In Manchester by the Sea, the Coast Guard suspended its search on Sunday for a man missing after a fatal boating accident. A 30 foot fishing boat with three men aboard got into trouble off Singing Beach on Saturday afternoon. One man died, and another was flown to Massachusetts General Hospital in critical condition. The men were 67, 65 and 37 years old. A dog on board was found alive. Manchester police, fire and harbormaster crews searched again on Sunday, with help from state and federal agencies. Officials have not said what caused the boat to take on water.

Across Cape Ann, with four weeks until Election Day, the Current has opened its free voter guide for Gloucester, Rockport, Essex and Manchester by the Sea. The guide covers polling places, early voting hours and the nine statewide ballot questions. It also features the race for the Fifth Essex District House seat, where Democrat Andrew Dru Tarr faces Republican Christina Delisio and Gil Frieden. Early voting begins on Saturday, October 17. The last day to register to vote is Saturday, October 24.

In Gloucester, the city is operating on a 179 million dollar budget that the City Council adopted on June 16. Residents will feel parts of it at home, as water and sewer rates went up, and a new 300 dollar a year trash fee started on October 1. A new property tax page from the Current shows Gloucester's average single family tax bill is 9,502 dollars. Manchester by the Sea has the highest average bill on Cape Ann at 16,371 dollars, followed by Essex at 11,957 dollars, and Rockport at 8,548 dollars.

Also in Gloucester, a Board of Health subcommittee meets Tuesday to review a blasting study for a planned construction waste transfer station on Kondelin Road. The board approved the site in June 2025 with conditions. The developer plans to blast and remove about 4,400 square feet of ledge to make room for trucks. The board required the company to study whether blasting the rock face is feasible before applying for state permission to build.

In Rockport, the Select Board meets Tuesday at 6 p.m. on Zoom. The board will consider a proposal for the downtown Christmas in Rockport festivities. Members will also weigh a disclosure for joint legal representation in Cape Ann cable negotiations with Comcast. The agenda includes voting on four public works contracts and approving the warrant for the November 3 state election.

In today's public meetings, the Manchester Essex School Council meets in Essex at 3:15 p.m. The Rockport Granite Pier Committee meets at 5 p.m. The Gloucester City Council Ordinances and Administration Committee meets at 6 p.m., and the Manchester by the Sea Select Board meets at 6:30 p.m.

In events, the Cape Ann Plein Air 10th anniversary opening reception is tonight from 6 to 7:30 p.m. at the Beauport Hotel in Gloucester. On Tuesday, Laneside Pub and Brewery at Cape Ann Lanes hosts music video bingo from 7:30 to 9:30 p.m.

In high school sports, there are four varsity games today. Forecasters say Tuesday will be sunny and cooler with a high near 58 and northwest wind gusts up to 24 miles per hour. High tides in Gloucester Harbor are at 7:08 a.m. and 7:29 p.m. today.

We also remember Joseph Mitchell the Third, 76, of Gloucester.
