeah. Speaker 1 (RBSC - Upstairs Conference): Okay. Well, Chris, thank you very much for leading the conversation and prompting these conversations with, you know, being available to meet with Mike and for talking to Jim Comeau and others. Speaker 1 (RBSC - Upstairs Conference): Oh, really? Speaker 1 (RBSC - Upstairs Conference): Appreciate you leading the issue for the committee.

51:34

Speaker 1 (RBSC - Upstairs Conference): Thank you. Speaker 10 (RBSC - Upstairs Conference): Right? Speaker 1 (RBSC - Upstairs Conference): The other one of our priorities that, Speaker 1 (RBSC - Upstairs Conference): There may be a little bit of info about it, it's just the, city's… Speaker 1 (RBSC - Upstairs Conference): website capacity to, there are two topics, maybe three, that, we're hopeful to learn whether they Speaker 1 (RBSC - Upstairs Conference): can be supported by the city's website, and with a yes, we may be able to then mount the legwork to kind of bring the information together. One is to provide descriptors of Speaker 1 (RBSC - Upstairs Conference): How people can make use of open spaces and where the trailheads are and that sort of thing, and then the rules, you know, the guidelines for using the space.

52:26

Speaker 1 (RBSC - Upstairs Conference): making that available online, and format to be determined. Another is, rental of, facilities around town, whether it's. Speaker 1 (RBSC - Upstairs Conference): Reserving picnic tables at Stage Fort Park, or gazebos, or bandstands, or… Speaker 1 (RBSC - Upstairs Conference): What have you. And the other, is… Speaker 1 (RBSC - Upstairs Conference): Somewhat related to that, but it's the use of sports fields, and at least having a public-facing schedule for their use. Speaker 1 (RBSC - Upstairs Conference): And, you know, there are degrees of… to which the public could be involved in scheduling their own thing there, but it would at least be something that's

53:09

Speaker 1 (RBSC - Upstairs Conference): Public facing that, people can get a sense of. Speaker 1 (RBSC - Upstairs Conference): when fields are in use so that they can, you know, the people in the leagues need to adjust their schedules and their practices due to rain and other, many other factors. That's where we need Adrian. Speaker 2 (RBSC - Upstairs Conference): the possibility of charging people for the use of fields? Because we're talking about charging, reserving tables and things. Is this a revenue stream that we should be considering? Speaker 1 (RBSC - Upstairs Conference): I don't think it's something this… well, I mean, I was going to answer hastily and say I don't think it's something this committee should really think about, but it's something that the city may want to contemplate. But.

53:51

Speaker 1 (RBSC - Upstairs Conference): Just knowing that, my pickup soccer league, or my pickup soccer friends, we could get together and, and… Speaker 1 (RBSC - Upstairs Conference): Use a particular pitch at a certain time. Yeah. Speaker 10 (RBSC - Upstairs Conference): Okay. Speaker 1 (RBSC - Upstairs Conference): Just started. Speaker 2 (RBSC - Upstairs Conference): review and to pay $30 to do that, that would give you more legitimacy to be there kind of. Speaker 1 (RBSC - Upstairs Conference): Yeah, or one could say… We paid for that pay. Yeah. Speaker 10 (RBSC - Upstairs Conference): the. Speaker 4 (RBSC - Upstairs Conference): It's in competition, too, with… Speaker 4 (RBSC - Upstairs Conference): the open access, you know, like, you should be a bunch of kids able to just go to the field and kick around the ball, right? So, for the large events, yes.

54:36

Speaker 2 (RBSC - Upstairs Conference): Yeah. Yes. Yeah. Speaker 1 (RBSC - Upstairs Conference): Yeah, for organized sports, maybe, but just for, you know… Speaker 2 (RBSC - Upstairs Conference): I mean, they're going to say, can't afford to set up this thing. And we go, well, there's this revenue stream you're just letting slip through your fingers. Speaker 10 (RBSC - Upstairs Conference): Okay. Speaker 4 (RBSC - Upstairs Conference): Mostly it is staff capacity because. Speaker 4 (RBSC - Upstairs Conference): monitoring, you know, like, with the Talbot Rink, it's… there's a full-time employee Speaker 4 (RBSC - Upstairs Conference): monitoring it, like the schedule, booking the schedule, that's public-facing, that's the template, right?

55:09

Speaker 2 (RBSC - Upstairs Conference): Money to pay that guy or gal. Speaker 4 (RBSC - Upstairs Conference): I don't know. That's probably what I should find out, but it is whatever a full-time employee is. Speaker 2 (RBSC - Upstairs Conference): Yeah, that's true. Speaker 4 (RBSC - Upstairs Conference): Yep, and then you rent skates. Speaker 2 (RBSC - Upstairs Conference): Right. The ice time is the analog. Yeah. And if they're renting ice time and they have a person to manage it, isn't that what we're looking for? Yeah. I mean, that's a good. Speaker 4 (RBSC - Upstairs Conference): Yep. Speaker 4 (RBSC - Upstairs Conference): pitch. As far as status, like, the public-facing schedule is something that…

55:44

Speaker 4 (RBSC - Upstairs Conference): That's, like, the lift that would be easiest. Speaker 4 (RBSC - Upstairs Conference): For now, is to have, like, some… you wouldn't be able to really, like, So… Speaker 4 (RBSC - Upstairs Conference): like, you can't book it on that. It just would be, like, whoever calls the leagues that call, you know, the DPW, they would just have those fields show, like, what's in use when. That's the ease… that would be the first thing that they could try to do. As far as, like, the website. Speaker 4 (RBSC - Upstairs Conference): we showed Manchester… I think I threw up Manchester's template, and, you know, it had, like, the field, how much parking, the stuff that's in the open space plan as well, and what you guys advocate for.

56:30

Speaker 4 (RBSC - Upstairs Conference): consistently, like, Right now, that's… Speaker 4 (RBSC - Upstairs Conference): it's not that it's on hold, but it's just, like, how to make that happen hasn't been fleshed out. I haven't… Speaker 4 (RBSC - Upstairs Conference): really made the case strong enough, like, this is why it needs to be… I don't mean to put it on me, but, like. Speaker 4 (RBSC - Upstairs Conference): It's… I think there's some more work I could do to try to show that, like. Speaker 4 (RBSC - Upstairs Conference): these are the fields, this is what can be done, and then can you book it? But that would need more staff on the back end. Speaker 2 (RBSC - Upstairs Conference): And to not include the possible revenue from that means that you're asking them to…

57:07

Speaker 2 (RBSC - Upstairs Conference): throw stuff at it, but if you could say, we could set up this system that could pay for itself, you know, I think that's a different argument. Speaker 9 (RBSC - Upstairs Conference): Is there a? Speaker 9 (RBSC - Upstairs Conference): competition issuing. Speaker 5 (RBSC - Upstairs Conference): In the sense that. Speaker 5 (RBSC - Upstairs Conference): Some given team captain or whatever could call. Speaker 9 (RBSC - Upstairs Conference): up and… Speaker 5 (RBSC - Upstairs Conference): and say, I want to reserve this field for every Saturday from April through whatever. Speaker 9 (RBSC - Upstairs Conference): are. Speaker 4 (RBSC - Upstairs Conference): That's what needs to be worked out. And I don't know how to work that out. So, because I don't.

57:38

Speaker 4 (RBSC - Upstairs Conference): I haven't seen what really goes into… you know. Speaker 4 (RBSC - Upstairs Conference): It is the sports leagues that manage a lot of it, and… Speaker 4 (RBSC - Upstairs Conference): they work with DPW for these spaces. I don't quite understand how that works, but it has, overall. Speaker 4 (RBSC - Upstairs Conference): I know, you know, in some cases, people have complained in Adrian's league that there's been problems. Speaker 4 (RBSC - Upstairs Conference): In front of it, but overall. Speaker 4 (RBSC - Upstairs Conference): They, like, they're not getting a ton of complaints from the… Speaker 4 (RBSC - Upstairs Conference): The weeks, you know, they could find the spots, they could find…

58:19

Speaker 4 (RBSC - Upstairs Conference): You know, if a rainout happens, an additional spot, but… or maybe we haven't heard enough feedback from the leagues and… Speaker 4 (RBSC - Upstairs Conference): boards, but from what I understand. Speaker 4 (RBSC - Upstairs Conference): Overall, it's, like, working well. However, for the… Speaker 9 (RBSC - Upstairs Conference): Yeah, but anyway, right, so, Speaker 4 (RBSC - Upstairs Conference): But, you know, I think, again, the first step, the easiest lift would be just the schedule. It would probably be an Excel sheet. Speaker 4 (RBSC - Upstairs Conference): But then that case… possible revenue stream… I mean, it would be one. Speaker 4 (RBSC - Upstairs Conference): Considering public access overall, like, protecting that and not charging everybody for…

59:03

Speaker 4 (RBSC - Upstairs Conference): All the time, but, if it's a reserved time. Speaker 4 (RBSC - Upstairs Conference): I'm kind of babbling in corners, but that's the first step, is the… It's a… Speaker 4 (RBSC - Upstairs Conference): Excel sheet showing, like, what's in use when. That's probably something that can get done. Speaker 1 (RBSC - Upstairs Conference): charge for access, but you might charge to reserve. Right. Possibly. Yeah. If there's an open spot, I could go play. But if somebody has reserved it, I can't, and they pay for the right to reserve. Speaker 1 (RBSC - Upstairs Conference): There are ways to think it through so that it still provides. Speaker 1 (RBSC - Upstairs Conference): You know, unfettered public access for free.

59:47

Speaker 1 (RBSC - Upstairs Conference): Okay. Speaker 1 (RBSC - Upstairs Conference): So, we're waiting, Speaker 4 (RBSC - Upstairs Conference): For that XL, I can do a status check to see how that's… okay. Speaker 4 (RBSC - Upstairs Conference): By the next meeting that we have. Speaker 4 (RBSC - Upstairs Conference): October, so that would be November. Speaker 4 (RBSC - Upstairs Conference): I can come back with, like, some more concrete detail on what's happening. Speaker 2 (RBSC - Upstairs Conference): That's that'd be great. Speaker 2 (RBSC - Upstairs Conference): Thank you very much. Speaker 1 (RBSC - Upstairs Conference): And do you need any information from the committee, or any support in… Building into it further.

1:00:28

Speaker 4 (RBSC - Upstairs Conference): I've… Maybe? Like, if there are… like, you know. Speaker 4 (RBSC - Upstairs Conference): I don't know if it's reaching out to Adrian again, just to… Speaker 4 (RBSC - Upstairs Conference): There's some examples that maybe she could give, or, Speaker 4 (RBSC - Upstairs Conference): Yeah, I don't really know if there is much more, because, like, I think you guys have communicated Speaker 4 (RBSC - Upstairs Conference): Do the reports, like, the problem pretty clearly. Speaker 4 (RBSC - Upstairs Conference): And again, you know, the open space plan discusses a lot about Speaker 4 (RBSC - Upstairs Conference): you know, the public facing… making it easy for the public to understand what's being used when at our fields, or at least that being a primary goal of that plan. And this relates to that, so…

1:01:20

Speaker 2 (RBSC - Upstairs Conference): Do we have a list of contacts in the various names and groups that use our fields? We have. Speaker 10 (RBSC - Upstairs Conference): A few, we don't have them all. Speaker 2 (RBSC - Upstairs Conference): Would Adrian have those if we could ask? The forum, I mean, that seems like an important thing to have. Speaker 11 (RBSC - Upstairs Conference): Yeah, I have… I have… Speaker 1 (RBSC - Upstairs Conference): Somewhere in the archives of my… Okay. Speaker 10 (RBSC - Upstairs Conference): My email, some of that. Speaker 2 (RBSC - Upstairs Conference): Because whoever's making the spreadsheet might want that. Right. Yeah. Speaker 1 (RBSC - Upstairs Conference): Well, whoever is making the spreadsheet has it. Oh, okay. It's the…

1:01:56

Speaker 10 (RBSC - Upstairs Conference): Yeah, it's okay. The issue is that it's. Speaker 1 (RBSC - Upstairs Conference): It is the one or two representatives from each of the leagues who has to contact an individual at DPW to get field time. But if an individual coach Speaker 1 (RBSC - Upstairs Conference): has an issue, and practice has to be canceled or rescheduled, they have difficulty. If they can't get hold of their contact, they don't have a ready resource to go where they can say, huh, we could go over to Field 7. Yeah. You know, they can't do that. They, it's more complicated. So I think… Speaker 1 (RBSC - Upstairs Conference): that the, the spreadsheet maker has all those contacts, so those people have that person's.

1:02:40

Speaker 4 (RBSC - Upstairs Conference): Assuming so, yes. That's how I understand it. Yeah. Okay. Speaker 1 (RBSC - Upstairs Conference): Right. And I have a note for action to contact Adrian about, Speaker 1 (RBSC - Upstairs Conference): Is there anyone from her sports leagues or from her kids' sports leagues who might be a good candidate to join our committee? Speaker 4 (RBSC - Upstairs Conference): Yeah. That's really what… yeah. Speaker 4 (RBSC - Upstairs Conference): For the recreational part. You guys do a lot of recreation, but that's a big… Speaker 4 (RBSC - Upstairs Conference): It was really nice to have her on here to speak to those. Right. Speaker 2 (RBSC - Upstairs Conference): Yep, so I have an outside question, perhaps. There's a… there's a… one of the…

1:03:20

Speaker 2 (RBSC - Upstairs Conference): agenda items on the ballot about open space and funding it. Should… is there any reason that we should endorse one of the decisions on that? Should we make a Speaker 2 (RBSC - Upstairs Conference): statement about it? Do we care? I mean… It's… Speaker 2 (RBSC - Upstairs Conference): So, setting aside state money for, you know. Speaker 2 (RBSC - Upstairs Conference): recreational activities that presumably would be spread across the state. We presumably could perhaps get some of it. Speaker 2 (RBSC - Upstairs Conference): You know, it'd be… Is that one of the nine ballot questions? It is, it is. It would be a carve-out from some of the state revenue go…

1:03:54

Speaker 2 (RBSC - Upstairs Conference): If I can… Speaker 2 (RBSC - Upstairs Conference): of National Resource Conservation Fund. The fund would put revenue collected from the sales tax, sporting goods. Speaker 11 (RBSC - Upstairs Conference): this. Speaker 1 (RBSC - Upstairs Conference): be under emerging issues. So put us. Speaker 11 (RBSC - Upstairs Conference): holdup. Speaker 1 (RBSC - Upstairs Conference): Just a moment. Not quite, not quite. So thank you. All right, so does anyone else have anything from our priority issues? Speaker 1 (RBSC - Upstairs Conference): Now, I thank you very much. I will move you. These are good conversations. I'll move us off of that and into emerging issues.

1:04:27

Speaker 1 (RBSC - Upstairs Conference): I would start to ask Dave Sargent, is there anything from ConCom that we might want to flag? Speaker 10 (RBSC - Upstairs Conference): noticing. Speaker 3 (RBSC - Upstairs Conference): important as that. And it's very early stages. There's an ARAD, which is an abbreviated notice of resource area determination. Speaker 10 (RBSC - Upstairs Conference): or… Speaker 3 (RBSC - Upstairs Conference): Parking lot that's privately owned for Long Beach and. Speaker 3 (RBSC - Upstairs Conference): holds 250 parking spaces, and essentially that's how people, you know, use Long Beach. A small part of Long Beach is in Gloucester, and the rest of it's Rockport, but people spread out all along Long Beach. And through the grapevine, if

1:05:12

Speaker 3 (RBSC - Upstairs Conference): They want to essentially make condominiums out of the entire lot, and we'll have to see how much. Speaker 3 (RBSC - Upstairs Conference): can be used, and how much can't be. This is in very early stages, because their resource… their resource delineation, in my estimation, is not thorough enough. So there may be some areas that they can. Speaker 3 (RBSC - Upstairs Conference): You know, actually utilize that they think that they may, but… Speaker 3 (RBSC - Upstairs Conference): At any point, it seems like, that parking lot may not be… You don't long for this world. Speaker 3 (RBSC - Upstairs Conference): and… Speaker 1 (RBSC - Upstairs Conference): Is this… How is it coordinated with Rockport? I mean, are the con… do the concoms… if…

1:06:00

Speaker 1 (RBSC - Upstairs Conference): Do you communicate with one another, or is it… Speaker 3 (RBSC - Upstairs Conference): No, the parking lot's in Gloucester. Oh, okay. All right. Most of Long Beach is in Rockport. I got it. Speaker 1 (RBSC - Upstairs Conference): Right, but the entirety of the parking lot is in Gloucester. Speaker 7 (RBSC - Upstairs Conference): the And comment. Speaker 6 (RBSC - Upstairs Conference): It's an in red. Speaker 7 (RBSC - Upstairs Conference): challenge to… Speaker 3 (RBSC - Upstairs Conference): No, no, to define the resources that are there. There's a bordering vegetated wetland. Speaker 3 (RBSC - Upstairs Conference): There's very… there's a barrier beach, there's coastal dunes, and it's an area that's been disturbed, so, there's a question of how much of it is still functional, how much of it, you know, meets the, performance standards, and everything. Do conservation.

1:06:48

Speaker 7 (RBSC - Upstairs Conference): Restrictions or provisions have to be put in place that might impact that parking lot? Is that what's… Speaker 3 (RBSC - Upstairs Conference): We have to figure out what actually are the resources that are there. Okay. We have. Speaker 3 (RBSC - Upstairs Conference): email, comments from CZM already on, how potentially we may define what's a coastal beach and, and coastal dunes, and what isn't. So, it's very early, on this, and, you know. Speaker 3 (RBSC - Upstairs Conference): It's like we have a lump of clay. Nobody has actually made that, but it looks like something's going to be made from that lump of clay. So this is a furnace. Speaker 10 (RBSC - Upstairs Conference): first.

1:07:28

Speaker 1 (RBSC - Upstairs Conference): A first conversation on this particular topic before the con. Speaker 11 (RBSC - Upstairs Conference): Okay. Speaker 3 (RBSC - Upstairs Conference): The property was just bought for $3 million within the last year or so, and it's a development company. So is this the parking lot? Speaker 9 (RBSC - Upstairs Conference): lot. Speaker 5 (RBSC - Upstairs Conference): the south end. Speaker 9 (RBSC - Upstairs Conference): the beach kind of. Speaker 3 (RBSC - Upstairs Conference): If you go down Rockport Road, it's right on your left. Right. Okay. You know, just past the Surfside Subs. Yep. Got it. Speaker 3 (RBSC - Upstairs Conference): So, that would actually be, you know, lost to Gloucester if that happened. A lot of people come to visit Long Beach Park there and spend money in Gloucester, so it would be lost, and these people would essentially have

1:08:15

Speaker 3 (RBSC - Upstairs Conference): Less place to go to the beach. There's no place to park. Speaker 8 (RBSC - Upstairs Conference): property might extend onto the beach. Speaker 3 (RBSC - Upstairs Conference): No, it does not, no. Speaker 3 (RBSC - Upstairs Conference): Thank you. Are the Eric, the. The areas, the resource that the areas with. Speaker 7 (RBSC - Upstairs Conference): resources and conservable natural features. Speaker 7 (RBSC - Upstairs Conference): within the the parcel in which the parking area is located or or abutting it. Speaker 7 (RBSC - Upstairs Conference): Both both. Okay. Okay. Speaker 1 (RBSC - Upstairs Conference): And all right, Dave, is there anything else from the CONCOM? Nope. Okay.

1:08:58

Speaker 10 (RBSC - Upstairs Conference): Thank you. Speaker 1 (RBSC - Upstairs Conference): Under any other emerging issues. Speaker 1 (RBSC - Upstairs Conference): If you have brought up the… the ballot question. Speaker 11 (RBSC - Upstairs Conference): I'm thinking about this. Speaker 1 (RBSC - Upstairs Conference): And whether it's something that for us to. Yeah, yeah. Being an advisory committee. Speaker 8 (RBSC - Upstairs Conference): Yeah, that's imply the city. Speaker 1 (RBSC - Upstairs Conference): Kind of where my gut check is. It seems that it's Speaker 1 (RBSC - Upstairs Conference): Something we can announce in this meeting that look at your packet for the ballot measure and through your non-governmental affiliations, advocate the hell out of it for whatever you believe in.

1:09:52

Speaker 2 (RBSC - Upstairs Conference): 6. Speaker 11 (RBSC - Upstairs Conference): expected. Speaker 1 (RBSC - Upstairs Conference): Okay, valid issue number six. Okay. Speaker 1 (RBSC - Upstairs Conference): recommendation. Speaker 8 (RBSC - Upstairs Conference): We hope you will. Speaker 12 (RBSC - Upstairs Conference): Yeah, I mean… Speaker 1 (RBSC - Upstairs Conference): The gist of it is that there are certain tax proceeds from recreational activities such as and sale of golf courses, I think was one of them, that would be earmarked for conservation recreational purposes. Speaker 2 (RBSC - Upstairs Conference): Sporting goods, recreational vehicles, golf. Speaker 1 (RBSC - Upstairs Conference): And so, that's… that's the gist of it, and

1:10:29

Speaker 1 (RBSC - Upstairs Conference): So, read up on it, and… Speaker 1 (RBSC - Upstairs Conference): Go to town with your advocacy, but maybe not in this meeting. Speaker 7 (RBSC - Upstairs Conference): We might get some money. Speaker 2 (RBSC - Upstairs Conference): I don't know, because it's free up the state, maybe it'll filter some guys. Speaker 7 (RBSC - Upstairs Conference): Anyway, help me please, sir. All right, thank you. Speaker 11 (RBSC - Upstairs Conference): Thank you for bringing that to our attention. Speaker 1 (RBSC - Upstairs Conference): Okay. Any other news or business? Speaker 11 (RBSC - Upstairs Conference): So, Phil, Speaker 1 (RBSC - Upstairs Conference): This is your second meeting as a mayor, as a member, and you stepped up to take the notes. Thank you very much for that.

1:11:06

Speaker 10 (RBSC - Upstairs Conference): Coherent enough. I am… Speaker 1 (RBSC - Upstairs Conference): I… we all get engaged at different levels, and Speaker 1 (RBSC - Upstairs Conference): I… I… and that's fine, we all have different Speaker 1 (RBSC - Upstairs Conference): capacity to, you know, to work on stuff for the, for the committee. And, Chris is, is… Speaker 1 (RBSC - Upstairs Conference): stepped up and been leading this Dogtown issue for a while, but now that he's a full-fledged, not an alternate member, we can, you know, he's really turned on the steam. I have been involved with some bicycle and pedestrian stuff, because that's important to me. Speaker 1 (RBSC - Upstairs Conference): if there are issues that are of particular importance to you, we're an advisory committee, and we can be louder and more persistent. You know, that's basically our tool, is to be louder and more persistent, or to anticipate and solve some of the problems that are coming up. So, if there's a

1:12:00

Speaker 1 (RBSC - Upstairs Conference): I don't know, a trail development, or something that, you know, I'm projecting what your interest may be, and you anticipate some problems. Can we also anticipate some solutions and, you know, make that part of the communication that goes to City Council and the Mayor about certain things? So, Speaker 1 (RBSC - Upstairs Conference): you know. Speaker 1 (RBSC - Upstairs Conference): We just have to use our moral suasion and our persistence to, to move the dial and, and our, we have a couple of documents each, well, 3 really, we've been doing a, Speaker 1 (RBSC - Upstairs Conference): an April and September report, and you were here for the finalizing of that one. We've also, for several years, done a, a New Year's,

1:12:45

Speaker 1 (RBSC - Upstairs Conference): Restatement of priorities. So, the, the, Speaker 1 (RBSC - Upstairs Conference): the April and September reports are what we've done, and then this is just another occasion to say, dear council members, here's some things that this committee really cares about. And we can use those documents, we can add documents, we can make stuff up. Speaker 1 (RBSC - Upstairs Conference): in order to send a letter or a, you know, a communication to the council or to the administration. Speaker 1 (RBSC - Upstairs Conference): To help with that. Speaker 1 (RBSC - Upstairs Conference): You know, persistence and loudness of the advice that we provide, so. Speaker 1 (RBSC - Upstairs Conference): you know, bring your ideas in those ways, too. Our next I guess our, our next

1:13:28

Speaker 1 (RBSC - Upstairs Conference): big required thing will be a review in a few years of the Open Space and Recreation Plan. Until that happens. Speaker 1 (RBSC - Upstairs Conference): We've got to entertain ourselves somehow. And so if you have a pet project that you, you know, or just an issue or a project that is important to you, please. Speaker 1 (RBSC - Upstairs Conference): We should just give an my background. I'd like to help Speaker 1 (RBSC - Upstairs Conference): Chris and, and, and, you know… Speaker 13 (RBSC - Upstairs Conference): The next steps in what you talked about. Thank you. Speaker 1 (RBSC - Upstairs Conference): That's the heart of the city, so I think that's great, and there's plenty to do, I'm sure. You do.

1:14:08

Speaker 11 (RBSC - Upstairs Conference): Yes. Speaker 9 (RBSC - Upstairs Conference): And be careful what you wish for. Speaker 10 (RBSC - Upstairs Conference): Anything else to report? Speaker 11 (RBSC - Upstairs Conference): Alright, we typically review what our tasks are. Speaker 1 (RBSC - Upstairs Conference): And, Speaker 11 (RBSC - Upstairs Conference): We have Eric had tasks. Speaker 1 (RBSC - Upstairs Conference): following up the internal city meeting regarding Dogtown and Chris is going to follow up with Jim Camo. Just to kind of a Speaker 1 (RBSC - Upstairs Conference): Another communication getting into a few more details of how to proceed. Speaker 1 (RBSC - Upstairs Conference): And I will check in with Adrian about a…

1:14:51

Speaker 1 (RBSC - Upstairs Conference): Member, see if she can recommend anything. Speaker 1 (RBSC - Upstairs Conference): For sports leagues. Do we have any other to-dos? Speaker 1 (RBSC - Upstairs Conference): the… Speaker 4 (RBSC - Upstairs Conference): Status check on the public facing schedule. Yeah. Okay. Yeah. Got it. Okay. Right. Speaker 1 (RBSC - Upstairs Conference): Thank you. Date of our next meeting. Speaker 8 (RBSC - Upstairs Conference): Good question. The data that. Speaker 1 (RBSC - Upstairs Conference): Our next meeting is Election Day. And Dave Morrow is a polls worker. Thank you for your civic duties. Speaker 13 (RBSC - Upstairs Conference): attitude. Speaker 7 (RBSC - Upstairs Conference): move it to another day that week? We absolutely do. Tuesday? Well…

1:15:33

Speaker 14 (RBSC - Upstairs Conference): It gets complicated. Speaker 5 (RBSC - Upstairs Conference): don't… Speaker 7 (RBSC - Upstairs Conference): Use of the room maybe is an issue. Speaker 14 (RBSC - Upstairs Conference): Well… Speaker 4 (RBSC - Upstairs Conference): I mean, right now, that's… the room is open, but I think it's just scheduling. We… you guys are… Speaker 4 (RBSC - Upstairs Conference): busy people… That's what happened. It was… it wouldn't work on the second Tuesdays before, but maybe… Speaker 12 (RBSC - Upstairs Conference): You had a… Speaker 1 (RBSC - Upstairs Conference): Something on your Tuesdays, didn't you? Speaker 2 (RBSC - Upstairs Conference): Well, yeah, the Cape and Indivisible keeps jumping on the Tuesdays too.

1:16:06

Speaker 1 (RBSC - Upstairs Conference): And Concoms. That was on Wednesdays. Wednesdays, okay. Speaker 3 (RBSC - Upstairs Conference): I get worse on Thursday too. So this is the first Tuesday. Speaker 13 (RBSC - Upstairs Conference): November, the first Thursday in November. Speaker 3 (RBSC - Upstairs Conference): I can first Thursday I work it up. Speaker 10 (RBSC - Upstairs Conference): Okay. Speaker 2 (RBSC - Upstairs Conference): Indivisible is the second Tuesday. Yeah. Speaker 14 (RBSC - Upstairs Conference): So… I don't… if you would like, we could all… Speaker 1 (RBSC - Upstairs Conference): Kind of plug through this on a day by day basis and and and find a day. Speaker 1 (RBSC - Upstairs Conference): Just, you know, November 1st, November 2nd, just look at your calendars. Are you… can you all do that now?

1:16:48

Speaker 9 (RBSC - Upstairs Conference): Everybody's got a calendar with me, but. Speaker 9 (RBSC - Upstairs Conference): But I'm guessing that would be fine. Okay. All right. Speaker 14 (RBSC - Upstairs Conference): Let me open mine. Speaker 3 (RBSC - Upstairs Conference): You want to see OP and vote for it. Speaker 3 (RBSC - Upstairs Conference): Vote for a day except election day. Yes. Speaker 2 (RBSC - Upstairs Conference): It's a joke. Speaker 3 (RBSC - Upstairs Conference): Okay. Speaker 11 (RBSC - Upstairs Conference): Thanks for pointing that out. Speaker 14 (RBSC - Upstairs Conference): the. Speaker 10 (RBSC - Upstairs Conference): I didn't. We'll all laugh when we get it. All right.

1:17:20

Speaker 10 (RBSC - Upstairs Conference): Okay. Speaker 8 (RBSC - Upstairs Conference): As opposed to the second Tuesday. Yeah. Speaker 2 (RBSC - Upstairs Conference): You can come to those meetings if you'd like.

1:17:36

Speaker 2 (RBSC - Upstairs Conference): after the election. Speaker 14 (RBSC - Upstairs Conference): Great. So… Speaker 1 (RBSC - Upstairs Conference): November 2nd is a Monday. Speaker 2 (RBSC - Upstairs Conference): Could be. Speaker 1 (RBSC - Upstairs Conference): Third is Election Day. Speaker 1 (RBSC - Upstairs Conference): November 4th is a Wednesday. Speaker 1 (RBSC - Upstairs Conference): No good for you. Speaker 14 (RBSC - Upstairs Conference): November… I'm not available. Speaker 13 (RBSC - Upstairs Conference): Okay, I have a question. Speaker 7 (RBSC - Upstairs Conference): I can… I can do. What was the objection to the Monday? We don't. Speaker 13 (RBSC - Upstairs Conference): I'm busy. You're busy.

1:18:19

Speaker 2 (RBSC - Upstairs Conference): the. Speaker 10 (RBSC - Upstairs Conference): Okay. Speaker 14 (RBSC - Upstairs Conference): And we're down to 5 members. Speaker 1 (RBSC - Upstairs Conference): And we need four for tomorrow and just five to be productive. We'd like all the voices to be here. So if we can. Speaker 1 (RBSC - Upstairs Conference): his members. Speaker 1 (RBSC - Upstairs Conference): This is a six. Oh, we do. Okay. Yeah. Well, still, it's it's it's fair. Yeah, no, good point. Speaker 14 (RBSC - Upstairs Conference): Thank you. Speaker 2 (RBSC - Upstairs Conference): Are we asking about the 6th? Friday the 6th? Speaker 10 (RBSC - Upstairs Conference): I can do Friday. Is that okay with everyone? I can.

1:18:54
