I want everybody to be seeing that signal. Speaker 1 (Harbormaster - Conference Room): So, see those two participants? That's where one, and this is… Speaker 1 (Harbormaster - Conference Room): That's somebody else. So, if there was one on here, another person on here, stuff the meeting in a second, if there was another person, like Kellen was on here. Speaker 1 (Harbormaster - Conference Room): We could push him and promote him to panelists. Do not send out panelist invites. It's good, right? Only when somebody's been… this is the, October 6th, and we have the WATERWAYS board in attendance. Speaker 1 (Harbormaster - Conference Room): Donna Frocker, Bob Als, Peter Young, Brian Clark, John McCarthy.

0:45

Speaker 1 (Harbormaster - Conference Room): our Harbormaster Chris Lucido, and our City Council liaison, Tony Gross. Speaker 1 (Harbormaster - Conference Room): Wasn't… So, Speaker 1 (Harbormaster - Conference Room): Anybody here or online for oral communications? Raise your hand if you are. Speaker 1 (Harbormaster - Conference Room): Where's Patty tonight? Speaker 1 (Harbormaster - Conference Room): She's been under the weather. Patty's not feeling well. Speaker 1 (Harbormaster - Conference Room): Seeing none, I'm sure everybody got to read my room. Speaker 1 (Harbormaster - Conference Room): Thanks. Speaker 1 (Harbormaster - Conference Room): Can we have a motion to approve the minutes from the July meeting?

1:30

Speaker 1 (Harbormaster - Conference Room): I'd like to make a motion to approve the July minute Meeting. Speaker 1 (Harbormaster - Conference Room): Okay. Second it. Speaker 1 (Harbormaster - Conference Room): Any corrections? Didn't see any. Speaker 1 (Harbormaster - Conference Room): All those in favor. Speaker 1 (Harbormaster - Conference Room): Hi. Hi. Speaker 1 (Harbormaster - Conference Room): Motion passes. Speaker 1 (Harbormaster - Conference Room): None opposed. Speaker 1 (Harbormaster - Conference Room): So, 2 p.m. All right, Chris, you're up, my friend. All right, I'm up. So, 2026 season. Speaker 2 (Harbormaster - Conference Room): It's going along pretty well. We're ahead of last year a little bit on bookings, and we continue to book

2:13

Speaker 2 (Harbormaster - Conference Room): Quite a few moorings at this point. We've had about 1,170 moorings booked. Speaker 2 (Harbormaster - Conference Room): the season. the. Speaker 1 (Harbormaster - Conference Room): How does that compare to last year, Chris? It's a little more. Yeah. Speaker 2 (Harbormaster - Conference Room): A little more, Speaker 2 (Harbormaster - Conference Room): Not a ton more, but we're still booking a lot of moorings on the weekends, yes. Majority through DACWA? Yes, pretty much. They're all pretty much all through DACWA. We have an occasional person that comes in and… Speaker 2 (Harbormaster - Conference Room): And won't pay, but we pretty much send everybody food online.

2:51

Speaker 2 (Harbormaster - Conference Room): So, Schoonerfest… Schoonerfest went really well. We changed it up a little bit this year, and we tried to keep people from anchoring, and we basically made a big, huge circle, and the schooners went around the circle, and we kept everybody inside the circle from anchoring, so they had to be on the move. Speaker 2 (Harbormaster - Conference Room): way easier for the schooners, way easier for sailboats and people moving around. Speaker 2 (Harbormaster - Conference Room): incredibly better. Speaker 2 (Harbormaster - Conference Room): So schoonerfest went well. Speaker 2 (Harbormaster - Conference Room): as you all know, Magnolia Pierre. We had another issue with the gangway. It

3:26

Speaker 2 (Harbormaster - Conference Room): You're rolling your eyes. Yeah, Phil is here. We actually went down there to take a look at it. Speaker 2 (Harbormaster - Conference Room): And there were quite a few welds on the upper end. We had replaced the hinge section of it. Speaker 2 (Harbormaster - Conference Room): It was all brand new, but the park that is attached to the pier had a bunch of tears and rips in it. Speaker 2 (Harbormaster - Conference Room): I'm sorry, not the part attached to the pier, the part attached to the gangway itself had a bunch of rips and tears. So we lowered it, brought it in. Speaker 2 (Harbormaster - Conference Room): Over to JNL Weldon. They did extensive repairs on it, and once the repairs were done, it was too late to put back in. You know, didn't make sense. It was only a few days from when we typically take it out, so we decided not to put it back and we stored it at Cripple Cove as we usually do.

4:17

Speaker 2 (Harbormaster - Conference Room): You'd have been taking it right back out to the… Speaker 2 (Harbormaster - Conference Room): Easterly that we had blows through last year, anyway. Yeah, it was… it was typically… it was only a few days, so we typically take it out September 15th, and it was only a few days from that, so we didn't… we decided not to put it up. Speaker 2 (Harbormaster - Conference Room): and then have to take it right back down. Or costly. Yeah, yeah. How costly? Just under $4,000 in that ballpark. Speaker 2 (Harbormaster - Conference Room): That's including the other the original first repair also. No, you but nearly when you leave it in place and just lift it for the winter.

4:48

Speaker 3 (Harbormaster - Conference Room): Yes, yes, Florida. Speaker 2 (Harbormaster - Conference Room): We couldn't do that because the part that needed the repair would have been. Speaker 3 (Harbormaster - Conference Room): Yeah, no, no, that's why we brought this onto the floor and brought it back. So when I they asked me because people mentioned and of course you see Facebook and all that. Speaker 2 (Harbormaster - Conference Room): Yeah, I always take up. Is it a redesign? Can I say something about heavier-duty materials you use, or can you give me anything that this might not happen again? Pretty much, it's been rebuilt. Speaker 2 (Harbormaster - Conference Room): It's pretty much been rebuilt. I mean, aluminum is softer. It's softer than stainless steel, and obviously they're not going to make a gang without stainless steel, just the weight alone.

5:25

Speaker 2 (Harbormaster - Conference Room): Ridiculous. This is the attachment, though, right? Yeah, the attachment has been totally… it's the same design, but it's just been made a lot heavier duty. They put some cross members in it, they went over the whole gangway, there were a couple bad spots that were cut out, fixed. Speaker 2 (Harbormaster - Conference Room): any tracks were taken, so I told them, whatever needed to be done, we don't want to be doing this. So it's reinforced, so… It's reinforced, yeah. He even put a third rail, right, in the gangway? I believe so. Yeah, he did a ton of… he did a ton of work. Okay. We did find… the only thing we found upon inspection is one of the 6,000-pound blocks

5:57

Speaker 2 (Harbormaster - Conference Room): that holds the… Speaker 2 (Harbormaster - Conference Room): float has moved. So there's… up against the pier, there are two 6,000-pound blocks that are attached to two more 6,000-pound blocks, and on the outbound side, there's two 6,000-pound blocks. The one closest to the beach doesn't angle off to the beach anymore. It actually goes straight out, and it faces the Manchester Beach Club. Yeah. I think that's what it's called. So that… that one block has Speaker 2 (Harbormaster - Conference Room): move Speaker 2 (Harbormaster - Conference Room): somehow, and I don't know if that is part of the reason the float may pull or twist a little bit. So this year, this coming year, we're scheduled to inspect the chains and the blocks, and we'll have the block reset.

6:40

Speaker 2 (Harbormaster - Conference Room): Because it sounds like there's too much tension on that one chain. Speaker 2 (Harbormaster - Conference Room): Who knows? Who knows? I mean, there's 60 feet of chain there, and the chains are slack anyway, so they do cross. They do cross, yes. So the outer chain on the float goes to the block on the beach side. And they've been in there for a while. They've been… we put those in a few years ago. Speaker 2 (Harbormaster - Conference Room): Yeah, so there's… they've been… they should have been settled by now, right? The inboard side? The inboard side one is the one that's moved, which is strange. Speaker 2 (Harbormaster - Conference Room): So… Infor is not designed for any, excuse me, any.

7:12

Speaker 3 (Harbormaster - Conference Room): vessels to come and dock for a moment, right? I mean, there's just that one. So it gets a little unprofitable. Speaker 4 (Harbormaster - Conference Room): I'll be upstairs as much as anybody, but you know, people just wait and take their turn and we're, we're just making it work. But it's a little shallow on the other side. Speaker 2 (Harbormaster - Conference Room): It is shallow and the waves roll in that. They, you know, they broke, break over that reef there. Speaker 4 (Harbormaster - Conference Room): And most people don't even try. I don't try just to come around the, and the dinghies are there. You know, the one from nature. Brian, does the community understand how expensive.

7:40

Speaker 3 (Harbormaster - Conference Room): Vincent? Speaker 3 (Harbormaster - Conference Room): This is Zoom. Speaker 4 (Harbormaster - Conference Room): I don't know. With the limited contact of people walking on my dogs and stuff, it's just I'm always being positive and saying it's a safety issue. But they Facebook grumble. Facebook grumble, yeah. It's usually the usual fuss. Yeah, right. Speaker 1 (Harbormaster - Conference Room): But there was somebody who was going to come to the meeting last time, didn't show up around the prams. Yeah. Speaker 4 (Harbormaster - Conference Room): I crossed paths with some people, and… so, yeah, and that person wanted me to take the community dean to the shore. However, I found it was not my… my position to do that. I moved

8:22

Speaker 4 (Harbormaster - Conference Room): one gentleman that you… that is nice enough to let us… has the wheels up. I moved his because I know him, but I left the community one out there because I didn't feel it was my part, because some people might want to actually climb down. I did make sure that it was bailed, and I would bail it. Speaker 4 (Harbormaster - Conference Room): But I didn't think she liked my answer. She wanted me to move it. Speaker 1 (Harbormaster - Conference Room): But one was destroyed, right? One of the… no, it wasn't. Okay. No, that was… Speaker 2 (Harbormaster - Conference Room): That was, yeah, that was telling a lot of hype. The drama. Yeah, it was just a lot of drama.

8:55

Speaker 2 (Harbormaster - Conference Room): Yeah. Speaker 2 (Harbormaster - Conference Room): It was drama. The pram is fine. I took the pram. We brought it into the beach and anchored it on the beach, and then they took care of it. Speaker 4 (Harbormaster - Conference Room): And there's one out there, and there was another… might have been a private owner, I just drove by that. Yeah, it seems to be working great, so I… thanks for the update. I'll… if I have face-to-face with anybody, that's usually how it is, and I'll just say positive things in that work. Can I just answer one thing? If you do run into Tina, like, Speaker 4 (Harbormaster - Conference Room): She was very involved, but she did donate this.

9:27

thinking. Speaker 8 (Harbormaster - Conference Room): So, she's a little concerned. I'm gonna give her… Speaker 4 (Harbormaster - Conference Room): Well, she made it clear to me that she has been placed in charge by Manchester Harbormaster. She is in charge of the team. Speaker 4 (Harbormaster - Conference Room): the dinghies. And I said, I'm unaware of that being in riding of any sport. She didn't like my question. I'm in charge here. Is that official? But I wasn't unaware that Manchester had put her in charge of that situation. Speaker 2 (Harbormaster - Conference Room): Well, if it makes you feel any better, I was on board. Fair enough. Sorry, Dean. All right. We can go. Speaker 4 (Harbormaster - Conference Room): Well, that's fine. We like volunteer help, you know. We certainly do.

10:06

Speaker 2 (Harbormaster - Conference Room): It's all good. And they can always call me. Coach Guy. Speaker 1 (Harbormaster - Conference Room): Yeah, so the St. Peter's, that's a big one. How are we doing with the traps up on the pier already? Speaker 2 (Harbormaster - Conference Room): They've all been… Speaker 2 (Harbormaster - Conference Room): sent a letter. There's been some phone calls made. They've all been sent a letter, and there's been a letter put on every boat. Speaker 2 (Harbormaster - Conference Room): reminding them that November 15th is the date. Speaker 2 (Harbormaster - Conference Room): Not today, not last week, November 15th. And the one. Speaker 1 (Harbormaster - Conference Room): The ones that are already up there are gone.

10:38

Speaker 2 (Harbormaster - Conference Room): They are not gone yet. They are slated to leave. And that was part of the letter that was put on to the… Speaker 2 (Harbormaster - Conference Room): votes. Speaker 1 (Harbormaster - Conference Room): So that's what happened. So, I had a call from Larry Maver, he also called Chris. Speaker 1 (Harbormaster - Conference Room): One of the lobstermen, and I'm sure part of it was due to the storm, and he's an older guy, was already putting his traps up on the pier, you know, on the walkway. Speaker 1 (Harbormaster - Conference Room): And, you know, It at least says November 15th, so… Speaker 2 (Harbormaster - Conference Room): And that's… I assume that's what it was. The storm blew up, and he wanted to get some stuff that was close in. up on the pier out of the water so we didn't lose it.

11:17

Speaker 2 (Harbormaster - Conference Room): It was on the railing next to his boat, and then it migrated to Speaker 2 (Harbormaster - Conference Room): the backside. So he's been made aware. Speaker 2 (Harbormaster - Conference Room): and they will be moved. Speaker 1 (Harbormaster - Conference Room): So then the next question is, you know, what the, and you may know more, Tony, about, you know, when work will start, has the work been permitted to anybody? We'll cover that. Okay, all right, okay, yeah. Speaker 1 (Harbormaster - Conference Room): Because I guess it would be kind of a bummer for them to put their stuff all up there and then have to remove it. Well, it's in your report. Yeah. Speaker 2 (Harbormaster - Conference Room): Yeah, we're talking about that as we speak. I've reached out to the city. It's supposed to go out to bid in February. Oh, yes.

12:05

Speaker 1 (Harbormaster - Conference Room): So… And so it's November 15th to… Yeah, so that's like, well, we don't know… Right. Right. Down to the back. After the summit. Yeah. We'll have to sum up. Yeah. Speaker 4 (Harbormaster - Conference Room): Yeah. Speaker 4 (Harbormaster - Conference Room): Is that Peter Slaney? Yeah, I would think. Speaker 4 (Harbormaster - Conference Room): If it goes out to bid. Speaker 4 (Harbormaster - Conference Room): No, what, 6 weeks sometime? I'm gonna come back. Yeah, no, I'm gonna come back. I'm gonna come back. Speaker 1 (Harbormaster - Conference Room): That's fine. Yeah. Well, we could flip flop finance and public facilities if you, Well, it's actually in his on the agenda. It's

12:46

Speaker 1 (Harbormaster - Conference Room): Yep . It's in the, on Chris's operating. Speaker 5 (Harbormaster - Conference Room): master report, St. Peter's timeline. Speaker 5 (Harbormaster - Conference Room): Yeah. Speaker 2 (Harbormaster - Conference Room): So that's that's what we have. Felt a bit supposedly in February is what I got yesterday or this morning. Speaker 2 (Harbormaster - Conference Room): So, that's pretty much… I'm just waiting for more info from City Hall. Because the boats will have to go, too. Speaker 1 (Harbormaster - Conference Room): Yes. Speaker 2 (Harbormaster - Conference Room): Yes, and that's… that's a big deal. We need to find out timing on when this is going to happen, whether it's in their fishing season or in their off-season, so…

13:22

Speaker 5 (Harbormaster - Conference Room): It's a little… On this piece of paper here. Speaker 5 (Harbormaster - Conference Room): It says land grant, it's actually Seaboard Economic Council grant. Speaker 5 (Harbormaster - Conference Room): Well, not land grant. Speaker 5 (Harbormaster - Conference Room): That's why you're here. Speaker 1 (Harbormaster - Conference Room): Just not to open a can of worms, but… Speaker 1 (Harbormaster - Conference Room): So, the peer that it gets extended for just special times. Speaker 1 (Harbormaster - Conference Room): Would… having the fishermen have a place to, you know, dock, would that be a special time? Speaker 5 (Harbormaster - Conference Room): want that out there all winter? No.

13:58

Speaker 1 (Harbormaster - Conference Room): No, but if they're going to start… Speaker 2 (Harbormaster - Conference Room): a lot to do with what time of the year it is because it gets pretty rough in there. Speaker 2 (Harbormaster - Conference Room): Yeah, they are commercial boats. We don't own those floats. Speaker 2 (Harbormaster - Conference Room): And we've had conversations. Speaker 2 (Harbormaster - Conference Room): With the owners of the floats, and… Speaker 5 (Harbormaster - Conference Room): You know, the world will be done over the winter, though. Speaker 2 (Harbormaster - Conference Room): Yeah, I would think so. I would hope so. Speaker 5 (Harbormaster - Conference Room): I know, but we, I mean… Most of them stay in, right?

14:29

Speaker 5 (Harbormaster - Conference Room): Yeah, but when we did… when they were doing this out here, National Grid. Speaker 5 (Harbormaster - Conference Room): They took one of our wave attenuating floats and put it out in front of the Coast Guard station, just for example. Speaker 5 (Harbormaster - Conference Room): And it flipped over and got totally damaged. That spot is not healthy. Right. They had to buy a national grid. So there are… Speaker 2 (Harbormaster - Conference Room): a few options out there that I think we should, like, go to public… refer to public facilities, we'll look at some areas, and then bring it back to the board and talk about it at a different time, you know, as to what we can do with the displaced boats.

15:07

Speaker 1 (Harbormaster - Conference Room): Give me a good one. Speaker 1 (Harbormaster - Conference Room): So we can flip-flop so that… I can get finance out of the way real quick. Speaker 5 (Harbormaster - Conference Room): Okay. We don't have much. There still hasn't. Speaker 5 (Harbormaster - Conference Room): Heard back on the Grant cycle from the Grant writer, and we. Speaker 6 (Harbormaster - Conference Room): Got to get an idea of what she's going to charge. Other than that, we might have to put up an RFP for that. Speaker 6 (Harbormaster - Conference Room): Okay. The only thing you would… Speaker 6 (Harbormaster - Conference Room): sent me a text about what fees we had deferred. The only ones that I remember, we were too late to do anything with kayaks.

15:37

Speaker 1 (Harbormaster - Conference Room): And we were looking at a staggered approach to. Yeah. Speaker 4 (Harbormaster - Conference Room): So, we have. Speaker 2 (Harbormaster - Conference Room): We looked at… we had talked about kayaks, so the kayak… Speaker 1 (Harbormaster - Conference Room): I finished that sentence, a staggered approach, like, sorry. No, I was like, I know what's in my brother's… my brother used to be… he'd be looking from his cereal bowl, and he'd be like, and, no, no, no, and it'd be like, this whole conversation happened in his head before we got half of it. We had originally… we had had a conversation around Speaker 1 (Harbormaster - Conference Room): staggering the transient, you know, size of the boat size based on the size of the boat.

16:08

Speaker 6 (Harbormaster - Conference Room): They come in with a 70 foot, it's $80 a night if they come in with… Speaker 6 (Harbormaster - Conference Room): you know, 70, 50 to whatever. You know, it's done in other communities, it's done, I think, even in Newbury before. Speaker 6 (Harbormaster - Conference Room): Chris was gonna… people out through this season and see what they… their thoughts on it was. Yeah. Speaker 6 (Harbormaster - Conference Room): Did you have any… Speaker 2 (Harbormaster - Conference Room): We have very mixed feelings. Speaker 2 (Harbormaster - Conference Room): Sailboaters? Speaker 2 (Harbormaster - Conference Room): didn't want anything to do with talking about fee changes. Nothing.

16:43

Speaker 2 (Harbormaster - Conference Room): Some of them said we were very high priced. Speaker 2 (Harbormaster - Conference Room): Power boaters, a lot of them had no, they didn't care. They're like, we're going to pay whatever it takes to come to Gloucester anyway. But like I said, the sailboaters said, no way, we're going to anchor before we're going to rent them. A lot of them anchored. Speaker 6 (Harbormaster - Conference Room): Anyway, you know, but. Speaker 2 (Harbormaster - Conference Room): So, two different… We don't want to price ourselves out. Speaker 6 (Harbormaster - Conference Room): of the market. Correct. You know? Yeah. I got a. Speaker 5 (Harbormaster - Conference Room): If somebody goes down the coast, Boston is one of the most expensive.

17:11

Speaker 6 (Harbormaster - Conference Room): But a lot of them don't have facilities either. You know, a lot of them don't have the launch service, a lot of them don't have the showers. Speaker 5 (Harbormaster - Conference Room): We'll go to docks and tie up the docks. They have the same thing, and it's actually more expensive than docks, you know, when you go south. Speaker 5 (Harbormaster - Conference Room): So it's… just keep that in mind, that we're getting known as one of the most expensive on the… on the East Coast. Speaker 6 (Harbormaster - Conference Room): Yeah, when I was traveling, Tony, I was paying Speaker 6 (Harbormaster - Conference Room): $5, $6, $7 a foot a night to tie it. Speaker 6 (Harbormaster - Conference Room): That ducks. And if you've got a body football, it's $280. I haven't been tracking.

17:41

Speaker 5 (Harbormaster - Conference Room): But I'm just telling you, the report. Speaker 6 (Harbormaster - Conference Room): I got. Yeah, I mean, I'm just saying, especially going Celtic, it's… I have had people say that. You get the other side of the kick-puck gallon, prices all the way down to New York, it's just crazy. Yeah. I know we have a problem with seasonal passes for the lodge, but to your point, when you travel up and down the coast. Speaker 6 (Harbormaster - Conference Room): When you pull in here, I don't think our numbers are… All that. Speaker 7 (Harbormaster - Conference Room): high. What's high is the launch. You take five people out to your boat, and then you bring them back, and it's $10 a person. It's like, I would look at it.

18:18

Speaker 5 (Harbormaster - Conference Room): And in SUI, what's that? Do we charge transients for lunch? No. They get to launch for free. Yeah. Speaker 5 (Harbormaster - Conference Room): So, doesn't matter, that's only our own that made that. Speaker 1 (Harbormaster - Conference Room): Let's bring that one back to the, because I talked to, well, it doesn't matter. I talked to Leslie about the booklets. You know, we went through this whole research project around that. So the booklets are substantially less money. You just buy a book of 20. It's way less than $10 a ride. They're not selling. Speaker 1 (Harbormaster - Conference Room): She sold 4 of them. Speaker 1 (Harbormaster - Conference Room): This year? Yeah.

18:53

Speaker 1 (Harbormaster - Conference Room): Yeah. Maybe. Hmm. All right. Speaker 6 (Harbormaster - Conference Room): Maybe we should publicize that a little bit more. Send an email. We must have them being able to send everybody who want about Morris an email. Just reminding them that that is available. Speaker 8 (Harbormaster - Conference Room): How many people? Speaker 2 (Harbormaster - Conference Room): I mean, that's a great thing, but I would rather have people buy a pass. Yeah. Speaker 8 (Harbormaster - Conference Room): Yeah, how many people? Speaker 5 (Harbormaster - Conference Room): to go bring all their passengers rather than go get the boat and then come back. Speaker 2 (Harbormaster - Conference Room): It's split. It depends. Some people will go out with one or two people to their boat and then come back and pick these people up. We have other people that will go out and take their whole five, six, seven people out at once.

19:34

Speaker 5 (Harbormaster - Conference Room): So what I… Speaker 7 (Harbormaster - Conference Room): I bring my good friends bass fishing often. Speaker 7 (Harbormaster - Conference Room): and what I do is I usually go up by myself, you know. See me all the time I go, and I grab my boat. I bring another dock. 7 or 8 guys get on the boat. Speaker 7 (Harbormaster - Conference Room): I go out with fish, then I have to bring them back and drop them off again. Otherwise, it's $10 each rush. Speaker 8 (Harbormaster - Conference Room): Chief State. Yeah. Speaker 2 (Harbormaster - Conference Room): Why are you not. Speaker 5 (Harbormaster - Conference Room): Even though it's their money. Speaker 1 (Harbormaster - Conference Room): Well, it'll be interesting to know. I told Leslie I'd dig in a little bit because by rights, the launch cash should be much higher.

20:08

Speaker 1 (Harbormaster - Conference Room): Because nobody's buying the booklets, and about exactly the same number of season passes were sold. Yeah. Speaker 1 (Harbormaster - Conference Room): So there should be an exponential increase in what's happening for cash on the launches. Yeah. Speaker 1 (Harbormaster - Conference Room): Which isn't what we… it's what we were trying to waylay anyway, to not have that happen, so… Speaker 1 (Harbormaster - Conference Room): You know, maybe we look at the booklets that, you know. Speaker 1 (Harbormaster - Conference Room): You can bring those guys back and forth three times with a booklet. Speaker 6 (Harbormaster - Conference Room): Well, some people were coming in that wanted to go to lunch, and it was cheaper for them to rent a mooring. Yeah.

20:48

Speaker 6 (Harbormaster - Conference Room): and have the launch bring all their people there. Speaker 2 (Harbormaster - Conference Room): Occasionally have people that come in for lunch, they'll come up from Marblehead or wherever, they'll rent a mooring for the 70 bucks, and they'll get the launch with it, so they'll pile on 6 or 8 people, and they'll come in and have lunch. And pay for the mooring, just to get the launch with it. If you have 8 people at $10 apiece. Speaker 2 (Harbormaster - Conference Room): You're paying 70 bucks for the mooring. Speaker 2 (Harbormaster - Conference Room): you're saving 10 bucks at that point, but, I mean, we have a lot of people that do those both ways, too, so…

21:15

Speaker 1 (Harbormaster - Conference Room): Chris, when do you think it's a good idea to take a first pass at, you know, you know, what the budget looks like compared to what we projected? Speaker 2 (Harbormaster - Conference Room): A little bit further into the winter. Speaker 2 (Harbormaster - Conference Room): you know, I think it's still a little too early right now. Speaker 2 (Harbormaster - Conference Room): Oh. Speaker 6 (Harbormaster - Conference Room): One question maybe Tony can either answer or tell us how to get an answer to it is. Speaker 6 (Harbormaster - Conference Room): They came in and surcharged the enterprise funds this year for disarmament, the main budget. They charged us, like, 3.8%. They charged them all 3.8%. 3.8.

21:53

Speaker 6 (Harbormaster - Conference Room): Proportionally, I thought that was high for this fund, but… Speaker 6 (Harbormaster - Conference Room): Are we gonna get hit with that again next year? I would guarantee it. Speaker 6 (Harbormaster - Conference Room): I guarantee that's an ongoing thing. Because we didn't even know it. We didn't budget it or anything. It just got done. Speaker 6 (Harbormaster - Conference Room): Nothing. Speaker 6 (Harbormaster - Conference Room): So we should… That should be in the budget, Tony. Speaker 6 (Harbormaster - Conference Room): I would count on it. Speaker 5 (Harbormaster - Conference Room): I would count on looking at the fiscal. Speaker 8 (Harbormaster - Conference Room): You know, situation with the city.

22:27

Speaker 5 (Harbormaster - Conference Room): I would say that that's. Speaker 1 (Harbormaster - Conference Room): Very so much for one time. Likely. Speaker 8 (Harbormaster - Conference Room): could. Speaker 5 (Harbormaster - Conference Room): I'm not sure if it was one time. I think it may. I'm going to. Speaker 6 (Harbormaster - Conference Room): Well, it's never been done before, but… I'm gonna pull up the budget, because… Speaker 5 (Harbormaster - Conference Room): I think I looked at that. Speaker 1 (Harbormaster - Conference Room): Alright, so we'll circle back, we'll have a meeting in late November, December, and start that process, yeah. I. Speaker 2 (Harbormaster - Conference Room): So quickly going back to the kayak rack, we left that last time. Yep. We had visited it and we decided to let that go because we had a bunch of kayak racks that were not filled. Right. And the wait list, we were just going through the wait list. No, I don't want it. No, I don't want it. We had a lot of people that turned it down.

23:13

Speaker 2 (Harbormaster - Conference Room): So I think we should fill that, fill the kayak rack first before we try to bring it up to get everything filled. Speaker 6 (Harbormaster - Conference Room): If we're not filling it, then it's probably not a good idea to go out. Speaker 6 (Harbormaster - Conference Room): And it wasn't big money that we're gonna put in the fund on that anyway. Yeah. Really small money. Speaker 2 (Harbormaster - Conference Room): We're going to look internally at, through the office of maybe moving some of the kayak racks around. So there are places that we only have one or two kayaks in a rack, but we have other places that we have four racks, and we have a list that's 100 people long.

23:48

Speaker 2 (Harbormaster - Conference Room): So maybe there's something we can do, you know, to double up, triple up on them. Speaker 2 (Harbormaster - Conference Room): sought after areas. Speaker 2 (Harbormaster - Conference Room): Okay. Speaker 2 (Harbormaster - Conference Room): I. Speaker 2 (Harbormaster - Conference Room): Moving Little River over to Corliss? Yes. For example. That was… that's a good example, yes. Speaker 1 (Harbormaster - Conference Room): Yeah, Corliss is very busy, so that rack is always… You're up. Speaker 1 (Harbormaster - Conference Room): What else is this? Speaker 7 (Harbormaster - Conference Room): So these numbers, some of these items are more… targets. Speaker 7 (Harbormaster - Conference Room): So you know, Seaport Landing Chris and I met with Greg.

24:33

Speaker 7 (Harbormaster - Conference Room): Adam Maturi. Speaker 7 (Harbormaster - Conference Room): A little while back. Speaker 8 (Harbormaster - Conference Room): And, Speaker 6 (Harbormaster - Conference Room): No, it wasn't. No, it just got assessed it. Yeah, fine. Speaker 7 (Harbormaster - Conference Room): Sorry, sorry. I don't know if you hear differently, Tony, from the state house. What about this? Well, about the St. Peter's Landing, but what where what we understand, and Chris jump in anytime. Speaker 7 (Harbormaster - Conference Room): That, Speaker 7 (Harbormaster - Conference Room): There's the Seaport Economic Council Grant. I guess we've approved the 700,000 from what Greg's telling us that they're preparing to announce the bidding process permit process, the award selection from what we were told. I'm not holding anybody to anything.

25:23

Speaker 7 (Harbormaster - Conference Room): I'm just a messenger here. It's early fall. Speaker 7 (Harbormaster - Conference Room): and that the construction would be by the end of this year or early next year. Speaker 2 (Harbormaster - Conference Room): Yeah, that's what was originally thought. And we just touched on that. All we know is that the bid is going to start in February, slated to start in February. Speaker 6 (Harbormaster - Conference Room): Well, the loan owner's already gone through, Tony, and they did the whole thing, so that won't hold us up at all. They just pay that back in big chunks as the grant money comes in. Speaker 2 (Harbormaster - Conference Room): the. Speaker 7 (Harbormaster - Conference Room): the.

25:58

Speaker 5 (Harbormaster - Conference Room): process right now. We're just waiting to make sure the interest rates are high enough. Speaker 7 (Harbormaster - Conference Room): You don't have to wait long. They're going up. Speaker 7 (Harbormaster - Conference Room): All right. Well, we'll reach Chris. You and I reach back to Greg, and we'll report back to the Council. Speaker 7 (Harbormaster - Conference Room): So there, also… Speaker 7 (Harbormaster - Conference Room): Chris and I visited some of these sites, and one of them was St. Peter's Landing, and from what we understand, there's 40 lobster boats that are on the waiting list. We did speak to one of the lobstermen who requested that we add a crane, similar to I-4C2 at St. Peter's Landing.

26:40

Speaker 7 (Harbormaster - Conference Room): That there are, Speaker 7 (Harbormaster - Conference Room): And, Tony, I think you're the only lobsterman here. What past tense? Speaker 7 (Harbormaster - Conference Room): But he pointed to the fact, one of the lobsters in there pointed to Chris and I that there are some boats that just sit there. Speaker 7 (Harbormaster - Conference Room): and they don't go out, and he suggested that some of the other watchmen are asking that the waterways board Speaker 7 (Harbormaster - Conference Room): point out these, or they'll point out the inactive posts, and that maybe we should have some type of catch reports. Speaker 7 (Harbormaster - Conference Room): And…

27:11

Speaker 7 (Harbormaster - Conference Room): Have a minimum and report that back to the waterways board. Chris reports it back to us. If they don't match that, make meet that minimum. It's already here. Speaker 5 (Harbormaster - Conference Room): In your regs. All that stuff's in your regs. Speaker 5 (Harbormaster - Conference Room): The minimum size? Speaker 7 (Harbormaster - Conference Room): the. Speaker 2 (Harbormaster - Conference Room): Yeah, it's not written in as a minimum or maximum that you have. Speaker 5 (Harbormaster - Conference Room): the. Speaker 2 (Harbormaster - Conference Room): active. Speaker 8 (Harbormaster - Conference Room): which… Speaker 2 (Harbormaster - Conference Room): We have landings for…

27:35

Speaker 7 (Harbormaster - Conference Room): Everyone. So talk to the people that… Speaker 7 (Harbormaster - Conference Room): I mean, do you see this as a… I'm sorry, Chris. Speaker 2 (Harbormaster - Conference Room): I said, we do… we have landings for everybody. Speaker 2 (Harbormaster - Conference Room): and both marinas. Speaker 2 (Harbormaster - Conference Room): Some of them… Speaker 2 (Harbormaster - Conference Room): I don't know how they get landings if they don't have tags, because you can't fish without tags, so how do you have landings? But that's something we'll try not. Speaker 2 (Harbormaster - Conference Room): works. Speaker 7 (Harbormaster - Conference Room): So, public facilities is looking at St. Peter's Landing, and we're looking at these boats that basically don't blow. Seldom leave the dock.

28:09

Speaker 7 (Harbormaster - Conference Room): and to watchmen that go out frequently. Speaker 7 (Harbormaster - Conference Room): Well, it's a lobsterman rule. We have 40 lobster boats that are on the waiting list. Speaker 7 (Harbormaster - Conference Room): And… Speaker 7 (Harbormaster - Conference Room): you know, I'm looking for… we're bringing this to the board as a messenger, and wondering if the board should act on this. Speaker 6 (Harbormaster - Conference Room): Well, I mean… Chris, Chris is the one that Speaker 6 (Harbormaster - Conference Room): really would be tasked to… or the office, Leslie, whoever does it. Speaker 6 (Harbormaster - Conference Room): One thing we gotta make sure, and…

28:41

Speaker 6 (Harbormaster - Conference Room): That is, that they weren't sure what. Yep. And we should be getting something from Speaker 6 (Harbormaster - Conference Room): the insurance company, not from them bringing in a piece of paper. The insurance company should be emailing us proof of insurance and listing City of Gloucester right on their insurance. Speaker 6 (Harbormaster - Conference Room): And we should also make sure… some of these guys might have old licenses, but they probably don't buy Speaker 6 (Harbormaster - Conference Room): the landing, licenses we should ask for, a landing license. You don't have to have a landing license. You don't? You have to have a permit to fish. From the state, you don't have to have a landing license? No, no, it's a permit to fish.

29:16

Speaker 2 (Harbormaster - Conference Room): You might be confusing with Clint. You might feel upset. Speaker 6 (Harbormaster - Conference Room): another. Speaker 5 (Harbormaster - Conference Room): Nope, you have to file your tax reports. Speaker 5 (Harbormaster - Conference Room): But no, no, you just get your permit. Same with Feds. Speaker 5 (Harbormaster - Conference Room): Fed sketch reports are daily. I don't know what. We shouldn't have to have a landing permit. Speaker 2 (Harbormaster - Conference Room): Yeah, that's because it's the federal permits. Speaker 8 (Harbormaster - Conference Room): Yeah, well, they, they, yeah. Speaker 5 (Harbormaster - Conference Room): And the guys who have federal lobster permits have to have every day you have to file your vessel report.

29:49

Speaker 5 (Harbormaster - Conference Room): So every day, for every day you fished, I mean, I have boxes of my old catch reports, because every day you fished, you had to fill out a report. Speaker 5 (Harbormaster - Conference Room): You can do it online now. Speaker 5 (Harbormaster - Conference Room): and they Speaker 5 (Harbormaster - Conference Room): You know, I used to do them a month at a time and take them up. They were laxer back then, but now they're like, they want them right away. So yes, federally, you have to file every day, I'm not sure. Speaker 5 (Harbormaster - Conference Room): State. I'm not sure they they do have landing reports. Speaker 5 (Harbormaster - Conference Room): But you don't have to have a landing license. Okay. Yeah, federally, you don't either. It just goes with your permit.

30:22

Speaker 6 (Harbormaster - Conference Room): It's one of the watchmen told me they need them, so I don't know. Speaker 5 (Harbormaster - Conference Room): Probably that's the VTRs they're talking about, the vessel trip reports. Speaker 5 (Harbormaster - Conference Room): Yeah, you have to do that. So, you know, that's… it's changed if they retire, but… Speaker 5 (Harbormaster - Conference Room): I haven't heard anything. Speaker 5 (Harbormaster - Conference Room): I mean, that's pretty much the same thing. Speaker 7 (Harbormaster - Conference Room): I mean, we can push this back down to public facilities, but there's a gentleman that owns a boat there, tony, that you know well, chris, you know well, I know well, johnny, you know well.

30:51

Speaker 7 (Harbormaster - Conference Room): He's, well known… Speaker 7 (Harbormaster - Conference Room): Character on the waterfront and he keeps his boat there knowing it's cheaper to keep his boat there than storing it on dry land on the harbor. He never fishes. Speaker 8 (Harbormaster - Conference Room): Here's your regulation. Speaker 5 (Harbormaster - Conference Room): Tenancy at city-owned commercial marinas are limited to vessels that are actively engaged in commercial fishing. This is Speaker 5 (Harbormaster - Conference Room): There it is. Actively engaged commercial tenants… tenant must provide proof of the following. Valid insurance with city named as insured, commercial fishing permit license, vessel is fully rigged for permanent fishery, and meets all applicable requirements of vessel permits.

31:33

Speaker 5 (Harbormaster - Conference Room): Landing slips. The vessel is not actively engaged in commercial fishing for 12 months. The leasing must come before the WATERWAYS Board for review. Speaker 5 (Harbormaster - Conference Room): So it's, It's… Speaker 5 (Harbormaster - Conference Room): Chapter 10. Speaker 5 (Harbormaster - Conference Room): Article. Speaker 5 (Harbormaster - Conference Room): Article 7. Speaker 7 (Harbormaster - Conference Room): 3 P. Speaker 7 (Harbormaster - Conference Room): 7. What? 3 B. Speaker 5 (Harbormaster - Conference Room): So it's all there, yeah, it's all there. Speaker 7 (Harbormaster - Conference Room): It's just something you do, of course. Speaker 6 (Harbormaster - Conference Room): Well.

32:06

Speaker 1 (Harbormaster - Conference Room): It's the definition of actively. Speaker 5 (Harbormaster - Conference Room): No, no, you have to have valid insurance, you have to have a permission, you also have to have landing slips. So that would be the VTR or the state. Speaker 6 (Harbormaster - Conference Room): The reason that I'm sure that's in there with naming the city, if someone cancels their policy, the city gets notified of that by the insurance company, I suppose. Yeah. Speaker 5 (Harbormaster - Conference Room): And I don't know if you want to add a layer to the lease that they sign every year that everything that they've supplied is under pains of perjury. Speaker 5 (Harbormaster - Conference Room): So that again, you know what? I don't know if you need to add to the lease that everything that they… when they sign it is under the pains and penalties of perjury.

32:48

Speaker 5 (Harbormaster - Conference Room): Well, if they're getting… Speaker 5 (Harbormaster - Conference Room): landings, they're getting, you know, product from somebody else, and then selling it, because your landings also have to correspond with The dealer. Speaker 6 (Harbormaster - Conference Room): I know I had one of them commit. Speaker 6 (Harbormaster - Conference Room): I told him the boat hasn't moved, it doesn't run. Speaker 6 (Harbormaster - Conference Room): You got it. This was back when I was here. Speaker 6 (Harbormaster - Conference Room): He came in. Speaker 6 (Harbormaster - Conference Room): with these tags. Speaker 6 (Harbormaster - Conference Room): With landings. Speaker 6 (Harbormaster - Conference Room): or mixed with shellfish.

33:18

Speaker 6 (Harbormaster - Conference Room): Not a lot, but landings. Speaker 6 (Harbormaster - Conference Room): And it was kind of like he was saying what he could do with it. Speaker 5 (Harbormaster - Conference Room): Well, that's it. That's why I say the pains and penalties of perjury. Speaker 5 (Harbormaster - Conference Room): You know, if you add that… And you can say, look. Speaker 6 (Harbormaster - Conference Room): When do those leases go out, Chris? July 1. Speaker 6 (Harbormaster - Conference Room): Well, so we get time to work on that. Speaker 6 (Harbormaster - Conference Room): The lease. Yeah. Speaker 5 (Harbormaster - Conference Room): I mean, I would definitely put that clause in there, though.

33:42

Speaker 7 (Harbormaster - Conference Room): So bring this back down to public facilities. Speaker 7 (Harbormaster - Conference Room): Do we need to work with Susan or Suzanne after you look? Speaker 5 (Harbormaster - Conference Room): After you make edits, you need to send it up there. Yeah, for sure. Speaker 7 (Harbormaster - Conference Room): Because, I mean, I don't want public facilities to look like we're trying to be hard on… we're trying to help the fish, the lobstermen that want to fish. Speaker 6 (Harbormaster - Conference Room): I don't think any of the fishermen have a problem with clearance space for active fishing. Speaker 7 (Harbormaster - Conference Room): Very good. Next. Speaker 7 (Harbormaster - Conference Room): electricity at St. Peter's Landing.

34:20

Speaker 7 (Harbormaster - Conference Room): A concern that that Chris brought up is that Speaker 7 (Harbormaster - Conference Room): in the wintertime, especially December, June, or February. Many, many of the boats are using block heaters for obvious reasons. Speaker 7 (Harbormaster - Conference Room): And, we charge… there's 24 slips between I4 and C2. Speaker 7 (Harbormaster - Conference Room): I foresee to an end. Yeah. Speaker 7 (Harbormaster - Conference Room): St. Peter's Landing. They each paid $10 per slip for electricity, which equates to $2,400. Speaker 7 (Harbormaster - Conference Room): With the use of, we're demising the use of block heaters. $10 per sip. Speaker 6 (Harbormaster - Conference Room): No, they would be $100 a year.

34:58

Speaker 7 (Harbormaster - Conference Room): Oh, I'm sorry, I'm sorry, you're right, sorry, Andre, my apologies. Speaker 6 (Harbormaster - Conference Room): Your VIN figure was correct. Right. I'm sorry. Speaker 7 (Harbormaster - Conference Room): However, with… For what? $10 per… No, no, $100 a year. Annually. Yeah, yeah. Okay. Speaker 1 (Harbormaster - Conference Room): But that's been rectified. So yeah. Speaker 2 (Harbormaster - Conference Room): So we… and I can… I can jump in. So, we had a meeting, and I think most of you were here. Lobsterman came to this meeting, and we decided as a group that we would read meters again, and get rid of the $100 a year fee, because the $2,400 we collect

35:35

Speaker 2 (Harbormaster - Conference Room): Didn't match up to the $10,000 a year that we're spending on electricity. Speaker 2 (Harbormaster - Conference Room): So… Speaker 7 (Harbormaster - Conference Room): Can you explain that to them? Because you and I had this conversation. Speaker 6 (Harbormaster - Conference Room): honor and said, no, we picked this all up at a meeting. Speaker 7 (Harbormaster - Conference Room): Yeah, you, yeah. Speaker 6 (Harbormaster - Conference Room): Yeah, you might, yeah. You might not have met… Speaker 2 (Harbormaster - Conference Room): apartment. Speaker 6 (Harbormaster - Conference Room): But yeah. Speaker 2 (Harbormaster - Conference Room): They're aware of it. So what they were getting for the $100, only $2,400. We're up over the $10,000 mark for our electric bill for those two properties. So now we read the meters. Okay.

36:06

Speaker 7 (Harbormaster - Conference Room): Did the boat fee at both of St. Peter's Inlanding $6 per foot? We may want to consider, especially at the St. Peter's approach, increasing the docking street. Speaker 7 (Harbormaster - Conference Room): suggestion. Speaker 7 (Harbormaster - Conference Room): Oh, and Lastly, with in regards to St. Peter's Landing. Speaker 7 (Harbormaster - Conference Room): Chris and I spoke with a couple of the lobstermen and Tony as a representing or having been a lobsterman. One of the concerns that Joe was someone brought up down there. Speaker 5 (Harbormaster - Conference Room): The offender? Well, one… Speaker 7 (Harbormaster - Conference Room): Yeah, well, well, yeah, well, well, what he said, you help us. What he's doing, what they're all doing, is they're taking their lobster pots, they're throwing them up onto their back.

36:49

Speaker 7 (Harbormaster - Conference Room): So the boardwalk. Speaker 7 (Harbormaster - Conference Room): With this new construction, That begins, let's say, in February. There'll be a fence there. Speaker 5 (Harbormaster - Conference Room): There's not, there's not gonna be a fence. It's gonna be a railing. A railing. Speaker 7 (Harbormaster - Conference Room): You have to have breaks. What a couple of these folks suggested, and we were trying to work it out with them there. Speaker 5 (Harbormaster - Conference Room): It's already in the plan to have. Speaker 5 (Harbormaster - Conference Room): removable section so they can get their traps up. Speaker 5 (Harbormaster - Conference Room): Okay.

37:17

Speaker 5 (Harbormaster - Conference Room): But they're not going to be able to do it like they are now, where they can slide it underneath that. Speaker 5 (Harbormaster - Conference Room): Railing, that's not legal. Speaker 7 (Harbormaster - Conference Room): Because one of the things we came up with, I don't want to belabor this, but the slip, and Chris was involved in this as well, the slip at the bottom of the ramp, if you made that a trenching slip for the folks who reside at St. Peter's, they could back into that, have their truck at the top of the ramp. Speaker 7 (Harbormaster - Conference Room): I'm not familiar with this, so I'm just telling you what they told us. They could take the lobster pots off using that slip and go right up the ramp, and the truck will be right there if a railing does go up.

37:59

Speaker 6 (Harbormaster - Conference Room): Autumn do it now. Autumn just put the gear right on the town land and… Yeah. Speaker 5 (Harbormaster - Conference Room): They just do it at Town Manning Plot. They don't… you don't need to… you don't need to lose that rent. Okay. No, that's already been worked around. But they are gonna have. Speaker 5 (Harbormaster - Conference Room): and the ones that throwing up. They don't leave. Speaker 5 (Harbormaster - Conference Room): You know. They stay there. Speaker 5 (Harbormaster - Conference Room): All right. The other ones they drag up. Got it. To go to their trucks. They're not throwing them up and then dragging them. Okay. Speaker 6 (Harbormaster - Conference Room): Okay.

38:28

Speaker 7 (Harbormaster - Conference Room): So they're using the public docket for Soviet. Yeah, no one's complaining. Speaker 6 (Harbormaster - Conference Room): know. Speaker 5 (Harbormaster - Conference Room): January, you know, December, January, that doc's not getting a lot of activity. But that's getting replaced too, right? Speaker 4 (Harbormaster - Conference Room): chargeable. Speaker 6 (Harbormaster - Conference Room): Yeah, but that… Speaker 5 (Harbormaster - Conference Room): Yeah, that has, you know, it's all going to be gone during that period. Speaker 7 (Harbormaster - Conference Room): So in regards to one twelve commercial, down on the 4th Speaker 7 (Harbormaster - Conference Room): Again, Tony, you being the president of the City Council, that's, you know, I'm working with, Alex and Emily Sloan and, Greg. It seems like that's a moving target.

39:05

Speaker 7 (Harbormaster - Conference Room): that the the division of marine fisheries. They collect money for every permit that they sell, and it maps to providing. Speaker 7 (Harbormaster - Conference Room): Additional access to the waterfront for people who intend to go fishing. Speaker 7 (Harbormaster - Conference Room): with Rotten Real. Speaker 7 (Harbormaster - Conference Room): That property will have parking, or 112 commercial tentatively, and the mayor's involved. There'll be fishing time limits. It has deep water access, but in terms of the grant, it's to be determined. Speaker 7 (Harbormaster - Conference Room): You know anything, Tony, from… Speaker 6 (Harbormaster - Conference Room): They finally bought it.

39:43

Speaker 5 (Harbormaster - Conference Room): Wrote the engineers down. Speaker 5 (Harbormaster - Conference Room): Almost 2 weeks ago? Yes. And, And so, there's… Money needs to be found. Speaker 5 (Harbormaster - Conference Room): Because the city hasn't got any. Speaker 5 (Harbormaster - Conference Room): So… Speaker 5 (Harbormaster - Conference Room): I understand what that says, so… We get… we get a… there's been some conflicting, information. So this is now back with the engineers, who have taken a look at it, and are going to come up with Speaker 5 (Harbormaster - Conference Room): Some kind of, estimate that then Speaker 5 (Harbormaster - Conference Room): there's gonna have to be a search for additional funding, other than what the DMF or the, voting access has. So that is a, as you said, a moving target.

40:33

Speaker 7 (Harbormaster - Conference Room): Thank you. Speaker 6 (Harbormaster - Conference Room): Bob, you kind of jumped over on your own thing on the boat fees, the dockage fee. Speaker 7 (Harbormaster - Conference Room): Well, I just mentioned, I just put everyone's education at this $6 a foot. And with, you know, with a brand new dock, as representing public facilities, with a brand new dock that SIP's going in. Speaker 7 (Harbormaster - Conference Room): Yeah, we may want to consider increasing that. Speaker 7 (Harbormaster - Conference Room): Okay. Speaker 6 (Harbormaster - Conference Room): You're talking about doing it after all the work's done? Speaker 1 (Harbormaster - Conference Room): We've been kind of stuck on, you know, the commercial fishing, you know, their fees are lower than the state pier, they're lower. I understand that.

41:11

Speaker 6 (Harbormaster - Conference Room): with the work… Speaker 1 (Harbormaster - Conference Room): That needs to be done at I4C2. Speaker 1 (Harbormaster - Conference Room): You know, it's kind of hard to say. Speaker 7 (Harbormaster - Conference Room): Where are you coming from? Speaker 6 (Harbormaster - Conference Room): I'm just thinking we… if we're going to do that, we wait till after that project. Speaker 2 (Harbormaster - Conference Room): on that one, the meeting, when they were all here. And they… they all and the board talked, you know, generally about it, and they were against Speaker 2 (Harbormaster - Conference Room): having prices go up. Obviously, nobody wants to pay more money, and the general consensus is that we should wait.

41:45

Speaker 2 (Harbormaster - Conference Room): until the work gets done, because they're going to be inconvenienced with being displaced and trap storage and moving things around. And I think we didn't… there was no vote or anything, it was just a quick conversation. Speaker 7 (Harbormaster - Conference Room): To answer your question, thank you. I was just playing this. Okay. I didn't want to bring it up late. Speaker 6 (Harbormaster - Conference Room): I just didn't know if you had any more on it. No, no, no. Speaker 2 (Harbormaster - Conference Room): Yeah, so we did touch on it on that other… Speaker 1 (Harbormaster - Conference Room): a little bit of a catch 22 at I4C2 because we need the money to do the repairs, but.

42:21

Speaker 7 (Harbormaster - Conference Room): So I foresee too, it's just, you know, again, the concern with electricity and the block heaters, that's similar to, I'm taking care of that network. Speaker 6 (Harbormaster - Conference Room): Yep, yep. Speaker 7 (Harbormaster - Conference Room): The Recently, Chris, you improved the lighting down there. Speaker 7 (Harbormaster - Conference Room): Yes, yeah, so we… Speaker 2 (Harbormaster - Conference Room): We put lighting on the pier itself, facing down to the floats, all along the pier, so it stays lit up at night. Speaker 2 (Harbormaster - Conference Room): They turn on and shut off by themselves. Speaker 2 (Harbormaster - Conference Room): And we also put a post up with a light that shines down the gangway and onto the loading zone. And that one also comes on when it gets dark out. So these guys don't have to go down at 4 o'clock in the morning in the pitch black with no lights.

43:10

Speaker 7 (Harbormaster - Conference Room): it up pretty good. But the cost, though, has it been… is there… Speaker 2 (Harbormaster - Conference Room): Yeah, it was very… yeah, no, no, no. But what we did, it was only a few thousand dollars. Speaker 7 (Harbormaster - Conference Room): And then there's some, electric posts that covers that need to be replaced. Yeah. And then lastly, you, if and when St. Peter's, for everyone's education. Speaker 7 (Harbormaster - Conference Room): Chris is thinking about, you know, taking, transporting the electric posts that are in good conditions from St. Peter's when the new ones are taking those and putting them in. Speaker 2 (Harbormaster - Conference Room): Yeah, so there's some broken covers, and I'm unsure. I've been trying to…

43:45

Speaker 2 (Harbormaster - Conference Room): and some of those pedestals are $3,000 a piece. So if we can't get the covers. Speaker 2 (Harbormaster - Conference Room): we need to get pedestals, and if we need to get pedestals, they're $3,000 apiece. It's not very cost-effective, but we might be able to take some of the ones that are going to be disposed of at St. Cedars and replace the ones that are bad. There's not many of them, but… Speaker 2 (Harbormaster - Conference Room): if we can save, you know, $9,000. And so basically, right? Yeah. Speaker 7 (Harbormaster - Conference Room): Excellent. Lastly, we need the suggestion that we think the frame to. Speaker 7 (Harbormaster - Conference Room): maintain the crane.

44:24

Speaker 7 (Harbormaster - Conference Room): And also, I was just wondering if you could just take one minute and just explain how you're intending to put two by fours around some of the pilings that are starting to show. Speaker 2 (Harbormaster - Conference Room): Yeah, so as a temporary fix, there's a couple of filings that are wearing out pretty… Speaker 2 (Harbormaster - Conference Room): wear pretty bad. So typically what we do is we will take a two by four and put it on the piling where it's worn out. So where's the two by four on the pile? It's common practice. And then you just take the two by four. Sacrificial? Yeah. Speaker 5 (Harbormaster - Conference Room): Second initial chafing gear.

44:58

Speaker 8 (Harbormaster - Conference Room): Yeah. Speaker 6 (Harbormaster - Conference Room): the. Speaker 5 (Harbormaster - Conference Room): On the painting of the crane. Speaker 5 (Harbormaster - Conference Room): The probation department at the court. Speaker 8 (Harbormaster - Conference Room): you. Speaker 5 (Harbormaster - Conference Room): as. Speaker 8 (Harbormaster - Conference Room): forward. Speaker 5 (Harbormaster - Conference Room): need to do, and I mean, if you want to trust them to do a decent job, but who have to do, Speaker 8 (Harbormaster - Conference Room): reserve. Speaker 5 (Harbormaster - Conference Room): And there's an abundance of them. Speaker 5 (Harbormaster - Conference Room): Okay, I wonder if…

45:20

Speaker 6 (Harbormaster - Conference Room): If that type of a project. Golf. Speaker 5 (Harbormaster - Conference Room): Kevin. Yeah. Speaker 5 (Harbormaster - Conference Room): Yeah, I mean, but I've been, I've been, you know, said, please use our community service people too. So if you contact the probation department as a judge up there. Speaker 5 (Harbormaster - Conference Room): All right, and then… or Kevin. Poppinger. Speaker 7 (Harbormaster - Conference Room): So that's it. Speaker 7 (Harbormaster - Conference Room): Yeah. Speaker 7 (Harbormaster - Conference Room): Oh. Speaker 7 (Harbormaster - Conference Room): just Fyi, I did send an email to Alex Copelman and then Emily Sloan and Greg Catamatore.

46:00

Speaker 7 (Harbormaster - Conference Room): all part of the Grants program and ask them that in regards to public facilities, we're doing a lot of pulling for information like you can see now. Speaker 7 (Harbormaster - Conference Room): And it's not fun. And I really respect them, I think they're doing a great job, but I just ask them if they consider the fact that we're pulling this information from them, and they have a lot on their plate that we follow. Speaker 7 (Harbormaster - Conference Room): and say, hey, can you give us an hour? And it'd be a lot easier if they could just include us in their meetings as it maps to public facilities or anything that we own. Speaker 7 (Harbormaster - Conference Room): 1 12th commercial

46:37

Speaker 7 (Harbormaster - Conference Room): I foresee two, St. Peter's. What'd they say about that? They haven't. But I just want to let you know that we did plan C. And then lastly, while I'm done. Speaker 7 (Harbormaster - Conference Room): There are other public inspections for public landings, I'm sorry, public facility inspections of public landings that Chris and I Speaker 7 (Harbormaster - Conference Room): work together with public facilities in the next couple months. Lastly, if you want to touch on, in regards to Karen, you were going to talk about flags and then we're done in regards to public facilities. Speaker 2 (Harbormaster - Conference Room): So we're just getting ready now to start the plant project.

47:14

Speaker 2 (Harbormaster - Conference Room): materials are outside. I have some guys in my office scheduled, and myself to get on there and get that thing started, and get it rolling. Speaker 6 (Harbormaster - Conference Room): Chris, did we do anything on getting from Kenny. Speaker 6 (Harbormaster - Conference Room): Our balance is in their account. Speaker 2 (Harbormaster - Conference Room): I have not got that from Kenny yet. Maybe for the next meeting. Yep. Speaker 6 (Harbormaster - Conference Room): Absolutely. And did the transfers ever go through? Speaker 2 (Harbormaster - Conference Room): Which trans… which ones? Speaker 6 (Harbormaster - Conference Room): like, those little accounts that we're all… I don't…

47:44

Speaker 2 (Harbormaster - Conference Room): I don't think that ever went to council. Speaker 6 (Harbormaster - Conference Room): I don't remember seeing it. Speaker 8 (Harbormaster - Conference Room): Remember, I don't… Did they get sent up to the mayor's office? Speaker 2 (Harbormaster - Conference Room): I don't remember. Speaker 6 (Harbormaster - Conference Room): And we voted to do it. Daniel, Daniel, Daniel, no. Speaker 5 (Harbormaster - Conference Room): Did we make the vote? Danny, I'll ask you to make the vote. How long ago was it? Speaker 6 (Harbormaster - Conference Room): It was during the winter. Speaker 8 (Harbormaster - Conference Room): so. Speaker 6 (Harbormaster - Conference Room): Yeah, easily, they could have,

48:12

Speaker 5 (Harbormaster - Conference Room): escape my memory. So ask Kenny, because you did have a bunch that came through. Speaker 6 (Harbormaster - Conference Room): Maybe they just haven't physically been done. You waited, remember you… Speaker 8 (Harbormaster - Conference Room): bundled. Speaker 1 (Harbormaster - Conference Room): put them all together and that's how they would get. Is there anything in your list that we just said we need to vote to send to public facilities? Are we good? Speaker 7 (Harbormaster - Conference Room): I think we're good. I just the last thing without foresee, too. Tony mentioned community Speaker 7 (Harbormaster - Conference Room): What was it? Service service?

48:51

Speaker 7 (Harbormaster - Conference Room): Chris, in regards to the planks, is there anything that… can we reach out to the VOC at the high school and ask them if they want to get involved? Speaker 7 (Harbormaster - Conference Room): They are. They're doing a text. Yeah, they're doing, yeah, they're doing the text. Speaker 2 (Harbormaster - Conference Room): tax. Yeah. But I mean, as far as the constructive out of it, I mean, there's no reason why we put high school kids. Speaker 1 (Harbormaster - Conference Room): toward them. Speaker 1 (Harbormaster - Conference Room): City property, yeah? Oh, yeah. Oh, yeah, yeah. Oh, yeah. Good. Speaker 5 (Harbormaster - Conference Room): It's cheap. Oh, they do it on private property too. I mean, they used to build houses. Yeah.

49:21

Speaker 7 (Harbormaster - Conference Room): Yeah. That's good. Speaker 6 (Harbormaster - Conference Room): I'm just… Speaker 5 (Harbormaster - Conference Room): God, the Pharaoh's household. Speaker 5 (Harbormaster - Conference Room): Yeah, I don't know. Speaker 6 (Harbormaster - Conference Room): Oh, yeah. Oh, gosh, I'm dead. Speaker 7 (Harbormaster - Conference Room): Order of the court. I mean, I'm just, if you want to think about it. Yeah. Speaker 2 (Harbormaster - Conference Room): Yeah, no reason why not. Speaker 6 (Harbormaster - Conference Room): That's it for public facilities. Probably a Speaker 6 (Harbormaster - Conference Room): type of carpentry they don't get an order ordinarily do.

49:47

Speaker 2 (Harbormaster - Conference Room): Yeah, we actually had them build Magnolia at Float. Okay. Previous to the one we have now, they built it right at the school. Speaker 8 (Harbormaster - Conference Room): Right. Broke apart. Speaker 5 (Harbormaster - Conference Room): Yeah. Speaker 8 (Harbormaster - Conference Room): I love that. Speaker 6 (Harbormaster - Conference Room): Oh, yeah. Speaker 2 (Harbormaster - Conference Room): It broke apart because of where it was. Speaker 7 (Harbormaster - Conference Room): up. Speaker 5 (Harbormaster - Conference Room): But yeah, they they yeah. Speaker 5 (Harbormaster - Conference Room): Yep, we had them build that. Speaker 1 (Harbormaster - Conference Room): Alright. I had asked before about what what you know, Kellen.

50:17

Speaker 1 (Harbormaster - Conference Room): Obviously stated his priorities, but are we… are we missing anything strategically? Speaker 1 (Harbormaster - Conference Room): the budget's always an issue, right? Where do we spend limited resources? But are… in your opinions, are we missing anything that we stood… we should be focused on? Speaker 1 (Harbormaster - Conference Room): that we should… You know. Speaker 7 (Harbormaster - Conference Room): I have a question. Speaker 7 (Harbormaster - Conference Room): In regards to… it seems like it's an ongoing problem in regards to the selection of members of this board. Speaker 7 (Harbormaster - Conference Room): And I'm just wondering if it's something that… I know there's rules and rights.

50:50

Speaker 7 (Harbormaster - Conference Room): But it says, can we change the rules and regs and bring it to ordinance? We make, we. Speaker 5 (Harbormaster - Conference Room): We make the decision. Speaker 7 (Harbormaster - Conference Room): No, never. Speaker 5 (Harbormaster - Conference Room): Never happened. No, but there are some other boards. Because you can't… then boards would be stacking them. Speaker 8 (Harbormaster - Conference Room): Right. Speaker 1 (Harbormaster - Conference Room): There are some other boards and commissions that have loosened the criteria that say, if you can't find, so we have to have three commercial fishing sites. We have two economic development sites. We have it at large.

51:17

Speaker 5 (Harbormaster - Conference Room): You're never going to get rid of the three fishing spots. No, I understand. Speaker 1 (Harbormaster - Conference Room): They didn't get rid of anything. I'm just saying we're stuck right now. We haven't had a year. Speaker 8 (Harbormaster - Conference Room): Right. So, Tom. A year. Speaker 5 (Harbormaster - Conference Room): I know the latest two that were economic development. They got added, you know, about 10 years ago. So I think, yeah. Speaker 7 (Harbormaster - Conference Room): I think everyone on this board will agree that there's a problem. Speaker 7 (Harbormaster - Conference Room): Is there any way? Is anything, especially with your position.

51:44

Speaker 7 (Harbormaster - Conference Room): Is there something we can do differently? Speaker 5 (Harbormaster - Conference Room): I'm going to say ain't purposeful. Speaker 7 (Harbormaster - Conference Room): the. Speaker 5 (Harbormaster - Conference Room): It's not, but I mean, you can talk to people and tell them to apply. They can apply online, it's pretty easy. And that's where your involvement ends. Speaker 5 (Harbormaster - Conference Room): And it's written, the… it's an ordinance. Speaker 5 (Harbormaster - Conference Room): So it's not in your regulations, it's a city ordinance that dictates 3 members have to expire every year. Speaker 5 (Harbormaster - Conference Room): That's I've been fighting that battle from the Kirk Administration.

52:17

Speaker 5 (Harbormaster - Conference Room): to… Speaker 5 (Harbormaster - Conference Room): Sophia, Greg is like, fix these things. You know, last one, they had 5 people expiring in one year. Speaker 5 (Harbormaster - Conference Room): Like that's in violation of the ordinance. Well, didn't the mayor? Speaker 7 (Harbormaster - Conference Room): Mayor, send us an email. Speaker 4 (Harbormaster - Conference Room): Today is like two o'clock addressing that. Speaker 5 (Harbormaster - Conference Room): finally. Speaker 4 (Harbormaster - Conference Room): fixed it. But then the last, the closing paragraph, we are currently actively… Well, wait a minute. Let's talk about the issue of… Speaker 3 (Harbormaster - Conference Room): Way too many people expiring at the same time. Right. Because three of us are, he fixed that, didn't he? He fixed that.

52:55

Speaker 3 (Harbormaster - Conference Room): You see this? Speaker 7 (Harbormaster - Conference Room): Yeah, so… Speaker 3 (Harbormaster - Conference Room): It doesn't look like… Speaker 4 (Harbormaster - Conference Room): Just myself. Speaker 4 (Harbormaster - Conference Room): Donna and Karen, right, Fisher? Speaker 3 (Harbormaster - Conference Room): That's three. That's three. And then. Speaker 4 (Harbormaster - Conference Room): And then John's 2028, Colin's 2028. Speaker 7 (Harbormaster - Conference Room): 0.12. Speaker 1 (Harbormaster - Conference Room): The fix was they changed mine from 28 to 27. Correct. They had to fix two of them. Speaker 6 (Harbormaster - Conference Room): They had to fix two. There's only one. No, there's two vacancies, and they're fixing that with vacancy.

53:22

Speaker 8 (Harbormaster - Conference Room): Fixed storm. Storm morale. Speaker 3 (Harbormaster - Conference Room): And. Speaker 5 (Harbormaster - Conference Room): Because in 28, they had 5… you had 5 people. Speaker 5 (Harbormaster - Conference Room): Can we send a message? Like I said. Speaker 4 (Harbormaster - Conference Room): Right now. Speaker 1 (Harbormaster - Conference Room): The issue isn't so much the you know, it's the vacancy. That's the issue right now, and people have gone through the. Speaker 5 (Harbormaster - Conference Room): Actively trying to recruit people from the fishing community. Speaker 3 (Harbormaster - Conference Room): So his email, the mayor's email said he's actively current.

53:50

Speaker 4 (Harbormaster - Conference Room): actively recruiting two new members from the fishing industry, and plan to fill those vacancies shortly. Right. So, we kind of… I know I sent an email, right? I talked to Viz. Speaker 4 (Harbormaster - Conference Room): his assistant. I'm sure. Where's she? AO? What's her title? But. Speaker 5 (Harbormaster - Conference Room): Or Kelly? Melissa. Speaker 1 (Harbormaster - Conference Room): That's Kelly. Kelly, the CEO. Kelly, the one we met at the meeting of… Speaker 4 (Harbormaster - Conference Room): Yeah. Speaker 4 (Harbormaster - Conference Room): So I sent a personal email. I said, Hey, can you just at least wanted status right? Speaker 4 (Harbormaster - Conference Room): But we're not following…

54:21

Speaker 3 (Harbormaster - Conference Room): Correct, obviously. Speaker 4 (Harbormaster - Conference Room): Clear violations, right? Speaker 5 (Harbormaster - Conference Room): know. Speaker 3 (Harbormaster - Conference Room): No. Speaker 4 (Harbormaster - Conference Room): Yeah. It says clearly, it says clearly you have 90 days to fill it. No. Speaker 5 (Harbormaster - Conference Room): It's a if it doesn't get filled by 90 days, the person who's in it can stay there. Speaker 4 (Harbormaster - Conference Room): I'm misreading. I'm misreading. Speaker 1 (Harbormaster - Conference Room): Is there anything else that anybody in the room other than we are trying to fill vacancies? Speaker 7 (Harbormaster - Conference Room): It's just… I mean, they take notes. I will go on record that, as far as a Water Waste Board member, I'm dissatisfied with the process and how long it's taken.

54:59

Speaker 8 (Harbormaster - Conference Room): Oh, that's your. Speaker 5 (Harbormaster - Conference Room): Pick it up with the administration. Speaker 5 (Harbormaster - Conference Room): Because that's who's in charge. Speaker 5 (Harbormaster - Conference Room): And so it's been like that, you know. Speaker 5 (Harbormaster - Conference Room): I think it should come from the Waterways Board. It can't. Just like the planning board can't pick their members, the zoning board can't pick their members. This is a regulatory board. No, I mean a complaint. Speaker 7 (Harbormaster - Conference Room): to go to the administration from the Waterways Board. I think they've heard us. Speaker 5 (Harbormaster - Conference Room): You can if the WATERWAYS BOARD wants to send a formal complaint. I don't know. No, I mean.

55:27

Speaker 4 (Harbormaster - Conference Room): I sent a nice email, I just wanted to say… Speaker 6 (Harbormaster - Conference Room): He sent us an email today. He seems to have recognized that there's an issue, and he said he's working on it. Right. Speaker 7 (Harbormaster - Conference Room): Well, I hope he is, because if 4 months from now, we're in the same spot. Speaker 1 (Harbormaster - Conference Room): Don't want to say it twice. Anybody have anything that they want to add to let's do this over the winter, let's focus on this, you know, anything we're missing? Speaker 1 (Harbormaster - Conference Room): Think about it. Email me. Okay. All right. Speaker 1 (Harbormaster - Conference Room): Is this something you wanted to go over, or is this… No, no, it's just something I did.

56:01

Speaker 1 (Harbormaster - Conference Room): Was Gloucester involved in the rocks mess? Speaker 1 (Harbormaster - Conference Room): Yeah, so we were there. Speaker 2 (Harbormaster - Conference Room): Probably shortly after it happened till after 9 at night. Speaker 2 (Harbormaster - Conference Room): And then we returned at first light. We were there till 10 o'clock. Speaker 6 (Harbormaster - Conference Room): Chris, do you have an AIS receiver on the boat? Speaker 3 (Harbormaster - Conference Room): Boy, that was a Facebook dig, huh? We have a receiver. Speaker 2 (Harbormaster - Conference Room): Yes, I was going to say. Speaker 6 (Harbormaster - Conference Room): You don't need it. Speaker 6 (Harbormaster - Conference Room): Well, I mean.

56:33

Speaker 2 (Harbormaster - Conference Room): Yeah, we have a receiver. We don't have a transmitter. Speaker 5 (Harbormaster - Conference Room): So it says that, If a member resigns or is removed for any reason before his term expires. Speaker 5 (Harbormaster - Conference Room): Before his term expires, the mayor shall appoint a replacement within one month of the vacancy. Speaker 5 (Harbormaster - Conference Room): That's all that… that's… so… Shall. Shall, but that's it. Speaker 5 (Harbormaster - Conference Room): They'll resign. If they resign. Speaker 5 (Harbormaster - Conference Room): Yep. It's been more than 30 days. Yep. Speaker 5 (Harbormaster - Conference Room): I'll remind him. All right. I do too. You know him?

57:10

Speaker 5 (Harbormaster - Conference Room): At least he addressed it. Speaker 3 (Harbormaster - Conference Room): Super blessed. Speaker 4 (Harbormaster - Conference Room): Oh, no. Speaker 3 (Harbormaster - Conference Room): Step in the right direction. So there's a meeting. I've never seen any. Speaker 4 (Harbormaster - Conference Room): A robot from 20 before. Speaker 1 (Harbormaster - Conference Room): Before we go, the next meeting is scheduled for election day. Speaker 1 (Harbormaster - Conference Room): Can't have a meeting. Right. So I've already been like, I've committed to us using our first day, but this is what happens. The first Tuesday is election day. You're going to run into that.

57:37

Speaker 5 (Harbormaster - Conference Room): everything. Speaker 5 (Harbormaster - Conference Room): Hello? Speaker 8 (Harbormaster - Conference Room): Right. Almost every year. Right. So. Speaker 1 (Harbormaster - Conference Room): Can we… I'm gonna check the following… when's the City Council meeting? The following week, right? Speaker 1 (Harbormaster - Conference Room): The tenth? Just move it to Wednesday. Speaker 1 (Harbormaster - Conference Room): I'll ask. I'll, I'll send an email to her. That's what we always did. Speaker 8 (Harbormaster - Conference Room): to Wednesday. Speaker 6 (Harbormaster - Conference Room): Okay. Speaker 5 (Harbormaster - Conference Room): For that period. See if the room's empty.

58:01

Speaker 5 (Harbormaster - Conference Room): City Council is a second. Yeah. And Paula Shields. Right. Speaker 7 (Harbormaster - Conference Room): So you're looking at the 11. Speaker 1 (Harbormaster - Conference Room): No, no, I'm looking at the 4th or the 11th. I'll ask… I'll ask, Leslie to check the conference room schedule. Yeah, I would just… Speaker 5 (Harbormaster - Conference Room): That's what we always did. Speaker 5 (Harbormaster - Conference Room): What do you want? Speaker 6 (Harbormaster - Conference Room): What do you want? Bnf. Speaker 6 (Harbormaster - Conference Room): Yeah, it's… Speaker 5 (Harbormaster - Conference Room): Yeah, you never serve. Speaker 8 (Harbormaster - Conference Room): Are we still recording? Yeah.

58:26

Speaker 1 (Harbormaster - Conference Room): We need to, yeah. Make a motion to adjourn. Speaker 1 (Harbormaster - Conference Room): Second. Speaker 1 (Harbormaster - Conference Room): All in favor? Aye. Any opposed? Motion passes, 5 to 0, none. Okay. Anybody know anybody that does…
